Answer: Currently, the five-year contract value is $1.7 Million, and Zlynx Corporation is the contractor.
8. Question: Is it correct that leaves are not included in the trash pickup and removal mentioned in the contract?
Answer: Bulk leaf removal in the fall is not part of this contract. Leaves that fall during the growing season are to be mown and mulched as part of the regular mow/trim cycle. Actual trash removal from the receptacles is not required as part of this contract.
9. Question: Trash removal and pick up include gum and cigarette butts however, does that include removal of gum from hardscape surfaces? Does removal include trash receptacles and cigarette pillars?
Answer: Trash removal is limited to the grounds. The removal is only because we do not want the trash mowed up and disbursed across the grounds. Removal of gum from hardscape surfaces is not required. Trash pickup and removal around trash receptacles and cigarette pillars is not required.
10. Question: The contract requires 28 mows. Is that covering the seasonal months of April to October? Is any work required from November through March?
Answer: The Contract calls for an Estimated 28 cycles between April and November. This can vary depending on weather conditions and the length of the growing season.
11. Question: Is the fencing around the provided staging area the property of the Government or the incumbent contractor?
Answer: The fencing is the property of the incumbent contractor.
12. Question: Are there any significant changes to this contract as compared to the previous contract in regards to scope and complexity?
Answer: No.
13. Question: There are several damaged headstones. Will an inventory of damaged headstones be provided before the start of the contract? If not, how will damaged headstones be assessed before the start of work?
Answer: There are currently more than 100,000 headstones, monument, and markers at Ft. Logan National Cemetery. Many of the headstones in the traditional sections have been in place for more than 50 years and have damage to some extent. The expectation is that the Contractor will report any new damage to any headstone, monument, or marker that is caused by their operations. Any damage observed by the Cemetery/COR will be reported to the Contractor for their response.
14. Question: Can the government breakdown the 104,629 headstones and flat markers. How many are headstones and how many are flat markers?
Answer: Of the approximate 104,000 monuments markers and niche covers on site 4,840 are niche covers which are not part of this contract. There are 3,607 flat markers. With the remaining 95,553 being upright headstones. These numbers are approximate as more Headstones are being set daily.
15. Question: Given the quantity of headstones (2.9M), two-decimal unit pricing significantly effects the total price. (Reference CLIN 0003 Unit cost) Will the government allow more than two decimals places for the unit price of this CLIN?
Answer: Due to our contract writing system, you can only use a two-decimal unit pricing.
16. Question: Is there a means and is it acceptable to bring water and electricity to the contractor’s area if paid for by the contractor and removed at the end of the contract?
Answer: Electricity is feasible through coordination with Excel Energy. Water however is not. The infrastructure does not exist to bring running water to the contractors staging area.
17. Question: Per the PWS, the contractor is responsible for removing and replacing floral or commemorative items during the mowing process. Is the contractor responsible for disposing of unsightly (dead) floral items during the mowing process, and where should they be disposed of? Will the government consider an additional CLIN for this monthly and recurring task?
Answer: The contractor is only responsible for moving the floral so that they do not interfere with mow/trim operations and returning them when operations are completed.
18. Question: Per the PWS, the fertilizer shall be a 3-1-2 or 4-1-2 ratio (N-P-K) complete fertilizer with 30% to 50% slow release nitrogen. The fertilizer can be a different analysis than 35-5-7 as long as it is approved by the COR and CND Agronomist prior to application. Is the contractor responsible for assessing the soil to provide recommendation on formulation or volume?
Answer: No. These assessments and calculations are done by the Cemetery.
19. Question: The SOW states that the government intends to order 4 edging events on a recurring basis with the ability to order additional events as needed. However, the schedule of services CLIN 0004 states “edged 12 times”. Please confirm the number of scheduled occurrences.
Answer: The pricing is by linear feet and the number of occurrences are only estimated. Four events are mandatory and additional edging may be scheduled by the COR up to 12 events.
