ADDITIONAL REQUIREMENT DESCRIPTION
CLARIFICATIONS TO RFQ QUESTIONS
1. Monitoring of the fire alarm and intrusion panels is required. Please provide the Quantity, Brand and Model of panels required to be monitored.
This could best be answered after the installation of the system.
2. What is the name of the central monitoring station currently doing the monitoring?
Currently none. It used to be Stanley.
3. Is the PMI and Monitoring an existing or new requirement? If existing, provide the current contract number.
New.
4. Please provide a system equipment inventory for all the devices covered by the PMI.
This could best be answered after the installation of the system.
5. For the intrusion new installation the SOW states ‘or equal’ but no brand is provided. What is Brand, Model number, and Software version for the existing intrusion system?
The contractor will provide its own.
6. Confirm that Access Control work is not part of the SOW. If it is required, what system is being used: Ccure, Milestone, Lenel. Etc.
Best answered during the walk-thru.
7. For doors receiving new intrusion detection devices, indicate if they currently have access control devices and what type they are (i.e. proximity, swipe, key pad, etc.)
Best answered during the walk-thru.
8. Do any of the windows currently have intrusion detection devices? Will this be required later?
No.
9. Confirm that CCTV work is not part of the SOW. If it is required, what system is being used? Pelco, Axis, Bosch, Chinese system.
No CCTV required.
10. For Preventative Maintenance Inspections (PMI) the SOW does not provide a required frequency. Does the VA want Annual, Quarterly, or Monthly visits?
Quarterly.
11. There is no scale or dimensions on the provided drawings so bidders do not know sizes of buildings or if 1 inch is 10 feet or 50 feet to calculate length of wire runs, plus the resolution is terrible. Please provide better drawings and photographs of device install locations.
Show locations of existing panels on drawings that new devices will be run to.
Please join the walk-thru if serious and do your own measurements.
12. Is each building to be an isolated system or all buildings networked? If networked, is this in place or is the contractor expected to do this?
Some are isolated.
13. Are all overheads drop ceiling or are any hard pan?
It is a combination of both. A serious contractor will have to do a site visit.
14. Does new wiring need to be in conduit?
Yes.
15. Paragraph 5 Parts for Repair states Parts are to be included for PMI and service calls.
Typically repairs are not included in PMI visits, are they to be included? If a repair cannot be finished on a PMI visit or if we are called for repair outside of a scheduled visit will the labor be billable? Does the VA want an All-Inclusive, Platinum service plan that covers everything at no charge? (We do not recommend an All-Inclusive plan, but rather a separate Repair CLIN.)
A separate repair CLIN.
16. What year were the intrusion and fire alarm systems installed?
I do not know about installation dates on the original building however, the maintenance annex was built a year or two ago.
17. What is the name of the contractor currently doing fire alarm and sprinkler regular inspections?
None currently, it used to be Stanley.
18. Based on the SOW it appears installation design, engineering and as-built drawings are not required. Is this correct?
Yes.
19. Is there a reason the installation PoP is so short? We recommend 60-90 days to account for design and lead time for equipment.
60 to 90 days is fine.
20. Please provide date/time for a site visit.
June 29, 2021; 10:00 AM. Please email Mr. Llaneza to confirm attendance @ edgar.llaneza@va.gov.
21. Spec section B.2.4 states “Contractor shall be responsible to service call and be on-site as needed” Are the service calls to be covered under the contract or will they be billed on an as needed bases at an additional cost? Is there an estimate number of Hours for service calls per year?
Quarterly service calls shall be covered under the contract, as needed shall be additional cost.
22. Are these new intrusion systems being installed as standalone systems including new panels or are they tying into any existing systems?
Standalone.
