again under a new solicitation. The incumbent vendor, ZLynx, is currently providing the required services under contract 36C7861900062 at the Dallas Fort Worth National Cemetery.
The continuation of grounds maintenance services for the Dallas Worth National Cemetery is vital to the cemetery's operations, appearance, and serviceability. The magnitude and variety of services required by the cemetery far exceeds the Government's capability to perform these services without use of contracted services. The cemetery iscomprised of approximately 106 acres of improved turf; 79 acres of unimproved turf; 34,425 upright headstones; 6,075 flat markers; 48,000 linear feet of curbing, sidewalks, and roadway.
Since discontinuation of services is not a viable option for the cemetery and due to the initial startup time, to include but not limited to, staffing, equipment purchases/leases, familiarization with the grounds, etc., the Contracting Officer has determined continuation of services under the authority of FAR 6.302-2 Unusuol ond Compelling Urgency, by ZLynx is the most efficient and serviceable option available to the government at this time.
6, Description of Efforts Made to ensure that offers are solicited from as manv potential sources as deemed practicable: ln accordance with FAR 5.202(a)(2), the contracting offlcer need not submit the notice required by 5.201 under the conditions described in FAR 6.302-2 and the Government would be seriously injured if the agency complies with the time periods specified in FAR 5.203. Due to the time required to solicit this procurement a second time on a full and open competition basis and in conjunctlon with the start up time noted in item 5, soliciting this action is impracticable under the clrcumstances without seriously injuring the agency by way of cessation of grounds maintenance services.
The services required under this contract will be solicited under a new solicitation as soon as practicable. The Government estimates release of the solicitation in May 2019 and will have a projected start date of october 1, 2019.
Determination bv the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The price of this contract is anticipated to be fair and reasonable based on the previous prices submitted by ZLynx in response to solicitation 36C78618Q9699 and the resulting contract of 36C78619D0052. As part of the antecedent procurement's evaluation, ZLynx's prices were determined to be fair and reasonable based on adequate competition and when compared to the Government's estimate.
DescriDtion of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted: Market research for this particular contract was not performed as part of this determination. Due to recent market research conducted for the previous solicitation and due to the relatively high number of offers received in response to the previous solicitation, it is manlfest that there are sufficient number of qualified SDVOSBs under the applicable NAICS in the market willing to perform the services required. The lead time to have another vendor ldentified, staffed, equipped, and ready to successfully fulfill the required services prior to end of March 2019 is not feasible.
