Description: This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. This is a solicitation issued as a request for quotation (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Responses to this Request for Quotation (RFQ) are due to the Contracting Officer no later than noon on 1/21/2019. Responses to this announcement will result in a Firm-Fixed Price purchase order with FOB Destination and the Government intends to make award under this announcement without discussions. All information submitted in response to this announcement is voluntary and the Government will not pay for information provided nor will it compensate any respondent for any cost incurred in developing information provided for the Government. Offerors are responsible for obtaining any and all amendments or additional information concerning this announcement at https://fbo.gov.
Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov
The applicable North American Industrial Classification System (NAICS) code for this procurement is 324110, with a business size standard of 1,500 employees.
The National Cemetery Administration is seeking quotes from Small Businesses qualified for the provision of the propane delivery.
Period of Performance: Date of Award through 365 days Scope: The contractor shall furnish and deliver Propane on an as needed basis to Fort Snelling National Cemetery; 7601 34th Avenue, South; Minneapolis, MN 55450. Annual usage is approximately for 2000 gallons of propane.
Delivery should be within 48 hrs. of request and placement will be directed once on station.
Contractor is responsible for the maintenance of tanks, hoses and fittings.
The 120gal tanks have been supplied by the current propane vendor. The Cemetery owns all 40lbs tanks There are adjustable propane regulators 1-30psi with gauge, hoses in 10ft lengths, POL fittings and piping in various ranging from ¼”, 3/8”, ½” Typically tanks have not been filled at beginning of season because of the carryover from the previous year.
Servicing 8-120gal tanks minimally 1 time per month should be adequate. Currently, FSNC refills 40lb tank 10 at a time. FSMC employees transport them to the fill station for refill 10 at a time because per law we can only transport 100gals at a time without having to have a special license or plaque the vehicle. This is done as often as every other week. It’s difficult to forecast demand with ever changing weather and burial rates.
The contractor will ensure that all drivers delivering Liquefied Petroleum to Fort Snelling have a valid and current Class A CDL license. This license will need to have the “H” endorsement designation for HAZMAT. The contractor will provide a copy of the driver’s CDL to the COR and CO seven days after the award of the contract.
Supply Price: To establish the Margin Rate per gallon of LP Gas delivered, the Contractor shall consider all costs associated with company overhead, profit, direct labor rates, the required subscription to BPN’s Weekly Propane Newsletter and any and all transportation and taxes or fees associated with complying with the requirements of this SOW and RFQ and/or anything additional that may contribute to the Bidder’s cost of doing business. Note that the Margin Rate per Gallon is a fixed amount that the Contractor will charge the Government per gallon of delivered LP Gas, plus the provided Kearney, MO Principal Average price per gallon. Note that the Margin Rate will remain fixed for the duration of the ordering period, while the Kearney, MO Principal Average price per gallon may fluctuate weekly.
INSTRUCTIONS TO OFFERORS—COMPLETING THE PRICING SCHEDULE:
1. First, determine the Margin Rate per Gallon of LP Gas. Round to the nearest cent. Margin Rate per Gallon of LP Gas Delivered: $ _________
NOTE: This amount will be incorporated into the resultant contract and shall remain fixed throughout the Ordering Period.
2. Second, fill in the “Unit Price” amount with the sum of the Kearney, MO Principal Average price per Gallon as published on January 14, 2019, plus the Bidder’s Margin Rate per Gallon of LP Gas Delivered.
3. Then, multiply the “Unit Price” by 2000 and place that price in the “EST. TOTAL PRICE” section of CLIN 0001. This amount will equal the total evaluated price or “EST. TOTAL PRICE”.

Price Verification: The Contractor will be responsible for performing the review of the Kearney MO data for pricing information.
Principal Average, as published in the BPN Weekly Propane Newsletter and will provide a complete copy of the information to the COR and Contract Officer at each delivery and shall list the price that will take effect as follows:
Calculations: All calculations will be rounded to four decimal places and will be accomplished using the following formula: Kearney Average + Markup = Unit Price
Revision of Market Price Indicator: If the Kearney, MO market price indicator is discontinued; its method of derivation is altered substantially; or the Contracting Officer determines that the market price indicator consistently and substantially failed to reflect market conditions, the parties shall mutually agree upon an appropriate and comparable substitute and the contract shall be modified to reflect such substitute effective on the date the indicator was discontinued, altered, or began to consistently and substantially fail to reflect market conditions. If the parties fail to agree on an appropriate substitute, the matter shall be resolved in accordance with FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, paragraph (d), Disputes Product Description:
Delivery of propane to Ft Snelling National Cemetery on an on-call basis within 48 hrs. of request from the date of award through 365 days.

2. Fittings and hoses for tanks. (to include limited bench stock)
3. Maintenance to propane tanks and assemblies
The Contractor shall provide a Program Manager (PM) who shall be responsible for the work under this contract. The name of this person, and Alternate PM (APM), who shall act for the Contractor when the PM is absent, shall be designated in writing in the proposal. The PM or APM shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The PM or APM shall be available between the hours of 7:30 a.m. to 4:00 p.m., Monday through Friday, except federal holidays or when the government facility is closed for administrative reasons.

The Contractor shall take due caution not to endanger personnel during performance of this contract.
Upon discovery of a serious hazard such as, but not limited to fire, or large fuel spill, the Contractor shall immediately notify the Fire Department, and the COR. The Contractor shall immediately notify the COR of all fuel spills noted during deliveries.
Equipment Safety The Contractor shall keep trucks and equipment in good repair at all times. The Contractor shall comply with OSHA requirements. Any equipment used in performance of this contract may be inspected by the COR at any time. If the equipment is at any time deemed unsafe or unserviceable by the COR, the contractor will remove equipment from the area immediately. The government does not assume and hereby specifically disavows any duty to inspect the equipment in order to assure safe operation that is the responsibility of the contractor and or their PM. The contractor or subcontractor(s) at any tier are at all times responsible for assuring equipment is safe, operational, and used in a responsible manner.
Personnel Safety The Contractor shall deliver requirements in a manner to protect employees from any harm or injury. Work shall be scheduled to afford this protection. The Contractor shall immediately correct all safety deficiencies upon notification of the deficiencies by the Contracting Officer Representative and shall notify the Contracting Officer Representative of the corrective action to be taken. Such notice when delivered to the Contractor or the Contractor’s representative at the site of work shall be deemed sufficient for this purpose.
Contractor Damages: The Contractor shall be responsible for all damages to Government property occurring as a result of the Contractor’s work and shall promptly make all necessary repairs at no cost to the Government and to the satisfaction of the Government
