QUESTIONS AND ANSWERS & CLARIFICATION ON CLAUSES
QUESTION 1:
Here is an excerpt from the solicitation:
B4.3.11 Installed Irrigation System: Ground maintenance personnel will test and demonstrate to the Contractor the irrigation system prior to the start of work in any area. This inspection shall be documented in the weekly work report. The contractor will be responsible for the cost of the water for the irrigation of the turf by installing a water meter or paying water bill invoice submitted by COR. (*Note: If the water system of the cemetery is not functioning properly or insufficient water is not available on-site, contractor must secure other water sources and supply needed water by Water truck or other means at contractors choice and expense.)
It does not appear that it is possible to isolate the section of this irrigation system by meter in order to determine how much water is used to pay for by the contractor. Other than having a working irrigation system, (and it works just fine) there is no realistically feasible way of watering this portion of the cemetery adequately enough to allow the new sod to take root. The best and really only realistic way to do this is to allow the contractor access to the existing irrigation system.
In regards to who pays for the water, ultimately, the contract is going to pay for the water one way or another. In all likelihood it would be less advantageous to the government to have a contractor pay for water because it will be very difficult to estimate how much is needed and what it will cost; therefore, as a contractor this number would have to be estimated quite high, to make certain our costs are covered.
I am asking the Government to consider posting an amendment that allows this contract to use the existing irrigation system at no cost to the contractor.
ANSWER 1:
On prior turf renovation projects, contractors have provided proposals according to the terms of the RFP, specifically, Section B.7 (A), B.7 (B), B.16.7 and B.16.8. I believe the language is and has been consistently the same:
B.7 (A) The Government shall make NO utilities available to the Contractor from existing outlets and supplies. The Contractor may use water at no cost to the government through the irrigation system for establishing turf and maintain plant material at contractor’ expense.
B.7 (B) The Contractor, at Contractor’s expense and in a workmanlike manner satisfactory to the COR, shall install and maintain all necessary temporary connections and distribution lines, and meters required by public utilities. Before final acceptance of the work by the Government, the contractor shall remove all temporary connections, distribution lines, meters and associated appurtenances.
B.16.7 Electricity: In case the Contractor requires electricity while in performance of this contract, the Contractor shall provide and utilize portable generators as necessary to complete the work. If Contractor hookup to Cemetery's electrical distribution system is approved by COR, Contractor is to provide all necessary connections and complete connection work in accordance with NEC requirements, and at no cost to the Government.
B.16.8 Water: The Contractor shall provide and utilize portable water tanks and/or water trucks as necessary to transport water to areas where needed in order to complete the work required by this contract at contractors expense. The Contractor is responsible for making connections to any water supply in accordance with regulations and shall install appropriate meter for monitoring usage if applicable. Contractor shall not obstruct normal traffic flow on adjacent roads while water is being obtained or dispersed.
My recommendations are that the contractor utilize one of three options that have been used in past turf renovation projects:
1. Meter attached to the city’s water outlet – vendor brought in industrial hoses
1. Meter attached to the city’s water outlet – vendor filled water buffalos
1. Vendor supplied his own water & water buffalos
QUESTION 2:
If it is deemed that the contactor must pay for the water, I would like to know what the water bills for the HISTORICAL side of the cemetery were for the months of April, May, June and July of 2018.
ANSWER 2:
I believe that information is proprietary information to the US Government. May I suggest the contractor go to the city’s website to obtain the current volume charge per 1000 gallons: http://www.cityofflorence.com/departments/finance/water/billing.aspx. Meter rentals are available at their office located at 324 West Evans Street, Florence SC and they are open from 8:30 am – 5:00 pm Monday through Friday. They also have a customer service phone number of (843) 665-3155 for inquiries or by email: utilitybilling@cityofflornce.com
