QUESTION & ANSWERS ARE IN RANDOM ORDER:

I have a question about phase 1 the bricks that are to be salvaged from the bathroom for the exterior brick replacement are we to demo an entire wall for that? Because everything I can find about the bathroom work is in phase 2 and if we demo a wall to salvage brick it could potentially shut a rest room down.

Answer: Coordinate limited brick removal such that impacts to restrooms, or other areas are approved by COR. In the event that not enough existing brick can be salvaged, contractor shall provide new brick for the exterior work to match existing in color and texture to the closest extent practical.

Would you like all requirements for Sub-Factor 1 Administrative data included in Volume III?

Answer: Yes

Can you tell me if the SDVOSB letter is required in Volume I & Volume III? Yes Page 91 it states required in Volume I Sub-factor 1 Administrative Date, but on the questions and answers you stated within Volume III. Did this change?

Answer: No

Can more pages be added into the page count for Volume I, since all the administrative Data is included in Volume I, and page covers?

Answer: No

To confirm Administrative Data section will only have Licenses, certifications, Insurance, OSHA training certificates, and any other documents relevant to offers proposal, SAM registration, SDVOSB letter, because the SF1442 and amendments will be in Volume III. Is this correct?

Answer: Yes

Can the bid be extended for more time to prepare with answers to questions?

Answer: No

Please confirm if the government requires a submittal log and submittal data sheets to be provided.

We have previously communicated that we don’t care or want submitted data sheets for this specific project, but a generic submittal log itself with no specific make/models of products to be used: we have all discussed as being a good measure to check a contractor’s skill and preparation for the project (and future MATOC projects if they win).

Please confirm that no bid bond is required for this solicitation.

Answer: A copy of the Bid Bond is Required with the Proposal. Upon notification of Award, the Awardee will be required to furnish the Original Bid Bond via certified mail.

Please confirm that the furnace upgrade will handle a 50 AMP upgrade.

Answer: Note that the solicitation is ONLY for phase 1 work, which does not as show on the SOW and drawings include a new furnace or the new unit heating system. See note 13 under “Proposed Phase 2” on drawing G-002. After consideration, NCA has decided to modify this solicitation to INCLUDE the note 13 work from Phase 2 on drawing G-002 in this solicitation due to requiring heat in the building to protect pipes from freezing. Contractor shall include any electrical, architectural touch ups and patching work, and any other work required to install the HVAC work required in this note 13. Contractors shall include in their bid for this solicitation as a result. See mechanical drawings for more information.

Is the prime or subcontractor required to have North Carolina construction licenses?

Answer: Contractors are responsible for coordination of all licenses or permits for this project.

Are permits required in order to perform work at the New Bern National Cemetery?

Answer: Contractors are responsible for coordination of all licenses or permits for this project.

Regarding the electrical panel that is to be replaced per the drawings inside of the garage. Where is this panel fed from?

Answer: It is fed from the Main Building Basement (also known as the Lodge). This is shown on the Proposed Panel “M” Load Schedule on drawing E6.1. A picture is also provided on this same drawing. Also see the single line diagrams on this same drawing. There is also a detail on this drawing entitled “Existing Site Layout” which shows the Main Building, Maintenance building, and the existing conduit between them.
