About this file
This is Amendment 0003 to a Department of Veterans Affairs solicitation (36C77626Q0016) issued by the Regional Procurement Office, Central in Murfreesboro, Tennessee. The amendment revises the Government's response to Question 8b from Amendment 0002, updates Section 1.2 of the Statement of Work (SOW), and modifies SUBFACTOR 1 found in PART 2 - TECHNICAL (SUBMISSION REQUIREMENTS). The new deadline for receipt of offers has been extended to July 16, 2026 at 3:00 PM CDT. Offerors are permitted to resubmit their quotes by this new deadline.
The revised answer to Question 8b clarifies that uploading completed order forms signed by an authorized VA ordering official to a website or Commercial Off-The-Shelf (COTS) product such as Microsoft SharePoint will be considered technically acceptable for meeting Section 1.2 requirements. While VA prefers contractors use a website or COTS product like Microsoft Power Apps where VA can place orders without filling out PDF forms, a contractor's approach allowing VA to upload PDF order forms that can be accessed will also be acceptable. Contractors are not restricted to Microsoft products and may use any commercially available method meeting solicitation requirements. Section 1.2 of the SOW requires the contractor to provide VA access to a website enabling staff to place orders, view Proof of Delivery, access cylinder audit results, view cylinder balances and rental summaries, view backorder notifications, and access invoices. SUBFACTOR 1 requires offerors to provide recorded demonstrations, working URLs, and/or controlled demo access showing all required functions, though the website or COTS product need not be set up with specific VA facilities at submission.

Initial Question and Answer from Amendment 0002
Question:
8b. The quoted summary of the website requirement includes “placing orders.” Will the GOV please confirm that placing orders via a commercial off-the-shelf product like SharePoint would include uploading an Order Form signed by an authorized ordering official to the site?
Answer:
No — placing orders via the commercial off‑the‑shelf solution does not include uploading a signed Order Form to the site. VA does not require or intend for order placement to involve uploading signed forms within the SharePoint environment.
Revised Answer
Uploading completed order forms signed by an authorized VA ordering official to a website or a Commercial Off-The-Shelf (COTS) product, such as Microsoft SharePoint, will be considered a technically acceptable way for the contractor to meet the requirements of Section 1.2 to provide VA with the ability to place orders. The VA would prefer that contractors use a website or COTS product, such as Microsoft Power Apps, for VA to place orders without having to fill out PDF forms and upload them. However, a contractor’s approach that allows VA to upload PDF order forms that can be accessed by VA will be technically acceptable. The examples of Microsoft COTS products provided in this answer do not restrict the contractor from using only these specific products; the contractor may use any other COTS product, website, or other commercially available method that meets the solicitation’s requirements.
Section 1.2 of SOW
Contractor shall provide the VA access to their website, which will enable staff to perform the following functions: place orders, view Proof of Delivery (POD)/delivery tickets, access cylinder audit results/forms, access current/past cylinder balances, view current and past cylinder rental summaries, view backorder notifications, and access paid/unpaid invoices. The website shall be accessible via the internet. It shall not interface with any VA information systems. The Contractor is permitted to utilize commercial off-the-shelf products, such as Microsoft SharePoint, Microsoft Power Apps, and/or Microsoft Teams, or other similar commercially available products to provide the needed functionalities. The Contractor shall provide initial setup, training, and ongoing technical support to VA staff to ensure full functionality and usability of their website or commercial off-the-shelf product.
SUBFACTOR 1: Contractor Website or COTS Capability
Provide a recorded demonstration (video or screenshots), a working URL, and/or controlled demo access showing all the required functions found in section 1.2 of the SOW. The website or COTS product does not need to be set up with specific VA facilities at the time of submission but just has to show how the website or COTS product is going to function if the offeror was selected for award.
