X X X X The purpose of Amendment 00001 is to provide answers to questions asked concerning the design build construction project for Maine.
The date and time for the receipt of proposals for Phase 2 remain the same.
All terms and conditions of the solicitation remain the same.
Lenora Stephens Contracting Officer 3678618R0100 – Maine Rural Initiative, Phase 2 – Amendment 00002 Question: Road: The ALTA ACSM Land Title Survey indicates a well-maintained Gravel Road on the west side and within the boundaries of the Rural Initiative property. Will the contractor be allowed to remove this road to allow full use of the property for the Rural Initiative Master Plan or is this a public road that must remain open as this would decrease the useable space for the site and the Master Plan thus reducing the overall yield.
Answer: It is not known at this time if this is a public road or not, the road seems to be used to access property other than ours, this will have to be looked into by the design build A&E team during the survey and investigations phase of the design build contract. This means research at regional municipality offices is required as part of this scope of work. If you zoom into the plan you will see a gate on this road, if this is a locked gate I guess the road is not public.
Question: If this IS a public road, is there a requirement to maintain this road and keep it open throughout this project?
Answer: It appears that there are similar roads on google maps in the area that could allow access to other parcels of land is this one was closed to the public.
Question: Is it the intent of the government to utilize this roadway as the entrance to the new cemetery?
Answer: It is up to the design build design team after survey and investigation is completed. It is the design team’s responsibility to determine what makes sense and what has to be done to meet local codes and standards. Meetings with the local department of transportation would be required to determine the best location and configuration of the main entrance to the cemetery.
Question: The answer to these questions regarding the existing Gravel Road are time critical as the planning and pricing for the RFP cannot proceed without this information.
Answer: Due to there being a ravine adjacent to Harrington Road it may make sense to have this road become a paved road that provides access to the main entrance of the cemetery, re-alignment of the road is probably OK, it does seem that this road may provide access to other parcels of land but an official easement may not be in place for a public right of way or a private right of way, this would have to be checked into during survey and investigation. The firm that did the survey drawing included with the RFP may have an answer.
Question: Master Plan/Phases: In the Solicitation, Scope of Work 2. Project Goal states “The DB/AE shall size and locate all new site infrastructure/utilities for the phase 1 build out so that the phase one infrastructure will easily accommodate the future expansions of the new cemetery in accordance with the master plan provided as part of this contract.” Additionally, 7. Project Scope and Design Criteria, 7.2 Master Plan states “The Master plan shall clearly indicate design elements and each phase of development for the entire 6.22-acre cemetery site, each development phase shall include roughly the same mix of gravesite and the same yield as required for the phase 1 build-out. The completed Master Plan will consist of drawings, details, studies, and reports which are detailed enough to enable the D/B team to prepare the Construction Documents for the phase 1 build-out and to facilitate all future development phases of the cemetery.” How many phases are to be included in the Master Plan?
3678618R0100 – Maine Rural Initiative, Phase 2 – Amendment 00002 Answer: If one were to design the whole build out of the site, one could figure out how many phases can be built of the same yield proportion for phase 1, which is the first phase in this build out. Figuring this out is part of the project’s scope or work.
Question: Is there a multi-phase, Master Plan end result goal for total yield for the 6.22-acre cemetery or is the goal just to maximize the site for as many burials as possible?
Answer: The VA always hopes to maximize the gravesite yield of the National Cemetery sites with a proper mix of burial options while maintaining their National Shrine character.
Question: What percentage of design effort is required for phase 2 submission?
Answer: None. Design is only provided after award.
Question: Will the project be awarded based on a Firm Fixed Price Proposal? If so, what is the construction pricing proposal to be based upon for this phase since a design has not yet been completed?
Answer: Yes the project is a firm fixed price. Discussions need to be had between the construction contractor and the architectural design firm, i.e. prime and subcontractor or joint venture, what design will best work for the site and the construction estimate.
Question: Phase 2, Factor 5 requests a breakdown of quantities, materials, labor costs, construction equipment etc… to be submitted with the proposal. With a proposal submission date of June 4, 2018 there will not be a design advanced to a point that we will be able to provide this. Please clarify.
Answer: A cost breakdown must be provided on what the design team (construction contractor an architectural design firm) believe that they can design on the site based on the requirements indicated within the solicitation and limitations specific to the job site.
Question: In what format is the construction pricing proposal to be submitted? Is there a breakdown of pricing requested for this phase?
Answer: No specific format is required and yes contract pricing is required to be submitted with proposals for phase 2.
