Question #1:
General Parameters Section B States:
b) Routine and seasonal cleaning services to vehicles will be according to manufacturer’s measures, standards and schedules. A report will be submitted to the COR after every service or visit.
Will the government provide the Manufacturers measures standards, and schedules for each vehicle or will the contractor have to research each make and model to determine this?
NCA Response: Contractor should provide the industry standard for the vehicles.
Question #2:
Description of Work Section:
Rinse all dirt using pressurized water not to exceed 100 psi and using de-ionized or urified water.
Purified water, correct? The government stated earlier General Parameters Section D that it would be providing electricity (where available) and water for this project. Does the water that the Government will provide meet these specifications or will the Contractor have to treat and adjust the water pressure prior to application to the vehicles?
NCA Response: Portable water will be provided onsite, but contractor shall make sure an de-ionized water is available to prevent watermarks on vehicles.
Question #3:

The weekly scheduled vehicle cleaning will be conducted before or after business hours of the first day of the week or on Sundays as approved by the COR. Can the government clarify this statement?
The way it reads to me is all work must be done before or after business hours on Mondays, or on approved Sundays. Does the government have a preferred schedule for cleanings? Would the government allow overnight shifts? Is there adequate lighting on site to allow for night operations?
NCA RFQ No. 36C78621Q0120 – Amendment 0001 Q&A / Clarifications
NCA Response: Schedule cleaning should be conducted each week before or after business hours, if Sundays cleaning is approved coordination with Security will be discuss with contractor to facilitate cleaning of vehicles.
Question #4:
The monthly scheduled vehicle cleaning will be conducted before or after business hours of the first day of the week or on Sundays as approved by the COR. Due to the time needed to conduct interior cleaning, it is possible that the cleaning might take 2-3 days to complete. Any delays will be conveyed to the COR.
Same question as above. Given the quantity of vehicles there is no way to complete all cleanings on one single day.
NCA Response: Interior cleaning can be conducted Saturday and Sunday or before or after business hours upon given permission by the COR and security is notify prior each cleaning.
Question #5:
SAFETY
The Contractor must meet all safety requirements of Riverside National Cemetery’s Safety Officer, Department of Veterans Affairs, Occupational Safety and Health Administration, and the State of California. It is incumbent upon the Contractor to be familiar with these requirements and maintain regular and routine contact with the Safety Officer of Riverside National Cemetery.
