This amendment is written to provide government responses to questions received and clarify the closing date for receipt of bids:

1. Reference to previous amendment issued number 36CC786-21-B-0001/A0001, dated November 30, 2020, Standard Form 30, Block 14, is corrected to read closing date for subject solicitation is December 17, 2020 at 1:00PM, EST.

2. Question 1: At the entrances there is a metal bracket in the concrete where the bottom of the gate fastens. Will this entire concrete slab have to come out and be replaced and if so, is there any electrical in the slab? It looks to be part of the column footings. Government Response: Only concrete associated with sidewalks and curb/gutter to be demoed and replaced. The existing gate fasteners are to remain. It is the contractors responsibility to locate underground utilities prior to construction.

3. Question 2. What is the total sub-base and structural thicknesses that will be required under the concrete work? Government Response: See Sheet DT500 for Heavy Duty Concrete Pavement Section and Concrete Sidewalk for subbase requirements. See Specification 32 05 23 for additional information.

4. Question 3: If any irrigation lines under or near the roadway, is it possible to get irrigation plans for the site? If there are irrigation lines that are not shown on the plans and not identified by the VA, who will be responsible for repairing any hidden underground pipes and lines that are damaged during construction? Government Response: Underground utility locating was not conducted during the completion of the construction documents. There are no known irrigation lines within the Cemetery. Contractor required for repairing any damage to existing cemetery infrastructure.

5. Question 4: If there are any root systems that extend into the roadway that are removed during construction, what would be the procedure to determine what the percentage that is safe to remove or determine if the tree needs to be removed, and who will be responsible for those trees if they die because of the removal of the roots? Government Response: It is anticipated that tree roots will be removed as needed to complete paving. Impacts were reviewed with the NCA arborist during the development of the plans. Any additional concerns shall be provided as an RFI during the construction process.

6. Question 5: The width of the gates is very narrow and because of this small equipment will have to be used. Will there be or are there any other options to get larger equipment on the property? Government Response: Access is limited to the existing gates to the cemetery. Site Plan Note 2 on Sheet CS101 identifies this constraint. Additional options may be provided by Contractor for consideration by the NCA but acceptance of alternative option is not guaranteed.

7. Question 6: Is there a Statement of Work for this project or is the plan all there is to determine what the VA wants done at the site? There is a heading on the page 54/54 of the solicitation that indicates that there is one, but nothing follows and no attachments to the project files with the information about a SOW was included with the project files. Government Response: There is no other statement of work. The Plans information is sufficient to describe all work requirement. Reference to page 54 of 54, The Wording “Statement of Work” is hereby deleted in its entirety.
