***Bid opening is changed from 8-6-20 to 8-10-20*** The new call in number is 872-701-0185 and Conference ID: 564 802 473#
1. Page GI100, keynote H, says to cap and abandon storm line by means of pipeline grouting. Is the pipeline to be grouted in its entire length or just on the ends?
1. GOV Response: Pipeline is to be grouted its entire length.
2. GI100, Keynote A, Full Depth Pavement Reconstruction - Does the VA want the full depth to include everything down to the native soil?
2. GOV Response: Full depth pavement replacement is depicted in details 1 & 5 on sheet DT500. This will require removal of the existing pavement section and sufficient underlying subgrade to accommodate the 21” replacement pavement section (3” Type 2 Asphalt Surface Course, 6” Class 7 Stone and 12” B-Stone underlain by fabric). New subgrade shall be compacted to required density prior to placement of new paving section.
3. Does the VA want to consider an undercut of the native soil and add a layer of top select underneath the new B-stone? In some areas it is obvious that the native soil is in bad shape, a layer of B-stone may or may not be sufficient enough.
3. GOV Response: See response to question #2. If unsuitable material is encountered at subgrade or compaction cannot be achieved, removal and replacement of material is to be carried out as directed by the Contractor’s geotechnical testing service in cooperation with the RE/COR. Replacement of unsuitable soil will be covered by adjustment to contract time and price in accordance with clause entitled "CHANGES" (FAR 52.243 4 and VAAR 852.236 88) and "DIFFERING SITE CONDITIONS" (FAR 52.236 2).
4. The guests, staff, and the contractors need to have available lavatory services for a week while the sewer line is under construction. Does the VA want the contractor to provide a mobile mini restroom suite with internal hand washing stations and a portable waste-water holding tank or will individual porta potties and hand washing stations suffice? Will the VA allow the contracting staff to use the same temporary lavatory facilities as that of the guests and the staff?
4. GOV Response: Provide lockable portable potties for the staff while the sewer line is under construction. Provide separate lockable portable potties for the contractor staff.
5. A. Specs Page 01 00 02-1 para F state that the GC shall provide proof that an OSHA competent person maintains a presence on site. Should this be an OSHA 30 or OSHA 10 person? B. Will the VA allow the GC/Prime Contractor the ability to delegate to the subcontractor to maintain this person on site?
5. GOV Response: A. Per Specification 01 00 02 Para 1.1.G, all employees of contractor or subcontractor shall have at minimum OSHA 10 certification. Per (29 CFR 1926.32(f)) "competent person" means one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.
B. NO
6. Specs page 01 00 02 -6 Para I. Construction Fence - states to provide a chain link fence. Can the contractor substitute this requirement for an orange rollout plastic mesh safety barrier type fence or does the VA specifically want chain link?
6. GOV Response: Construction fence shall be chain-link. Note that construction fencing is only required in limited areas as shown on sheets GI200 & GI201
7. If the VA specifically wants chain link, does the VA want a layer of shielding to visibly hide the inside from the quests and public?
7. GOV Response: Intent of construction fence for this project is primarily to block roadways to separate the work areas from public traffic. A visual barrier is not required in this case.
8. Specs page 01 00 02 -16 Temporary Committal Shelter - Does the VA want the contractor to provide this shelter or is the VA to provide it and contractor to install it?
8. GOV Response: Contractor to provide temporary committal shelter.
9. Due to some recent upticks in crime surrounding the cemetery, the director is encouraging all contractors to provide after-hours security for construction equipment and the portable potties. Apparently, the Little Rock National cemetery was hit by thieves in the last day or two and they broke into the storage facility and stole some of the lawn equipment. The director also said that there is a sizable homeless population there and that they will destroy and tear up everything they can access. Will the VA instruct the contractors to provide after-hours security so that everyone's price is on the same level and one contractor doesn't have an advantage over the other by not providing it in their bid?
9. GOV Response: The cost of security/insurance falls on the Contractor. Adding this cost to your proposal is the bidders call as well.
