Solicitation No. 36C786-21-B-0003 A0004 March 30, 2021 This amendment is written to provide government responses to questions received and clarify the closing date for receipt of bids:

Question 1: Can the Government please provide additional mud grate FRAMING details? Government Response: The existing framing is to be reused. Only the grates are to be replaced. (The framing is 3”x3”x1/4” galv. steel angle.)

Question 2: Will cemetery remove all equipment within maintenance yard/building or is the contractor responsible for removing government owned equipment. Government Response: All government-owned equipment will be removed/relocated by the government.

Question 3: Sheet L-503 is referenced on sheet C-101. Sheet L-503 is not included in the plans. Can the Government please provide Sheet L-503? Government Response: Note was incorrect there is no Sheet L-503. Note should refer to Sheet L-504 only.

Question 4: Please clarify. Detail 5 on Sheet C-109 states that we are to repaint entire fence per specs. Bid schedule states we are to only clean and repair for painting. Are we to paint the fence or not paint fence? Government Response: Entire fence to be painted.

Question 5: Are we allowed to lower water level of pond to repair the pond edge? If so, how do we accomplish bringing the water level back up? Government Response: Pond level is maintained by a pump during warmer weather by providing water from a well and can be controlled by this pump to a point. Rainfall events could also increase pond levels. Contractor may attempt to further lower water level like utilizing pumps or the application of coffer dams, as appropriate, and in coordination with Cemetery personnel.

Question 6: Note #9 under Bid Item 0002A for Maintenance building parking includes striping. Isn’t the striping included in Note 5? (Government Response: Not sure what this is referring to.)

Question 7: Is there a detail for the existing cobble stone driveway at the administration building 1/C- 106? Government Response: Deleted / Not in contract. Work completed under a separate effort. See below.

Question 8: On detail 3/C-109, should the term effervescence read efflorescence instead? Government Response: Yes Question 9: Should we include electrical for temporary maintenance trailer at the maintenance building in the base bid or alternate bid 0002A? (see key notes 1&2 on sheet L-507/E- 102) This electrical work does not seem to be a part of the armed forces building (Note 14). Government Response: Disregard Key Notes #1 and #2. Not included in this project.

Question 10: Per detail 2/L-501, concrete walk paving references sheet C-500 detail 3. Please provide sheet C-500. Government Response: Reference is incorrect should be detail 4 on sheet C-504.

Question 11: Will the Government supply the marble Niche Covers or is it the responsibility of the contractor to supply in its bid? Government Response: Niche covers are government supplied; contractor installed.

Government Response: Refer to specifications 33 40 00 2.09.C Question 13: With the recent winter storms and little time to review the plans and site, would the Government consider extending the RFI/Question due date? Government Response: Clarification only all RFIs received have been addressed and there will be no more time extension to this requirement, other than is established under this amendment which is now revised to April 7, 2021.

Question 14:The solicitation documents are unclear in listing or describing the items to be provide in order for the submitting offeror to be considered responsible and responsive. Please clarify what documents need to be submitted with the offer. Government Response: Reference to IFB No. 36C78621B0003, page 57 of 57: Titled: INSTRUCTIONS FOR BID SUBMISSION – The documents shall be submitted:

Question 15: In relation to the submittal documents from the offeror, Is a hard copy of the bid bond to be mailed or will just an electronic copy suffice? Government Response: Bid Bond must be provided electronically.

Question 16: Where on the Price/Cost Schedule are the requested unit prices to be shown? Government Response: Reference to price schedule associated to initial solicitation advertised, the price schedule is correct the line items have unit pricing and quantity. In addition, while the government is reviewing/evaluating each line item as one (1) job, when prospective bidders submit against requirement, you MUST provide a cost breakdown detailed to indicate total cost for each additive item listed. Note: This requirement shall not be viewed as a multiple award requirement, whereas, the government choose which line item(s) to award based on pricing. The evaluation for the lowest bidder will be determined based upon the total amount of all line items.

Question 17: Detail 3/C-107 shows water flowing both East and West. This obviously will result in some sort of swale in the slab. Where is this swale to be located? Need more grade information.

Government Response: Revised C-107 provided. The intent is to direct water to the drainage inlet, around the storage bin. Demolition Notes and Site Plan Notes clarified on C-107, that the contractor is to remove, store for reuse, and re-install the existing concrete barriers.

Question 21: Sheet L-507 shows electrical work for a maintenance temporary trailer. This does not appear to be applicable to this contract as it is not mentioned anywhere else. Please confirm this work is not within the scope of this contract. Government Response: Maintenance Trailer will not be a part of this project. Any references to electrical work should be omitted.

Question 22: The PDF plan sheet documents where not created correctly from the CAD file. It is very difficult to utilize the pdf document to accurately measure and take account for the proposed work. We respectfully request the pdf plan sheets to be reissued correctly so that an accurate takeoff and accounting of all work described can be taken. Government Response: We are not clear on what is being asked. We used the same procedure for making PDF files as usual.

Question 23: The project plans call out two different thicknesses for Concrete Walkway Pavement. Sheet C-504 calls for 5” thickness with reinforcing, Sheet LC501 details call for both 4” and 5” thickness without reinforcing. Please clarify which thickness is a required. Please also clarify if reinforcing is required in all concrete walkway pavement. Government Response: 5” thick concrete walk, with reinforcing, shall be installed per detail 4/C-504.

Question 25: Scope of work for Alternate 2 Spoils Area lists trench drains and installing fence fabric. These items are not noted on the plans. Please advise. Question 27: Contractor is concerned with the schedule for this project. The contract references performing all of the asphalt paving last. That will likely result in needing to perform this asphalt work during the winter. If we can even acquire the asphalt materials during this period, there will be concerns with the asphalt quality when installing it during cold weather. Government Response: The intent is to prevent construction traffic from driving over newly paved areas. An alternate paving phasing plan may be submitted that allows the paving to occur earlier in the schedule, while preventing construction traffic from driving on newly paved areas.

Question 28: The stated project duration is 243 days. Alternate 2 states that the pavement resurfacing work shall be completed at the conclusion of all other construction items to avoid damage from construction traffic and is limited to Tuesdays, Wednesdays, and Thursdays only. Will additional time be allotted to the contract should Alternate 2 be accepted? Government Response: The intent is to prevent construction traffic from driving over newly paved areas.
