About this file
This document contains responses to contractor questions regarding a solicitation for expansion work at the Camp Nelson National Cemetery in Kentucky. The solicitation seeks general construction services to expand the cemetery, including pre-placed crypts and potential bid alternate work, in accordance with the statement of work, specifications and plans provided. Key details include that the on-site soils may be used for embankment construction if properly compacted, no other areas are available for borrow soils or stockpiling excavated materials, a crushed limestone material can be used for embankments if required to meet specifications, and blasting will not be permitted at the site. The responses clarify requirements for fencing, retaining walls, handrails and the plunge pool shown in the plans. Electrical details are also provided for powering pumps, fans and heaters for the irrigation booster pump enclosure. Pricing should separate the base bid from optional bid line items and include all items in the plans and specifications.

Questions: From: Joe Eisenhauer
1. The Note #1 in the bid items listed in the RFP states the following: “Note 1: The government is fully aware that cost associated with line item 0002 is extracted from the Base Line Item 0001, where the descriptive literature is included, refer to plans and specifications.”
0. Please clarify as to what is meant by “the line item 0002 is extracted from the base line item 0001”. The meaning of this statement is unclear since the Bid Item 0001 appears to include all the items which are listed in the Bid Item 0002. Government Response: The cost of labor and equipment to set the precast vaults in place, including grading, excavation, etc. shall be listed on Item 001. The actual cost of precast vaults (materials), including the delivery shall be listed on Item 2. The total sum of Item 1 and 2 are the Base cost of the project.
1. From the information in the geotechnical report, the existing on-site soil materials that will be excavated for the project appear marginally unacceptable due to their liquid limit and plastic limit exceeding 40 and 15 respectively. Will the owner consider allowing use of these excavated soil materials for embankment construction with proper/specified placement and compaction? This question is asked because other “borrow” soils found off-site regionally nearby the project will most likely exhibit the same soil characteristics as those on-site. Government Response: Existing on-site soils can be used in all areas except the water tank/tower. However, when using lower density soils the lift thickness shall be 6 inches maximum and a sheep-foot roller shall be used to obtain the specified soil compaction density. The use of a vibratory roller is not permitted,
1. Are there locations on the cemetery property where borrow soils may be obtained? Government Response: No other areas, other that the ones on the construction area, will be excavated for borrow soils.
1. Are there locations on the cemetery property where excess excavation materials may be placed, stockpiled for future use? Government Response: No other than the location of construction are should be used for temporary stockpile. All excess excavation should be hauled and disposed outside the Camp Nelson NC site.
1. If excavated soils from on-site are determined to be unacceptable for embankment/fill construction, can a crushed limestone material be used for embankments? If so, what would be the required gradation for limestone embankment material? Government Response: See response to question #2 Material shall conform to plans and specifications.
1. At several locations in the specifications and geotechnical report, it is stated that “most of the soils to be excavated from the project area would consist mostly of clay and to a little extent, silt. Both Clay and Silt (Stratum 2) are unsatisfactory soil for structural fill, common fill use, and the utilities backfill;… The need for structural fill and backfill will need to be imported.” Is this the final recommendation to be followed? This is the type of material most often encountered in Central KY and importing could be at a great distance / cost. Government Response: See response to question #2
1. Section 01 00 02, 1.6, H requires a 7’ high construction fence. The current perimeter fence is 6’ tall. Can we use a 6’ tall chain link fence for our construction fence? Government Response: Yes, a 6Ft. fence can be used for a perimeter construction fence.
1. At the site visit there was a reference to change to the private vaults. Please provide additional information. Government Response: Private vaults do not require precast preplaced vaults as oversize vaults and pre-placed crypts (PPC) do. Item 0002 shall have the cost of the materials and delivery for oversize vaults and PPC only.
1. Sheet GC101 Phase1 notes, Note #7 calls for temporary construction fence as shown on this sheet. There does not appear to be any temp fence shown on this sheet. Please provide location of temp fence. Government Response: The Limits of Disturbance marks the location of temporary construction fence. Existing fence in the expansion area may be used as temporary construction fence. AGREE WITH RESPONSE
1. Sheet CS100 includes items O-Booster Pump and N-100k gall tank. These items are located at the Maintenance bldg. which is to be priced separately as CLIN 0004 but are not noted as part of CLIN 0004. Should these items also be included in the CLIN 0004? Government Response: Yes, all items shown on the plans and specifications should be included in the price. The CLIN 004 and others CLIN’s are written to simple separate the Base bid from Bid Options and do not necessarily reflect all items in the plans. Prices should not be based only in the CLIN items but in the Plans and Specifications.
1. Sheet CS101 includes item L-new concrete pad at the committal shelter which is CLIN 0003. Does the new concrete pad receive a paver border to match the existing concrete slabs at the committal shelter? Government Response: Contractors should look at all drawings concerning the shelter. CD101 concerns the demolition of existing slab CS101 item C and L are the replacement slab. Include in your price the replacement of the paver border. REPLACEMENT OF THE BORDER WAS NOT INCLUDED IN THE PLANS.
1. There is currently construction work at the proposed location of the new maintenance bldg. Will this work be finished prior to the cemetery project beginning or will work occur concurrently? Government Response: Whether completed or not, contract clauses requires prime contractors to work together, if a concern arises, this will be addressed with the pending awardee contractor.
1. Is the existing irrigation system to be expanded into the new cemetery area? Government Response: PROPOSED IRRIGATION SYSTEM FOR CEMETERY EXPANSION PROVIDED IN PLANS (SHEETS STARTING WITH “LI”).
1. What type of retaining wall is to be constructed for item “P” on sheet CS102? Government Response: See all Structural drawings S-001 to S-202
1. What type of handrail is to be used for item “X” on sheet CS102? Government Response: See details 2 on DT504
1. Sheet CG101 calls for a Plunge Pool. What is the purpose of, and what is the construction type of this plunge pool? Government Response: FOR ENERGY DISSIPATION. POOL IS APPROXIMATELY 12’ ACROSS RIP RAP AND TO BE CONSTRUCTED IN GENERAL CONFORMANCE WITH DETAIL ON SHEET GC500 From: Marina Manguiri
1. Sheets LI504, ES100 and E101 reference 2 dedicated circuits routing to the irrigation booster pumps (CKT 23/25) to power each pump. There is a fan shown in the diagram on LI504 that is said to be controlled via thermostat. Where is power to be supplied from for this fan? Is power to be picked up from CKT 23/25 routing to the pumps or is a dedicated circuit required? Government Response: Fan is to be provided as part of the skid package and will not require a dedicated circuit, heater is typical a 5WK mounted directly on the skid.
1. Sheet LI504 – Detail 1 – Construction note 9 states that “Enclosure is to be insulated and heated. Heater to be thermostat controlled.” Can you please provide detail on the booster pump enclosure heater to be used such as size, make/model, etc.? Where is power to be supplied from for this heater? Is power to be picked up from CKT 23/25 routing to the pumps or is a dedicated circuit required? Government Response: Heater is to be provided as part of the skid package and will not require a dedicated circuit, heater is typical a 5WK mounted directly on the skid.

Will the owner consider allowing use of these excavated soil materials for embankment construction with proper/specified placement and compaction? This question is asked because other “borrow” soils found off-site regionally nearby the project will most likely exhibit the same soil characteristics as those on-site. Government Response: Same as Eisenhauer #2 comment
1. Are there locations on the cemetery property where borrow soils may be obtained? Government Response: Same as Eisenhauer #3 comment
1. Are there locations on the cemetery property where excess excavation materials may be placed, stockpiled for future use? Government Response: Same as Eisenhauer #4 comment
1. If excavated soils from on-site are determined to be unacceptable for embankment/fill construction, can a crushed limestone material be used for embankments? If so, what would be the required gradation for limestone embankment material? Government Response: Same as Eisenhauer #5 comment
1. Will blasting for rock excavation be allowed? The earthmoving spec allows for it, but it is subject to COR approval. As there is a significant cost impact to the means and methods verification of approval to blast would be great for dialing in our bid assumptions. Government Response: There will be NO BLASTING, at this jobsite.
1. Will grading under the “storage building” be required in CLIN 1 if CLIN 4 is not accepted? Or should the grading in that area only be included in our price for CLIN 4? Government Response: Grading for CLIN 004 should be priced in CLIN 004 only. All is required for CLN004 should be priced separate as if it was a stand alone projects (grading, excavating, fencing, etc.).
