RFP-RFI NO.1 RESPONSE

TAHOMA NATIONAL CEMETERY

(36C786-19-Q-0214)

“ROADWAY & PARKING LOT IMPROVEMENTS”

919-NRM-FY19-006

RON HORTON, P.E. - PROJECT MANAGER

MAY 31, 2019

RFP-RFI NO.1 RESPONSE

1. “Please confirm whether the government would prefer to use a WSDOT standard Seal Coat/Chip Seal or deviate from standard WSDOT pavement policies and use a slurry seal as stated in the contract documents?”

R1: The Contractor shall furnish all materials, equipment, submittals, third party testing, reports, labor and supervision necessary for the “FY19 Roadway & Parking Lot Improvements” project. Project work to generally consist of existing roadway and parking lot crack treatment followed by a “slurry seal overlay” rehab as well as the development of an approximate 4,000 S.F. added parking area along the west side of the existing parking area and access drive.

2. “From the site visit, it is expected that we are to remove approximately 30 trees of various diameters from the site. Is the contractor required to remove these trees from the NCA property or can they be left onsite? Are stumps also required to be removed from the ground?”

R2: As outlined in the Statement of Work under Item 1.2.

“The Contractor shall furnish all tools, labor, materials, equipment, services, and related services to perform work described within the contract, statement of work, technical specification, and on these drawings. Work will include all tree removal, clearing, grubbing, unclassified excavation, subgrade, surfacing, grading, paving, striping, and other incidentals for a complete parking lot.”

3. “Please verify how many inches of unsuitable material (containing vegetable or organic matter) should be removed from the top layer prior to laying down aggregate material. Please confirm that the organic material should not be used for fill material.”

R3: The interested Bidder / Offeror should carefully read the Statement of Work where it outlines the “Specific Project Requirements for Project “A”. The “Parking Lot Expansion Notes” provided on the Drawings should also be carefully reviewed. Organic material is not to be used for fill material.

4. “The site plan for project A has areas that need to be cut and filled. Please verify that it is the contractor’s responsibility to survey and determine the amount of fill required to create a level area. Please verify that unsuitable material (containing vegetable or organic matter) cut from the site cannot be used as fill even if it is below the specified aggregate base layer.”

R4: The interested Bidder / Offeror should carefully read the Statement of Work where it outlines the “Specific Project Requirements for Project “A”. The “Parking Lot Expansion Notes” provided on the Drawings should also be carefully reviewed. Unsuitable material is not to be used for fill material.

5. “Please verify that the new asphalt layer/joint for Project A should be level with existing pavement area and slope down as per plans and specifications. A significant amount of fill would need to brought in to level out this area appropriately.”

R5: The edge of the new Parking Lot should match up flush with the existing edge of the existing parking lot / drive. Generally, the new Parking Lot will slope away from existing parking lot / drive and slope towards the perimeter woods.

6. “Please verify that there are no drainage requirements the Project A expansion. We assume the slope away should provide sufficient drainage, but wanted to confirm this was the intent of the NCA.”

R6: There are currently NO plans to extend or provide a Storm Drainage collection system. The required “Grading Plan” shall ensure that the new Parking Lot is graded in such a fashion to provide “sheet flow” of stormwater runoff into the perimeter woods.

7. “There is currently an opening for some type of conduit in project area A. Please provide instructions on how you would like us to handle this. This is not identified in the plans and specifications and therefore would be a change order unless addressed before the bid date.”

R7: As outlined in the Statement of Work under Item 1.4.

“Contractor shall pay for private locator to locate all underground utilities within the project areas. There shall be no excavation until all utilities have been located and marked in the field.”

Note: All underground / overhead utilities shall be shown on the required “Grading Plan” as part of the existing conditions of the site.

8. “Please provide specifications for the type of paint required for striping. There is a significant cost difference between thermoplastic and basic striping paint. If thermoplastic is required, please verify whether glass beads are to be used in conjunction.”

R8: As outlined in Item 2.8 Pavement Markings of the Technical Specification Section 32 12 17 “Asphalt Paving for Parking Lot” “Material for pavement marking shall be paint or plastic as noted in the Bid item meeting the requirements of Section 9-34 “Pavement Markings” of the (WSDOT) “Standard Specifications”.”

Note: Glass Beads are not required as part of the Pavement Markings.

9. Please verify whether weekend work is required during construction in these areas? Please verify that work can be schedule with the NCA for consecutive days on Saturday and Sunday?

R9: The following should be noted regarding weekend work:

Project ‐ “A”: Parking Lot Expansion & Pavement Project does not require weekend work.

Project ‐ “B”: Existing Parking Lot Crack Treatment & Slurry Seal Overlay work is required to be conducted on weekends only and not during normal business hours of the Tahoma National Cemetery.

Project ‐ “C”: East & West Access Drives Crack Treatment & Slurry Seal Overlay does not require weekend work. The Contractor shall schedule this work to ensure that emergency vehicle access to the Administration / Maintenance Building and existing Parking Lot is available at all time.
