CEMETERY: Beverly National Cemetery PROJECT DESCRIPTION: Restoration, Repair, and Replacement of Perimeter Fence

PROJECT NO: 804CM3020

A.2 CONTINUATION PAGE

1. Is the steel fence to be repainted completely or touched up once the existing lead paint is removed? Assuming you are referring to the historic iron fence, yet it is to be completely restored and repainted.

2. Please provide spec for the new finish paint. Is there a specific product or color name? How many coats are expected to be used? Refer to Ironwork Rehabilitation specification section 32 31 00 2.3 High Performance Coating.

6/15/2022 PRFI 02

1. Drawing V-001 calls for "aluminum fence" at Green Street (South Side) but the Bid Schedule shows "steel fence". Please clarify. V-001 reflects the condition at the time of the survey (dated 2013). Since 2013, the aluminum fence was replaced with the steel fence described in the rest of the construction documents.

2. SOW for Item #11 shows total duration of 200 calendar days. We strongly recommend increasing the duration of all 5 alternates as this is not a sufficient amount of time to complete these options. Please include proposed period of performance schedule with your proposal for consideration.

3. Please advise if the iron fence (in Base Bid and Alternate 0001) is to be touched up or painted completely. All iron fence is to be completely restored and repainted.

On Sam.Gov at the bottom of the attachments it states the opportunity has controlled attachments and a "role" is required to access them. When we login (we have all required "roles") the attachments are exactly the same. Please advise what additional attachments are "controlled" so we are assured we have all of them. Please contact SAM.com help Desk for assistance.

6/16/2022 PRFI 04

On the Solicitation page in eCMS there is an option at the bottom of the page to "Place New Response". Please confirm this is where we upload the bid. Please contact SAM.com help Desk for assistance.

6/24/2022 PRFI 05

1. For Iron fence post replacements, Are the quantities in the description of work or is the number of posts to be determined by site layout drawing dots on LS101-LS105 ? NCA inspection on each post, how many post replacements shall be bid? Quantities requiring replacement are given in the “Rehabilitation Notes by Station” see numbers in parenthesis.

2. Are all Iron fence panels to be removed, repaired, painted, and reinstalled? See “Ironwork rehabilitation notes” on sheet LS-501.

3. Are all iron fence posts to be sand blasted and painted? Paint removal technique and prep for new paint finish are means and methods.

4. Can iron fence posts be wet scraped and painted in place? The intent is to restore historic Iron fence posts in place where possible, method of prep for new finish is means and methods.

5. Can entire iron fence be replaced with new similar style Ameristar iron fence equivalent?

No, this is a historic fence and must comply with SHPO requirements.

6. Can a 3/4” solid picket be used instead of H profile picket? We may be able to replace some historic panels with new ¾” solid picket panels in areas away from public view, the historic panels with historic profiles can then be used in the more public areas.

7. Can you provide source for Iron H picket, rail, post, and finial? We don’t have a source, but these parts have been fabricated in the past of other historic fence projects.

8. Does the entire 1,222 LF of iron fence need to be painted? All historic iron fence gets re-painted.

9. For bidding purposes, should we follow the quantity of the posts needing replaced that is called out on the drawings or figure a qty to replace all? If we replace all, we would save a lot on labor and abatement costs as we would not have to have the time with an inspector either. Posts to be replaced as indicated on the construction documents.

10. If we quote the quantity called out and inspect the posts, will the owner approve change orders for additional posts that are deemed needing replacement. If mods are required for work outside the scope shown on the CDs, they will be processed as deemed necessary.

11. Are fence panels ok for temporary fence? Don’t understand the question, when perimeter fencing is removed, temp fence must be set up to maintain security and safety.

12. Due to manufacturing time frames, weather, and the nature of the project. It is more than likely that we will not complete in the timeline allotted. Please confirm that the time can be extended as required. Contractor is to submit their estimated period of performance schedule with their proposal for consideration.

6/24/2022 PRFI 06

1. Manufacturer is telling us the rails on the wrought iron fence are no longer available in the H-style as shown. These can be hand forged but will make the panels very costly and timely to produce. Flat rails would be the less expensive option however all would have to be replaced to match. This would save money on abatement and painting also. Please clarify what is needed. We may be able to replace some historic panels with new flat rail panels and square stock picket panels in areas away from public view, the historic panels with historic profiles can then be used in the more public areas or used for parts if possible.

6/16/2022 PRFI 07

1-Our fabricator has made us aware that the existing (H Style) steel that is used on the fence panels is no longer available. Will the government accept ¾” square stock in place of the “H” style? We may be able to replace some historic panels with new flat rail panels and square stock picket panels in areas away from public view, the historic panels with historic profiles can then be used in the more public areas or used for parts if possible.

6/21/2022 PRFI 08

1-Confirm lead removal/disposal for existing fencing and air monitoring services. Confirmed. Refer to specification sections 02 83 33.13 and 02 83 33.14.

2-Access to neighboring properties. We need access to work, install temp fence, clearing.

Who's responsible for this coordination. The construction contractor will be responsible for coordination of access if required on adjacent properties.

3-Extend bid deadline due to limited vendors and suppliers. Experienced historic ironworkers. Contractor is to submit estimated period of performance schedule with proposal.

4-Project duration seem very limited (120 days for base contract). There are a lot of lead restoration, iron fence repair. Optional work are only (10) days additional. Based on today's economic condition, 120 days for base contract seems unlikely. Contractor is to submit estimated period of performance schedule with proposal.

5-There is discrepancy in Price Schedule Option 01 and Option 03 Quantities and Drawing Quantities. In Price Schedule we have a Quantities 1891 LF and 705 LF for Option 1 and Option 3 respectively but from drawing V-001, LS-101 to LS-105 the quantities are 1280 LF and 1029 LF. Please advise on the correct quantities? The drawings are the correct source for Option 1 and Option 3 quantities.

6-Drawing LS-101, For Station point 0+00 to 5+15, it is given in description of work that repair or replace some items, as repair and replace has different scope please clarify which scope would be required for the work. We understand that quantitatively this is difficult to price, so where the term “repair or replace” is used assume it means to completely replace the item.

6/22/2022 PRFI 09

1-Drawing LS-101, Grave site protection note is showing plywood head stone cover however, locations and Quantities are not mentioned on drawings. Please provide the Quantities for bidding purpose. This is means and methods and will depend on the size of your crew on site and how many linear feet of fence they will be working on at any given time. Grave site protection can be moved from gravestone to gravestone. If you have workmen and equipment working near gravestones, they all need to be covered with a plywood box if they are at risk of getting damaged or stained. If you’re doing 100’ of fence work at a time you need to protect 100’+ of gravesites.

2-Drawing LS-101 Tree protection note 1 states all trees not to be removed are to be protected from damage during construction, Please provide the tree protection detail and quantity for bidding purpose. Tree protection is probably not needed for this type of light construction work, but we need to keep construction vehicles away from existing trees to remain somehow.

3-Drawing LS-501 Note 15 states that all ironwork shall receive 3 part high performance coating, Please clarify if coating is to be required on all perimeter wrought iron fence? Yes, all historic Iron fence gets painted.

4-Is Trailer office required for Agency; (if yes) please share complete details. VA will not require temporary facilities/office during this project.
