RFI 1- 7
1) Ref: Page 55, Guidance Specifications. Do the existing flat markers have market grids installed? If so, will they need to be replaced, reused if in suitable condition, or is the decision at the discretion of the contractor?
borders?
A. Sections P1, R1, S, and Q have plastic marker grid installed.
2) Ref: Discrepancy between Section E.8 Para 3, Bullet 7, Page 103 and the Table, Row 4 on Page 103.
How many past performance references are desired; five or three?
A. Five.
3) Ref: Attachment B., 2.1.3.b. Page 42; Flat Marker Description stating “Some markers may be set in concrete and have a concrete border. For workload analysis / pricing purposes, can the Government offer an approximate number or percentage of flat markers that might be set in concrete or have concrete borders?
A. There are none.
4) Ref: Attachment P, Past Performance Questionnaire and Instructions to use this ‘form’.
Comment: The ‘administrative information’ takes up major space, leaving only 13-15 lines to describe the services provided, relevancy, complexity, etc. To repeat the same ‘Contractor Information’ on all three past performance references is redundant. May we submit a similar yet compliant one-page format to provide the requested information while offering more room to detail the evaluation considerations such as: quality of service, schedule, business relations, management of key personnel, safety, and overall performance?
A. No. This is for overview purposes. Your references will be contacted. As the references are to be from similar projects, there should be no need to state how they are similar.
5) Ref: E.8 Instructions to Offerors; Quote Package Format; Bullet 6, Page 103 requesting “2 sets of resumes for everyone non-administrative performing work”. The ‘everyone’ implies every hands-on laborer, from the Raise-Realign laborers to the Turf Renovation team members, to those we employ to perform headstone cleaning or even site cleanup. Will the Government consider identifying the ‘Key Personnel’ resumes offerors are to submit?
A. The whole sentence states, “2 sets of resumes for everyone non-administrative in positions above laborers performing work on the contract.” This is to include key personnel and foremen, supervisors and whomever is performing the QA.
6) Ref: E.8 Instructions to Offerors; Rating Standards; (1) Technical Equipment List ‘Blue’ and (3) Technical Methodology ‘Blue’. The references standards are exactly the same, stating: “Proposal exceeds the minimum requirements of the solicitation with enough equipment more than adequate in size, age or type and a plan for replacing broken equipment immediately.” Can you please clarify?
A. The ratings should read the following Green: Proposal meets the minimum requirements of the solicitation showing the understanding of the requirements, specifications, time to complete and ability to complete the projects on time, budget and to specs.
Blue: Proposal exceeds the minimum requirements of the solicitation showing the understanding of the requirements, specifications, time to complete and ability to complete the projects on time, budget and to specs.
7) Ref: Solicitation Page 55; Guidance Specification Exhibit J. The specification references Marker Grids for Flat Markers. Are there currently marker grids installed for the existing Flat Markers? If so, will they need to be replaced, reused, or is that at the discretion of the contractor?
