The telecommunication design of the VA Martinsburg EHRM Infrastructure Upgrade project will provide fiber optic cabling upgrades to support OIT initiatives for the following buildings: 19, 117, 203, 205, 207, 209, 211, 213, 217, 219, 302, 304, 305, 306, 307, 308, 309, 310, 311, 313, 313T, 314, 317, 318, 319, 320, 321, 328, 330, 331, 401, 403, 405, 407, 409, 411,413, 500, 501, 502, 503, 504, 508, 509, 511, 512, 513, 516, 518, 519, 526, and 528.

The A/E has created a phased plan and construction schedule that incorporates specific time constraints and durations for the work to be performed for the construction phase of the project. Sequencing for Telecom Rooms varies and is specific to the construction category identified in the Scope Summary, sheet 00-GI-020/21.

New Telecom Rooms (NEW TR/TE) are to be sequenced as follows:

• Pre-Construction Clearances: Prerequisite Phase.

o Establish the Infection Control Risk Assessment (ICRA) and Pre-Construction Risk

Assessment (PCRA) environmental boundaries.

• Structural Framing & Slab-to-Slab Envelope: Shell Construction.

o Erect the heavy-gauge metal stud partitions (if new in scope). All framing must extend completely slab-to-slab (deck-to-deck) rather than stopping at a suspended ceiling grid.

This creates the continuous physical security boundary mandated by VA physical security directives.

• MEP Rough-Ins & Dedicated HVAC: Infrastructure Trades.

o Install the multi-trade infrastructure paths simultaneously. Route lines for the dedicated

Direct Expansion (DX) split cooling system, mount line-voltage conduits and panelboards

(with 3-phase power where baseline specifications require), and drop the low-voltage conduit stubs for the Division 28 security access controls (PIV card readers and interior IP

CCTV cameras).

• Wall Enclosure, Backboards & Static Flooring: Room Finishes.

o Hang 5/8-inch Type X fire-rated drywall, tape, and sand. Install the required 3/4-inch Fire-

Retardant Treated (FRT) plywood backboards across designated walls from 12 inches to

8 feet 6 inches above the finished floor, keeping the visible fire stamp uncovered. Paint walls and boards with two coats of light-colored, low-VOC, anti-static paint, and lay the

Static-Dissipative Tile (SDT) flooring.

• HVAC Commissioning o Completely clean the space of all construction dust, seals, and drywall particles. Energize, balance, and commission the dedicated HVAC split-cooling units. The room must achieve a continuous, dust-free, climate-controlled status (64Fto 75F, max 55% relative humidity) before any data networking infrastructure or electronics enter the space.

• Grounding Backbone & 4-Post Rack Anchor: Electrical & Rack Assembly.

o Install the Secondary Bonding Busbar (SBB) and establish mechanical bonding to the main campus telecommunications grounding matrix. Assemble and bolt the heavy-duty 4-post equipment racks directly into the structural concrete slab using approved seismic anchor bolts, maintaining a minimum 36-inch clearance envelope at both the front and rear of the racks.

• Structured Cabling, Fiber Splicing & Testing: Low-Voltage Systems.

o Pull the horizontal Category 6A shielded copper bundles and the incoming multi-strand single-mode backbone fiber optic lines through the sleeves and along overhead ladder trays. Terminate lines into the patch panels, perform fusion splicing on the fiber strands, and run full-frequency permanent link diagnostic tests using certified testing hardware.

• PACS Activation & OIT Equipment Handoff: Final Security & Sign-off.

o Energize the localized Uninterruptible Power Supply (UPS) units. Activate the Division 28

Physical Access Control System (PACS) on the outward-swinging door so that entry requires an authenticated federal PIV badge. Hand over the certified cabling matrix test reports to the VA Contracting Officer's Representative (COR), formally transferring custody of the space to VA-OIT to begin loading their active edge switches and clinical servers.

Telecom Rooms to Remain (EXIST):

• Remove existing ceiling system (if room has ceiling) and associated items. Provide temporary lighting as needed.

• Remove existing flooring (if required) and if flooring is hazardous, refer to specification sections 02

82 11 and 02 82 13.19 for location and procedures.

• Reference discipline drawings for extents of architectural, MEP, and telecom work per each room.

It is anticipated this work can be done during normal business hours, but Contractor needs to coordinate with VA COR for scheduling.

• Once any architectural and mechanical work is complete Install new cabling and cabling runway into telecom rooms.

• Once cabling to existing and new cable jacks has been Installed, contractor to coordinate cutover

(cutover by VA OIT) with VA OIT.

• Work will need to be coordinated with VA for rooms that can Be done during normal and night hours.

• Provide new circuiting in rooms where none exist and in rooms Where existing circuits will be removed. Reference electrical drawings for extents of electrical work per each room.

• New power to be installed from existing panel to new circuits In telecom room. Coordinate installation with VA COR due to possible downtime of VA End Users. This work is anticipated to occur at nights or over the weekends.

Telecom Rooms to be Decommissioned (DECOM):

• Prior to removal of existing racks, cabling and associated Hardware, installation of new cabling and cabling runway in Telecom rooms shall be complete and cutover (cutover by VA OIT) to the new installation.

• Once new telecom room work is complete, remove existing Racks, cabling and associated hardware from telecom rooms to be decommissioned. No other equipment should be disturbed or removed. This work is anticipated to be done during normal working hours. Contractor shall coordinate with VA COR for scheduling.

• Disconnect, and seal or cap off abandoned electrical services back to the nearest operational j-box.

• No additional architectural, mechanical or electrical work is anticipated to be done in the decommissioned telecom rooms.

PHASING WORK

Campus Civil Work

The civil work required to upgrade the campus is extensive, will be constructed prior to the Data Center, and subsequent TR installation. The primary task is to route the exterior infrastructure through the site in a manner that reduces the impacts to existing utilities and the function of the VAMC during construction and includes installation of underground duct bank conduits and interbuilding backbone cabling. Civil work will be conducted in four (4) phases as illustrated in the diagram below. This will minimize disruption to normal operations around the campus.

Interior Construction Work

PHASE 1

Building 511 Data Center

The upgrade of the Data Center located in Room 221 includes a minor renovation of the space and will involve retaining six (6) existing cabinets and replacement of twelve (12) new cabinets. The new fiber optic cabling connection will be established prior to the work commencing in the Data Center. The replacement of the cabinets has a duration of 68 days but must be coordinated with a VA-contracted service for relocation of equipment within the racks. Each system is coordinated with a VA-contracted service for relocation of the equipment within the rack. VA-OIT is responsible for the final connection of each component. The General Contractor is responsible for relocating existing racks and/ or any new racks, patch panels, blanking panels, and patch cables. The sequence for replacing will be initiated with upgrade of Entrance Room Leg A and proceeded by

Entrance Room Leg B for campus LAN (CAN). If A-path is the first new fiber path, then it must be completed, tested, and the core switch must be active on that path before B-path can commence. The cores must be logically connected (temporary umbilical) as one will be in the CRRC and the other will be in the old Data Center for a period of time during transition. New redundant fiber optic cabling will be provided between the existing CRRC and the new MDA. Provide temporary fibers (72-strand OM-4, with 12-strand MM fiber assemblies and 24-strand OS-2 with 12-strand SM assemblies) routed to CRRC and old data center. Temporary fiber will be required for server connection during construction.

Once the first new fiber leg is complete, extend WAN Circuit 1 from building 500 to CRRC.

Move Core Switch 1 from building 500 to CRRC. Make MDA fiber cross connects. Once the second new fiber leg is complete, extend WAN Circuit 2 from building 500 to CRRC.

Move Core Switch 2 from 500 to CRRC. Coordinate with National OIT to provide a new

Core Switch during this process.

The GC will coordinate minor renovation of the Data Center with phasing of work to be completed within 90 days to allow the VA National LAN Team sufficient opportunity to complete activation. Core switches should not be separated for more than the 90-days period, which means once Core A has been relocated, all associated TR migrations should be completed within that 90-day window so that Core B can also be relocated accordingly. At no point should a core switch be off-line. WAO activation of a new TR cannot be completed until at least one side of fiber is connected and both COREs are logically connected to the TR. DC rack relocations will have intermittent durations of activation by the VA where the GC is prohibited from work. GC’s construction contract should include the necessary fiber and patch cables to move servers. Unless otherwise directed, the GC will provide fiber and patch cables in sufficient quantities to move servers prior to transition. Patch cables are to be purchased in 1 meter, 2 meter and 3-meter lengths and utilized in a manner that minimizes the length of loop in the cable managers.

No “spaghetti” cabling will be allowed. GC to purchase 10% spare of each cable length.

The local VA Office of Information & Technology (OIT) is instrumental in coordinating the installation phase of the project and will have responsibility for those items addressed in the Project Phasing Checklist. The VA OIT department is responsible for conducting the commissioning review and approving the final acceptance and verification of operation of the DC. These items include the following:

• Validate Team Freedom’s Main Computer inventory list and provide to the A/E for proper phasing.

• Validate all OIT servers with Team Freedom

• Validate all FMS servers with Team Freedom

• Validate all other tenant servers with Team Freedom

• Verify that Team Freedom has provided a server consolidation plan

• Verify Area Manager submitted Service Now ticket 6 months prior to DC activation

• Coordinate B-path installation of campus fiber loop

• Coordinate with AE/GC on minimizing downtime in efforts to remain operational

• GC to validate with VA COR that there are no other projects that impact the phasing of the EHRM project

Building 500: Main Hospital Building

The second part of phase 1 is to proceed with the TRs listed in the Main Hospital Building as noted below. There are 6 floors to this building plus a basement and will be completed in ascending order by floor. Phasing for new TRs will be coordinated by installing new equipment in the new TR, running new cables, if required) or relocating the existing telecom equipment. No temporary TR spaces will be utilized. New TRs are designed with new racks and new components, UPS, and cabling. The floors include renovation of existing TRs to include phases of Demolition, completion of Interior upgrade to current design, installation of Mechanical/Fire Suppression systems followed by Telecom upgrades including new racks, switches, UPS, and cabling. All new system upgrades are tested and inspected to finish up the room and prepare for full operation. Once TRs are found to be in compliance and fully operational, the work for the TRs identified for decommissioning is begun and prepared for turnover.
