Request for Information (RFI) Responses:
The following Request for Information (RFI) questions have been submitted to the Contracting Officer regarding this solicitation. The questions and responses represent all questions submitted to the Contracting Officer prior to the deadline established in the Solicitation. The following questions and responses are provided for bidder’s information and use.
RFI 1. Two (2) solicitations were published on SAM.gov with conflicting Pre-Bid Site Visit information (07/08/2022 and 07/15/2022).
Please confirm the correct Pre-Bid Site Visit date/time.
Response: The Pre-Bid Site Visit date is scheduled for July 15, 2022, at 1:00 pm
CST, Biloxi, Mississippi.
RFI 2. In the solicitation document – Section A.3 7e, describes the required contents of the bid package. There is no mention of PPQs or CPARS. However, page 594 of the solicitation document is a PPQ form with instructions to list five (5) previous jobs.
Please advise?
Response: Past performance qualifications (PPQ) are part of every federal contract requirement, the form provided is for interested firms to fill out and submit with their bid (as instructed on the form), to add the Contracting Office in evaluating a firm’s past performance and is touched on in section A.3 9 - ‘Contractor Performance Assessment Reporting System’ language.
RFI 3. Is a Helical Pile an acceptable alternative to rammed aggregate?
Response: No. Rammed Aggregate Piers are specified to provide support for the foundations and to provide a stable enough platform for the slab on grade in the columbarium plaza. It is our understanding that the helical piers can provide foundation support, but they are not suitable for stabilizing soft subgrade under the columbarium plaza concrete slab on grade.
RFI 4. Should the placement and quantity of columbarium Wall ID plaques match the existing columbarium?
Response: Yes.
RFI 5. Should there be a wall ID plaque on both the north and south side end wall for every wall?
Response: Yes.
RFI 6. Can the SSHO and the Superintendent be the same person?
Response: Yes, as long as the individual has the credentials, experience and qualifications to do both.
RFI 7. Security requirements states that the Contractor shall comply with security requirements as “established by the COR”. What does this entail?
Response: There are standard Department of Veterans Affairs security requirements, National Cemetery Administration security requirements and specific cemetery security requirements. When it comes to the specific cemetery security requirements the COR/PM (in conjunction with the Cemetery Director). As stated in the requirements ‘the Contractor, Contractor’s employees and sub-contractors shall follow all VA Policies, Standard Operating Procedures, applicable Laws and Regulations while on VA property’. The Contractor is to ensure adhearance to the specific cemetery security requirements as directed by the COR/PM.
RFI 8. The Solicitation includes two (2) volumes of drawings:
The first is for the new Columbarium.
The second is for road remediation throughout the balance of the cemetery.
This volume clearly states Volume II / Option 1 (which would be Item 0003).
Block 17. on the SF1442 includes:
Base Bid CLIN 001 Base Bid CLIN 002 Option Bid CLIN 003
This matches up with the Bid Schedule (Page 11 of 92) where:
001 is the Columbarium (Not Including 002 is the Aggregate Piers for this Columbarium 003 is Roads and Curbs
The Cover Sheet for Columbarium Drawing states:
Bid Alternative 1 (looks like the eastern columbarium) is not included in this Solicitation.
Note in the Lower Right Corner: Base Bid shall include the following … All Roadways and All Curbing Note in the Lower Right Corner: Should Alternate 1 not be selected the Contractor Must … there is work listed
Questions:
1. We assume the “Base Bid” road work will only include roadwork in the
Columbarium set of drawings. Is this Correct?
2. Being Bid Alternative 1 is not included in this solicitation, we assume that we will still need to complete some work in the Alternative 1 area that is noted in the lower right corner that says… should Bid Alternate 1 not be awarded. Is this Correct?
Response: Question 1: The “Base Bid” roadwork for Volume I Columbarium is only the roadwork included in that specific volume.
Question 2: Bid Alternate 1 is not part of this solicitation. The work listed under “Should Bid Alternate 1 not be selected” and shown in the contract documents shall be completed as part of the base bid.
RFI 9. Please provide a copy of the Site Visit Attendee Roster.
Response: See attached PreBid Site Visit Attendee Roster.
