Javoil Powell Contracting Officer

1. What are the hours of operation?

0. The cemetery operates Monday thru Friday 8:00am until 4:30pm. The cemetery director/assistant director arrive on site 7:00am.

1. Will we be able to work on Saturdays?

1. Normally the cemetery is not in operation on Saturdays. NCOTA will entertain the option of working on Saturdays but will not commit to working on Saturdays.

1. How many services do you have per day?

2. Currently NCOTA has approximately 8 services a day starting at 10:00am and ending around 3:30pm. Interments and family services are priority. Work may have to stop while funeral processions or family visitations are in progress.

1. Is there a lay down area for the soil / rock removed?

3. The cemetery COR will establish a lay down area for soil / rock. The soil and rock will be delivered 30 minutes before the first service of the day or 30 minutes after the last service of the day. The drawings indicate that the contractor is required to place silt fencing around the material as indicated in drawing -GC501.

1. What will the haul route be?

4. The cemetery COR will establish a haul route for the excess soil. The drawings indicate that the contractor is required to place silt fencing around the material as indicated in drawing - GC501.

1. Is there any other construction going on?

5. Currently construction is going on in the maintenance parking lot for a storage building. Improvements are being done in shelter 2. Shelter 1 is schedule for improvement as well. Also upgrades to our material storage shed, sewer treatment facility and our electrical distribution.

5. Phase III expansion is schedule to start in the fall of 2018.

5. The southern beltway is schedule to start in September 2018. This will hinder access to the cemetery as the bridge over I-79 will be block off for repairs. Morgan road from Morganza Road to the cemetery entrance will be shutdown. Access to the cemetery will be from either County Line Road or Cecil-Henderson Road. This is expected to be a 2-year project.

1. What type of fence is required to be put around work area?

6. This is addressed in the specifications: Construction Fence: Before construction operations begin, the Contractor shall provide a plastic fabric construction fence, five feet minimum height, around the construction area. Fence to have limited access for construction personnel and cemetery staff and associated vehicles and equipment. It shall be the contractor’s option to relocated/rearrange fencing in order to maintain various construction operations and anticipated phasing of construction activities. Fencing shall remain in place until site stabilization. Construction fencing shall be polyethylene fabric conforming to ASTM D638, international orange color. Web of fence fabric shall be secured to a conventional metal “T” or “U” post driven into the ground a minimum depth of 18-inches, with posts spaced at 6-foot centers. The temporary fencing shall encompass the construction work area(s) to serve as a pedestrian barrier to alert cemetery patrons of the construction site. Remove the fence when directed by RE/COR. This is also on drawing GC001.

1. Who does the testing of the soil?

7. Specification – Sections 01 00 02 (GENERAL REQUIREMENTS) Para 1.1.D AND 32 90 00 (PLANTINGS)– Para 1.5. Testing is completed by the contractor through a report sent to COR.

1. What are they looking for in the soil?

Specification – Planting – section 32 90 00 - Very important item is contained in Para 2.4.A - 2.4 TOPSOIL A. Topsoil: Provide well-graded soil of good uniform quality, natural, friable soil representative of productive soils in project vicinity. Topsoil to be free of subsoil, foreign matter, objects larger than 1 inch in any dimension, toxic substances, weeds and any material or substances that may be harmful to plant growth and have pH value of minimum 6.0 and maximum 7.0, and infiltration rate of 1 inch per hour or greater, and be best suited to region, climate and plant material specific to project.

1. What type of soil is to replace the soil removed?

9. See drawings and specifications for the base and topsoil requirements. Existing soil is mostly clay and drains poorly, and as a result new soil is required per drawings and specification requirements.

1. When do you want to start?

10. This will be determined after award of the contract which is typical of all projects.

1. Can we get drawings on the irrigation in the sections where work is to be started?

11. Copies of as built drawings were given to the contractors who attended the solicitation meeting and also supplied to the contracting officer to be posted on line. There are portions of the drains that will run parallel with irrigation lines. Two known instances of this will be drain A-1 (between burial sections 1 & 2) and drain A-2.2 (between burial sections C1 & 3). Using the as-built drawings provided at the solicitation meeting, walking the site with cemetery staff, and then ultimately test pitting to locate the lines prior to construction is the best approach available to avoid damage to the irrigation system as much as is possible.

1. Will there be rock in the area?

12. There is a possibility that you may hit rock when you are excavating the areas. We have hit rock around 3 – 5feet down in some areas. Mostly shale in layers but some rock. There were five borings done in the vicinity of the work, the shallowest that auger refusal was reached was 9’ deep. Weathered shale was encountered as shallow as 5-6’ depth. Contractor to bid accordingly.

1. What are the wages for this contract?

13. Will be included in the contract by the contracting officer. The wages were also included in the solicitation.

1. Will the roads need to be kept clean? When? How often?

14. Yes – depending on the debris that was left in the road and the haul route that was taken. Drawing GI002 under construction notes states that streets are kept in a clean and dust free condition at all times.

1. Where can we store excessive soil?

15. The cemetery COR will establish a haul route for the excess soil. The drawings indicate that the contractor is required to place silt fencing around the material as indicated in drawing - GC501.
