STATEMENT OF WORK
FOR
LAKE & AERATION MAINTENANCE CONTRACT
CAPE CANAVERAL NATIONAL CEMETERY
5525 US HWY 1,
MIMS, FL 32754
A. CLIN 1 Requirements:
a) Lake Aquatic Weed Control:
1. 5 lake(s) (19.16 total acres) will be inspected on a once (1) per month basis.
2. Any growth of undesirable aquatic weeds and vegetation found in the lake(s) with each inspection shall be treated and controlled through the application of aquatic herbicides and aquatic surfactants as required to control the specific varieties of aquatic weeds and vegetation found in the lake(s) at the time of application.
3. Invasive and unwanted submersed and floating vegetation will be treated and controlled preventatively and curatively each spring and early summer using systemic herbicides at the rate appropriate for control of the target species. Application rates will be designed to allow for selective control of unwanted species while allowing for desirable species of submersed and emergent wetland plants to prosper.
b) Shoreline Aquatic Weed Control:
1. Shoreline areas will be inspected on a once (1) per month basis.
2. Any growth of cattails, phragmites, or other unwanted shoreline vegetation found within the lake areas shall be treated and controlled through the application of aquatic herbicides and aquatic surfactants as required for control of the plants present at time of application.
3. Any growth of unwanted plants or weeds growing in areas where stone has been installed for bank stabilization and erosion control shall be treated and controlled through the application of aquatic herbicides and aquatic surfactants as required to control the unwanted growth present at the time of application.
c) Buffer Management:
1. Buffer vegetation will be selectively treated as required to limit any growth of unwanted vegetation and to maintain the beneficial aquatic and upland vegetation found within the buffer areas along the edge of the lakes. This service is provided to maintain the lake buffers in a natural, yet desirable appearance. Buffer vegetation height and density will be encouraged to help prevent nuisance goose and other wildlife from utilizing the lake, as well as providing the necessary erosion control and reduction of nutrients necessary for the overall health and sustainability of the lake.
d) Lake Biological Augmentation:
1. Lake(s) will be inoculated with a combination of Beneficial Aerobic Bacteria, Enzymes, ARKEA, and other microbial or natural nutrient binding and limiting products as required for the proper maintenance of the lake(s) once the sustained water temperature reaches approximately 55 degrees
2. Lake(s) will receive maintenance rate applications of Beneficial Aerobic Bacteria, Enzymes, ARKEA, and other microbial products throughout the contract period, or until such time as the sustained water temperature drops below 50 degrees.
3. Application of Beneficial Aerobic Bacteria, Enzymes, ARKEA, and other microbial products are made for the purpose of metabolizing excess nutrients in the water and digesting organic matter and bottom sludge, thus removing the primary cause of algae and preventing future algae growth.
4. Reduction in the amount of organic matter and bottom sludge in the lake will also help to extend the overall life of the lake and reduce the amount of maintenance dredging required to maintain the functionality of the lake.
B. CLIN 2 Requirements:
a) Water Quality Monitoring:
1. Lake water samples will be taken and tested once (1) per year for the following parameters:
(1) Temperature
(2) Dissolved Oxygen
(3) pH
(4) Alkalinity
2. The results of the tests along with recommendations and analysis of the results will be provided to the Government in a written report following each testing period.
3. Any data collected that needs immediate action to resolve an issue will be brought to the Government’s attention at once.
C. CLIN 3 Requirements:
a) Algae Testing & Identification:
1. Samples will be tested once (1) per year for algae identification, classification, description and density, or biomass enumeration. The data generated from this analysis provides valuable information for the development and assessment of site specific algae management programs.
2. Tests will also determine if there are any toxic algae species present, and the
Government will be immediately notified if there are any human or animal health concerns resulting from the presence of toxic algae in their lake.
3. The results of the tests along with recommendations and analysis of the results will be provided to the Government in a written report following each test.
D. CLIN 4 Requirements:
a) Submersed Air Diffuser Aeration System Maintenance:
1. Contractor will service all Diffused Aeration Systems four (4) times per year on a quarterly basis.
2. Diffuser air stones and/or membranes will be cleaned, adjusted and replaced as needed.
3. All necessary repairs (parts & labor) installed by the contractor shall be covered by warranty and shall be performed at no additional charge to the Government.
4. All replacement parts/repair services required for proper maintenance of the aeration systems will be billed under CLIN 8 with but only prior approval from the
Contracting Officer to proceed with the work.
5. Any significant problems / malfunctions that are discovered during the maintenance service which are no longer under warranty, which are not part of routine maintenance, and that will require additional labor and/or parts, will be written up and submitted to the Contracting Officer for their approval prior to proceeding with the work.
E. CLIN 5 Requirements:
a) Water Quality Restoration:
1. Phoslock will be applied to the lake(s) as necessary to reduce eutrophication and remove free radical phosphorus from the water column, thus reducing its availability in the lake(s) and limiting the primary excess nutrient responsible for water quality degradation and excessive nuisance algae and invasive aquatic weed growth.
F. CLIN 6 Requirements:
a) Lake Water Quality Enhancement:
1. Oxygenating products will be applied to the lake(s) in the early spring to mitigate the biological oxygen demand on the lake, promote aerobic respiration in the benthic layer at the bottom of the lake, and improve biological activities in the organic muck at the bottom of the lake.
2. Applications of oxygenating products are designed to enhance the performance of the naturally occurring aerobic bacteria in the lake as well as provide a favorable environment and improved performance of the biological augmentation performed as part of this contract. These applications also help to accelerate the degradation of the undesirable buildup of organic muck at the bottom of the lake(s), thus helping to prevent algae, foul odors, and other similar water quality problems.
G. CLIN 7 Requirements:
a) Lake Algae Control:
1. Lake(s) will be inspected on a once (1) per month basis.
2. Any algae found in the lake(s) with each inspection shall be treated and controlled through the application of algaecides, aquatic herbicides, and aquatic surfactants as needed for control of the algae present at the time of service.
b) Lake Dye:
1. Lake Dye will be applied to the lake(s) once (1) per month to help shade the lake(s) from sunlight penetration, thus helping to slow the growth of algae and aquatic weeds.
2. A combination of blue and black dye will be used as required to maintain a dark natural water color.
H. CLIN 9 & 10 Requirements:
a) Grass Carp:
Annual inspection/count of grass carp in ponds and lakes, contractor will submit recommendation/quote to cemetery for prior approval and contractor will obtain all permitting with St. John’s Water Management.
I. Other Administrative Information:
a) Trash Removal:
1. Trash and light debris will be removed from the lake(s) with each service and disposed of offsite. Any large item or debris that is not easily and reasonably removable by one person during the routine visit will be removed with the Government’s approval.
Routine trash and debris removal services are for the lake areas only, and do not include any trash or debris removal from the surrounding terrestrial (dry land) areas.
b) Service Reporting:
1. Government will be provided with a monthly service report detailing all work performed as part of this contract.
