Answer: The proposals shall be sent to:
Department of Veterans Affairs
425 I Street NW (43C2)
Washington, DC 20001
Attention: Ms. Lenora Stephens
Question: Will the VA be holding an organized site visit prior to the response date?
Answer: It shall be held on Wednesday, July 11, 2018, at 10:00 a.m. local time at the Administration Building located at Beverly National Cemetery, 916 Bridgeboro Road, Beverly, NJ 08010.
Question: On the solicitation document dated 6/20/2018 the type of solicitation is identified as Negotiated RFP, however on page 6 of the RFP, the contract methodology is referenced as “The Government contemplates award of a Firm-Fixed-Price contract resulting from this solicitation.” Please clarify the type of contract which will be utilized for this project.
Answer: The solicitation is a Request for Proposal (RFP) and it is also a Firm Fixed Price contract. However, the basis for award shall be made on the lowest evaluated price of proposals meeting or exceeding the acceptability standers for non-cost factors. Each offer shall be rated on the evaluation factors listed below that must be submitted with their proposals prior to solicitation closing. They are as follows:
FACTOR 1: PAST PERFORMANCE
Past Performance will be evaluated for quality, timeliness, problem resolution, business relations, customer service and relevance (e.g. experience in providing services similar in size, scope, and complexity as described in the Statement of Work). If no past performance information is readily available, the Offeror’s past performance will be evaluated as Neutral. The Government will research information and data bases to aid in establishing the contractor’s responsibility and ability to perform the required services. The databases include but are not limited to Dun and Bradstreet, CPARS, EPLS, VetBiz, and SBA. In addition, please provide a list with a minimum of three (3) contracts and/or subcontracts that have been held over the past five (5) years providing services similar in size, scope, and complexity. A Past Projects Worksheet is attached to this solicitation for your use. Any additional information such as letters, associations, and standards to substantiate the past performance shall be furnished by the Offeror. The Offeror shall provide the following information for each contract and/or subcontract:
Customer’s name, address, telephone numbers for customers lead contact and technical personnel Contract Number Contract Dollar Value Any terminations (partial or complete) and the reason (convenience or default) Failure to submit all required documentation as required may result in your submission being found to be technically unacceptable.
NOTE: Factor 1 will be rated on an acceptable or unacceptable basis. Proposal ranking will not be established.
FACTOR 2: PRICE
Provide a breakdown of your pricing and the pricing methodology you used in the conscription of that pricing. Include any assumptions made with your offer. Simply providing a figure will not be enough. A low price and/or pricing with no breakdown will be considered an inferior offer and deemed non-responsive. The Government needs to know the method used in arriving at your figures.
The lowest bidder will not necessarily get this award.
Simply providing a price with no substantial information on pricing and/or capabilities and/or performance will result in an inferior proposal and may be considered non-responsive. The Government will not consider offers that are considerably low or high.
Pricing may be compared against the Government estimate or against the average mean of the offers received to arrive at a competitive range in determining whether an offer is too low/too high offers.
Basis of Award: Award will be made based on the lowest evaluated price of proposals meeting or exceeding the acceptability standers for non-cost factors.
The cut off for questions is July 12, 2018, at noon local time. All questions shall be entitled, “36C78618R0404 – Beverly National Cemetery” to lenora.stephens@va.gov

Also there should have been
NO
significant weaknesses identified.
(VG)

(M)
Marginal Performance does not meet some contractual requirements.
The contractual performance of the element or sub element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions.
