RFI Questions and Answers:

The following questions have been asked in regards to Project 832-19-201:

1. Can Schedule 80 PVC conduit be used in lieu of HDPE, SDR11? SDR11 wall thickness is approximately .259 and schedule 80 wall thickness is approximately .318.

A: HPDE SDR11 shall be used per Section 27 05 33, Part 2, Paragraph 2.1.B.2. Wall thickness of 3-inch SDR 11 pipe is 0.273 inches.

1. Rather than replacing all new sod can the contractor use a sod cutter to remove and replace the existing sod? New sod would be provided if existing sod is damaged and not reusable.

A: This alternative method of sod repair (by cutting and reinstalling existing sod) is acceptable. The Contractor shall be responsible for watering the removed sod until such time as it is reinstalled.

1. Does the site have somewhere to dump the left over soil from the trench line? Estimated 16-20 sq. cubic yards?

A: All spoils shall be removed and disposed of off-site.

1. The specs reference using a flowable fill around the conduit being installed. Discussion at the site visit presented several issues with using flowable fill, including: concrete truck access to the trench areas, larger trenched areas needing to be open at one time to allow for fill placement, and thus trenched areas being open overnight requiring protection. The government representatives indicated that alternatives might be considered, such as compacted gravel. Please confirm if the flowable fill is still desired or if alternatives would be allowed.

A: Compacted gravel is acceptable.

1. During the site visit, one of the government representatives stated that they had as built drawings for the irrigation piping located in the work area. Could you please provide these drawings?

A: Nominal locations of the utilities (including irrigation) are shown on drawing L-101. These locations were taken from design drawings, not as-builts. The Contractor is responsible for potholing using hand tools to verify the locations.

1. Also, during the site visit it was stated that work would have to be stopped during Funeral Services. To better plan for these, can you provide information on the average number of services per day and per week?

A: The government does not require all work to stop during committal services. The Contractor shall adhere to the following limitations: Construction noise during the interment services shall not disturb the service; and trucks and workmen shall not pass through the service area during this period. The Cemetery averages about 3 committal services daily for which loud construction activities will need to be temporarily paused.

1. File #36C78619R0056-002(2), Section 27 05 33, Part 2 – Products, Paragraph 2.1(A) Conduit calls for a 2” conduit “unless otherwise shown on drawings”. However, File #36C78619R0056-001(1), Section B on page 6 of 35, #1, calls for a 3” HDPE conduit. The drawings do not indicate a size. Which size conduit is required?

A: The size listed in the Statement of Work B.1. is correct (3”)

1. File #36C78619R0056-002(2), Section 27 05 33, Part 2 – Products, Paragraph 2.1(A) Conduit calls for a UL listed HDPE conduit. File #36C78619R0056-001(1), Section B on page 6 of 35, #1, calls for a HDPE conduit, with no mention of UL listing. Which is required for this project, UL listed or not?

A: UL-listed conduit required.

1. There is no color requirement for the conduit. Is a specific color required?

A: Smooth-wall HDPE pipe shall be orange.

1. File #36C78619R0056-002(2) , Section 27 05 33, Part 2 – Products, Paragraph 2.1(E) Warning Tape requires red with black lettering imprinted with “CAUTION BURIED COMMUNICATIONS CABLE BELOW”. Should this be orange with black letter since it comm?

A: You are correct: The warning tape should be orange with black lettering.

1. File #36C78619R0056-001(1), Section B on page 6 of 35, #4, calls for a filling trench with non-structural CLSM with an ultimate strength of 140 psi up to 6” over the top of the conduit. 140 psi seems extremely low. Is that an error?

A: This is not in error as the purpose is not encasement. The backfill need to be excavatable by hand later.

1. File #36C78619R0056-001(1), Section B on page 6 of 35, #7, calls for clean topsoil to final grade. Is the intention to bring in new topsoil or can the onsite, excavated material be used provided it is clean?

A: Unless the existing topsoil (top three inches maximum) is stripped, separated, and stockpiled, the Contractor shall be required to import new material. Native excavated soil below three inches is not suitable for topsoil.

1. File #36C78619R0056-001(1), Section D on page 8 of 35, #7, states “T-shirts and/or tank tops as outer garments are prohibited.” Is the intent not to have a variety of t-shirts or are dri-fit type, company lettered, safety yellow t-shirts allowable, pending they are all uniform/consistent?

A: Company t-shirts as described are acceptable.

1. Just want to confirm that the entire length of SDR11 is to be covered with CLSM (flowable fill) rate at 140psi. I have found products rated at 600psi but only foreign products at 140psi. Not having the ability to leave open trenches means it has to be hand mixed and placed as we go.

A: If the specified CLSM at the hand-excavatable strength can’t be sourced, compacted gravel is a suitable substitute (previously established in Question 4).

1. Would it be possible to install a fence around the end point to allow the area to be potholed and find existing utilities. Also to core drill the manhole the excavation will be open longer than a day. If so what are the requirements for the fencing.

A: Staked 4-foot orange construction fencing.
