STATEMENT OF WORK

REPAIR BRICK WALL AND INSTALL GUARDRAILS

Baton Rouge National Cemetery, 220 N 19th St, Baton Rouge, LA 70806

A. The Contractor: Shall furnish all labor, materials, tools, equipment, and supervision necessary to partially demolish and disassemble the damaged portions of the existing perimeter cemetery wall, and repair the historic wall including wall cap to original condition;

and install vehicle guardrails at Baton Rouge National Cemetery in accordance with the contract requirements specified below, specifications, drawings, and per applicable industry standards and codes.

B. Background: A vehicle recently ran into the historic brick wall adjacent to Florida St. This is the fourth such incident in three years. This latest incident demolished half of a brick column pier, a cast stone cap, and about half of the courses within 10 feet. It shifted an adjacent stone cap, and cracked the stucco and paint over about 40 linear feet of wall. There is separate section of wall (between two piers 20 feet apart) that needs the cracked stucco and paint replaced on both sides.

C. The Work shall include, but shall not be limited to the following (not necessarily in the order indicated):

Wall Repair

1. The Contractor shall remove loose stucco and loose, spalled, or broken brick units between undamaged piers. Carefully demolish or remove entire units from joint to joint, without damaging surrounding masonry, in a manner that permits replacement with full-size units. Support and protect remaining masonry that surrounds removal area. Maintain flashing, reinforcement, lintels, and adjoining construction in an undamaged condition.

Carefully lift and store cast-stone wall caps for later resetting.

2. Remove in an undamaged condition as many whole bricks as possible and set aside for reuse within the repair. Remove mortar, loose particles, and soil from brick by cleaning with hand chisels, brushes, and water. Store off ground, on skids, and protected from weather. The Government salvaged the bricks from the damaged area and stored them on site.

3. Rebuild the historic 2-wyth brick and stucco wall with cast stone cap, 3-wyth top and bottom frames, and 4-wyth wall base according to the specifications and original construction details provided. The Contractor shall reuse as much of the original whole bricks as possible. New brick incorporated into the wall shall match existing as much as possible, especially in shape and size. Contractor shall intersperse new brick with old brick evenly throughout the repair. Install replacement brick into bonding and coursing pattern of existing brick. If cutting is required, use a motor-driven saw designed to cut masonry with clean, sharp, unchipped edges. Maintain joint width for replacement units to match existing joints.

4. Deconstruct the main pillars as much as required to reconstruct the wall. Repair any structural damage to the piers and rebuild according to the original construction detail provided. Contractor shall be required to remove and reset the pier caps as required.

5. Repoint all mortar joints. Use hydraulic lime mortar in a ratio of 1-part lime to 2.5-parts sand in accordance with the historic preservation evaluation letter.

6. Reset cast stone walls caps between piers. Repoint head joints between wall cap units, and between piers and cap units. Apply new stucco at joints.

7. Apply new stucco on both sides of wall repair according to historic preservation evaluation letter:

a. 1-part hydrated lime;

b. 0.3-parts NHL 5 from Virginia Limeworks in Monroe, VA;

c. 9 – 10 parts sand, (matching the mortar sand).

Application of new stucco finishes shall match that of the immediate area.

8. Apply sol-silicate coating from KEIM Mineral Coatings of America or approved equal to all new and existing surfaces between main pillars. Color shall be “white” to match existing conditions.

9. All work must meet the Secretary of the Interior’s Guidelines for the Treatment of

Historic Properties (36 CFR Part 68) and the National Park Service Preservation Brief 2, “Repointing Mortar Joints in Historic Buildings.”

Guardrail Installation

10. The Contractor shall install 250 linear feet (total) of blocked-out W-beam, 31” high, 12-guage steel guardrail system split into two sections on the corner of Florida and 22nd

Streets. Install MASH-compliant Sequential Kinking Terminal (MSKT) ends (such as manufactured by Road Systems, Inc. or approved equal) facing on-coming traffic and rounded-end anchor sections on the trailing ends. The guardrail end treatments shall comply with AASHTO Manual for Assessing Safety Hardware (MASH) at a Test Level

3 (TL-3). The 8”x6”x6’ Controlled Release Terminal (CRT) wood posts and blocking shall be spaced at 6’-3” centers with rail splices mid-span. The guardrail installation shall comply with Louisiana Department of Transportation & Development drawings

BD1.1.0.05 through BD1.1.0.10 (Non-Bridge Application Layout, Details & Sections, Trailing End Details, Rail Structural Details, and Post & Block Details).
