Harry Parker, PhD 3678618R0343 – Gerald B.H. Solomon Saratoga National Cemetery, Phase 1 – Amendment 00004

The following changes are incorporated into the solicitation for ‘Saratoga’ National Cemetery:

Question: Page 13 in the RFP indicates the required key personnel to include in resumes. It appears that a Mechanical Engineer and Plumbing Engineer may not be needed, given that we have other personnel on the design team that can perform the tasks described in the scope. Is it therefore acceptable to not include resumes for the Mechanical Engineer and Plumbing Engineer?

Answer: A mechanical engineer is not needed, however the Design Build A&E will have to review shop drawings and product selections for compliance with the drawings and specifications, for the irrigation work I would like a plumbing engineer to review

Question: It appears that electrical engineering is minimal in the scope of the project (providing 120V power to the irrigation controllers). Given that this is design-build, can the irrigation design consultant provide a description of what needs to done and let the electrical contractor size the conduit and conductors, etc. per NEC? Or do we need to include an Electrical Engineer (and resume)?

Answer: Yes, include an electrical engineer for shop drawing and product selection review.

Question: For power to the new irrigation controllers, do we have to go all the way back to the maintenance facility to pick up power or is there a source closer to the expansion area?

Answer: For pricing exercise assume worst case scenario.

Question: It appears that architecture is minimal in the scope of the project. If the structural engineer on our team is able to perform the design of the storage structures in total, are we still required to include an Architect (and resume)?

Answer: Yes, include an Architect for coordination of disciplines on any type of building.

Question: Are there any page limits for any of the factors (1-5) in Phase 2?

Answer: All offerors shall adhere to the following limits.

Question: If there are page limits, can copies of NY licenses (as requested for Factor 3, p12) not count toward any limit?

Answer: State licenses will not count toward offerors’ page limits.

Question: Are the final grades of the burial sections expected to appear similar to how they currently are (relatively flat without 4:1 side slopes), or can they be raised in the rear of the sections (with 4:1 return slopes per the NCA Design Guide) to facilitate balancing the cuts and fills?

Answer: VA NCA is looking for a cost effective and economic installation, it is preferable to balance cut and fill in consideration of overall cost to the Government, slopes must accommodate turf where required and be easily mowable.

Question: Are cuts and fills expected to balance, or is there a spoils area that can be used for excess material resulting from the installation of the crypts?

Answer: There will be a spoils area available for contractor use, that being said it is preferable to balance cut and fill as much as possible.

Question: The existing columbarium is 4-niches tall with a laid up stone base. How many niches tall is desired with this project, and is the stone base to be eliminated if 5-niches tall is desired?

Answer: New columbarium shall be 5 niches tall, stone base is not necessary below pre-cast niche units however any exposed concrete at the toe kick must be free of imperfections and be stone rubbed at the very least.

Question: The existing pavers within the committal service shelters are granite pavers vs. concrete as noted in the RFP. It also known that the existing pavers are set on a bituminous leveling course above a concrete base. Please confirm that all pavers, bituminous concrete and concrete base is to be removed. Please confirm.

Answer: All the existing paving assembly needs to be demolished to grade, soil compaction below new paving work must be tested and confirmed prior to placement of new sub-base and new paving.

Question: Will other, or additional existing drawings and documents be made available from NCA / VA for review?

Answer: Unfortunately VA NCA lacks any electronic archive of drawings for this cemetery, if we had them they would have been included with the RFP. We have included Columbarium Details, Crypt details, Protective Canopy details, and Covered Material Storage bin .pdfs with the RFP. The Columbarium details have errors which need to be discussed with the DB A&E team prior to design work.

Question: Will the door, frame and hardware replacement require to provide sidelight for the openings on the doorway openings of the public information center?

Answer: This would be a desirable design feature, assume worst case scenario, but ultimately up to the design team what design improvements they feel are necessary.

Question: What grade elevation would NCA / VA prefer for the Section #11 and #13 Columbariums?

Answer: VA NCA is unable to answer this question, survey work to be done as part of this scope of work will dictate what makes sense functionally and economically.

Question: Will NCA / VA provide additional drawings/ erection drawings for the “in progress”/proposed existing storage area cover already with materials onsite and design drawings on file?

Answer: VA NCA has shop drawings that were found on site for the steel structure that is laying in the maintenance yard, how much of this material is usable is un-known at this time, If the plan is to use the structural components for the other storage bin required on site what is currently there will have to be inventoried and evaluated for use as part of this contract.

Question: Will other subsurface site survey investigative reports be provided for review? (i.e., test borings, soils investigation, etc.)

Answer: The site survey and investigation portion of this contract will require soil borings in the areas of work as part of this contract. VA NCA will not be providing past reports.
