Note: There will be no time extension for receipt of proposals, based on government responses, the official date and time on SF 1442 stands.

QUESTION 1. 1. Solicitation Section 4.33 EVALUATION FACTORS FOR AWARD states:

“The Contractor shall provide sufficient project details with their technical proposal to demonstrate experience with at least three (3) water utility projects of similar size, scope, and using similar materials and methods over the past five (5) years. Please confirm that this should read “asphalt sealing projects” instead of “water utility projects”. GOVERNMENT RESPONSE: Confirm, hereby changed to read “asphalt sealing projects”.

QUESTION 2. In light of the short turnaround time on this proposal, can contractors submit CPARS evaluations in lieu of completed Past Performance Questionnaires for Factor 1 Past Performance? GOVERNMENT RESPONSE: The government will accept either responses (i.e. CPARS or past performance submissions.

QUESTION 3. The handicap parking space in front of the Admin building does not appear to meet ADA requirements due to the slope of the parking lot. Is the contractor expected to regrade this area and rework the adjacent storm drain structure to accommodate the ADA slope requirements? GOVERNMENT RESPONSE: Yes.

QUESTION 4. Are the large concrete curbs and concrete aprons in front of the garage doors part of the concrete scope for the project? GOVERNMENT RESPONSE: No, these are not to be replaced.

QUESTION 5. There is a 10’x10’ concrete pad adjacent to the parking lot in front of the garage doors, is this pad part of the concrete to be replaced? GOVERNMENT RESPONSE: No, unless this is damaged during construction.

QUESTION 6. It appears there is a monitoring well in the parking lot in front of the garage doors, are there any known contaminated soils in this area that will need to be abated while the area is being graded for the future base/asphalt. GOVERNMENT RESPONSE: No known contaminated soils.

QUESTION 7. Will there be required phasing for the project? We are assuming the admin building will need to remain in operation during construction along with access to areas of the property. GOVERNMENT RESPONSE: Minimized

QUESTION 8. Do concrete collars on some of the storm drain inlets and at the monitoring well need to be replaced as part of the concrete scope? GOVERNMENT RESPONSE: No, unless the elevation of the grates need to be lifted.

QUESTION 9. Are there as-builts available for review for the underground electrical and irrigation? GOVERNMENT RESPONSE: No

QUESTION 10. What are the limits of work at the entrance? Does the entrance need to be replaced per SCDOT requirements? If yes, has an encroachment permit been obtained from SCDOT for the entrance? GOVERNMENT RESPONSE: Use right of way as the limits.

QUESTION 11. What happens to the concrete where the entrance gates are mounted as well as the gate “holds”? GOVERNMENT RESPONSE: Because the gates are historic, the holds should not to be disturbed.

QUESTION 12. Is the sidewalk and curb outside the entrance and along the highway part of the concrete replacement scope? GOVERNMENT RESPONSE: No

QUESTION 13. Sidewalk widths seem to vary depending on location, does the new sidewalk match the widths of the existing? GOVERNMENT RESPONSE: Yes

QUESTION 14. There is a concrete “ribbon” curb at the five parking spots, does this get replaced by asphalt or does it get a new concrete ribbon curb? GOVERNMENT RESPONSE: This can be replaced with asphalt.

QUESTION 15. While excavating for the new base/asphalt there is a good possibility of encountering the root systems from the close by grand oak trees, how are these roots to be handled if encountered? GOVERNMENT RESPONSE: The trees need to be protected.

QUESTION 16. The existing asphalt looks to have no directional arrows, stop bars, etc. painted on it other than the parking and handicap symbol striping. Are there any directional markings that need to be added to the scope? GOVERNMENT RESPONSE: Existing needs to be replaced; nothing new.

QUESTION 17. Currently there is no handicap signage at the handicap parking space, does this need to be included in the scope of work. GOVERNMENT RESPONSE: Yes, add this sign.

QUESTION 18. At some of the plant beds along the building and at the five parking spots there is some recycled brick utilized as ground cover. Is this material to be preserved and reinstalled after curb and side activities have been completed? GOVERNMENT RESPONSE: Yes

QUESTION 19. There is a head stone line marker in the ground very close to the curb adjacent to the five parking spots that will end up being disturbed during curb replacement. This area of the parking lot looks like it might have been used for something else previously and could be reconfigured to match the rest of the parking area which would make the marker outside of the construction limits. Can this parking spot be reconfigured to match the depth of the other four spaces? GOVERNMENT RESPONSE: Yes, those spaces should be reconfigured.
