Nashville National Cemetery - Questions & Answers from Vendors interested in bidding on the National Shrine Project.
Question 1: Will you provide a staging area for soil and turf being removed to be taken off property?
Answer 1: Yes, limited space allowed in spoils area. Contractor will have fence area for security if desired. Contractor will have to haul out spoils almost daily.
Question 2: Can we work in sections at a time to line up with growing season?
Answer 2: Yes. Turf should be completed in sections that can be sodded within 30 days. No areas can be stripped over the winter and left without turf.
Question 3: Can we test the irrigation system before bid is submitted?
Answer 3: The Cemetery is working to get the irrigation system up and functional.
Question 4: How deep are we to dig out the existing soil/turf? Two or four inches? The wording makes it unclear?
Answer 4: A minimum of 2 inches and maximum of 4 inches of top soil shall be stripped.
Question 5: Are we responsible for mowing/maintaining the turf until the entire project is completed? Hypothetically meaning, if we finish our first section in June, are we responsible for mowing/maintaining that section until we complete the job in June 2019? Or are we only required to maintain it for the 90 day period?
Answer 5: Maintenance shall be for 30 days after final acceptance of each section on a section by section basis not entire job. Maintenance can be longer than 90 days if section does not meet acceptable criteria.
Question 6: Along the same lines, are we required to water all installed sod until the completion of the entire job, or just until it has passed inspection?
Answer 6: Sections shall be watered until final acceptance after maintenance period of each section not entire job.
Question 7: Can we have an extension on the due date?
Answer 7: Unfortunately, due to time constraints for this requirement an extension on the due date will not be given.
Please answer the below questions that were generated from vendors interested in bidding on the National Shrine Project.
Question 8: B.4.1 States that the “site manager” shall be at the work site whenever work is being performed. Further in the same chapter it states “At all times when any performance of the work at the site is being conducted by any employee of the Contractor or his subcontractors, the Contractor shall have a representative (this person may or may not be the “Site Manager”). Which is correct?
Answer 8: Both. The contractor is required to have a direct representative onsite at all times work is being performed. If the "site Manager" is not a direct representative of the contractor than another representative is required. If the "site manager" is a direct representative of the contractor than that is sufficient.
Question 9: B.4.3 Why does the contractor need to have on-call availability after hours?
Answer 9: In case of emergencies or issues requiring immediate attention or remediation.
Question 10: B.5.2.1 States “the Contractor shall Lay as a minimum 3500 sq. ft. of sod per day.” What are the rules if there’s inclement weather?
Answer 10: This is an average of the turf required to complete the contract within the specified time frame not a requirement. The contractor shall have to work around inclement weather to ensure turf is completed as required.
Question 11: B.6 States “ All sod renovation/work shall be performed during the active growing season (time periods) of the turf/grass. (For Bermuda grass that is April first – Mid-September)”, please confirm that the Contractor will be allowed to work between Mid-September and April first (except shutdown periods), but that work will not be inspected by the COR until the growing season for that type turf/grass?
Answer 11: Work may take place from September to April however turf will not be accepted until the growing season. The Cemetery may not be left stripped bare of turf for an extended period of time(or over the winter). If turf is stripped it shall be replaced as soon as practical.
Question 12: B.6.4 Who will be responsible for providing the Contractor with the “As-Built” of the irrigation system with locations of the irrigation lines, heads, valves etc and when was it last updated?
Answer 12: COR
Question 13: B.7 If an irrigation disconnect is required, who will the Contractor coordinate?
Answer 13: COR
Question 14: B.10.1 Why is herbicide application required prior to stripping of topsoil and dead vegetation?
Answer 14: To ensure no live roots are left to re-emerge after renovation.
Question 15: B.10.8 Confirm that Tifway Cultivar is the VA’s preferred turf/grass for this project? If Bermuda (Tifway Cultivar) isn’t available what are the nextturf/grass preferences?
Answer 15: Tifway Cultivar is required.
Question 16: B.12.1 Is mowing complete after 30 days or final acceptance?
Answer 16: Each section shall be mowed until the 30 days for sodding, 30 days for establishment and 30 days for maintenance are completed and the section has achieved final acceptance. If the section cannot achieve final acceptance the period may be longer.
Question 17: B.13.7 Please confirm the VA will provide a storage facility for Contractor use?
Answer 17: An area shall be provided at the spoils area for all Contractor storage. Security and maintenance of the area shall be the contractors responsibility. IE. temporary fencing for security of equipment.
Question 18: B.16.10 Where is the designated staging area for Contractor portable chemical toilets?
Answer 18: Spoils area.
Question 19: Does the Pre-solicitation posted as solicitation number 36C78618R0307 on FBO contain requirements similar to a existing contract or will this be a new requirement?
Answer 19: This is a New Requirement.
Question 20: Does the 365 project completion timeline include the Memorial Day and Christmas shutdown periods, or will additional time be allowed?
Answer 20: Calendar days.
Question 21: Paragraph B.10.2 Stripping Topsoil states: "Strip four (2) inches of topsoil". Please confirm it should read “four (4) inches”.
Answer 21: Minimum of 2 inches maximum of 4 inches.
Question 22: Please clarify whether Contractor can reuse suitable topsoil previously stripped on site, or whether all replacement topsoil will need to be imported.
Answer 22: New clean soil is required.
Question 23: Please clarify whether Contractor can use the existing irrigation system where available to water the newly laid sod, or if all watering equipment and supply be provided by Contractor.
Answer 23: All efforts will be made to use the Cemetery irrigation system. However is the system does not function the contractor is responsible to water. Contractor is required to pay for water used on the sections they are watering.
