About this file

This document is a comprehensive set of Contractor Questions and Government Answers for the Baton Rouge IOTA (Installation, Operational Transition, and Activation) Contract solicitation (No. 36C77626Q0002) for a new Community-Based Outpatient Clinic (CBOC) for the Department of Veterans Affairs. Key details include approximately 226 personnel relocating from two existing facilities in Baton Rouge, Louisiana, with a projected Beneficial Occupancy Date (BOD) of 9/5/2028 and First Patient Day on 3/5/2029. The relocation involves moving 10 boxes per person, 200 boxes of expendable supplies, 100 boxes of files, and numerous medical equipment items across multiple departments including Laboratory, Primary Care, Behavioral Health, and Specialty Care.

The solicitation involves complex logistics, with the government requiring the contractor to conduct a physical inventory of existing Furniture, Fixtures, and Equipment (FF&E), warehouse items, and manage relocation from two current locations (7968 Essen Park Ave and 7850 Anselmo Ln). The contract's submission due date has been amended to 10/16/2025 at 10am ET, with the lease expected to be awarded on 11/3/2025. The new facility will be approximately 15 miles from existing locations and will include comprehensive medical service departments. The pricing and task periods have been revised in the attached Pricing Worksheet to reflect the project's complex transition and activation requirements.

10. Question: Attachment R – Pricing Worksheet: There are some discrepancies between the “Labor Rate” periods (columns C-F) and “Hours” periods (columns G-N) for some of the tasks. We believe some columns have been mistakenly greyed out or vice versa for many of the tasks. Can you please clarify?

a. Attachment R – Pricing Worksheet has been revised, please see attached document.

11. Question: Can you provide a list of reuse FF&E along with the current locations of these items?

a. Answer: No

12. Question: Can you provide the address for the location(s) reuse will be coming from?

a. Answer: Current locations: 7968 Essen Park Ave; 7850 Anselmo Ln. Both are in Baton Rouge, LA

13. Question: Will the IOTA contractor be required to conduct a physical inventory of the existing FF&E at other facilities?

a. Answer: Yes

14. Question: Section; PWS, 16.6 Relocation and Reuse and Personnel Files. Page 22. How many personnel are going to be located?

a. Answer: See the answer to question #2.

15. Question: Section; PWS, 16.6 Relocation and Reuse and Personnel Files. Page 22. Is there an estimate on how many items will be reused/relocated?

a. Answer: Question is unclear. Clarify the term “items”.

16. Question: Section; PWS, 16.6 Relocation and Reuse and Personnel Files. Page 22. Will the items need to be warehoused by the IOTA contractor?

a. Answer: Yes.

17. Question: Section; PWS, 16.6 Relocation and Reuse and Personnel Files. Page 22. From how many facilities will the IOTA contractor be relocating items/equipment? And what is the distance to the new facility?

a. Answer: From 2 locations. Distance is currently unknown.

18. Question: Section; PWS, 17.1 Warehousing and Warehousing Management Services. Page 25. What is the address of the new and old facility in order to appropriately price the warehouse facilities?

a. Answer: Address of the new location cannot be disclosed. For current, see the answer to question #12.

19. Question: General. Is there an estimated or approximated BOD, or is that to be inferred through estimated First Patient Day?

a. Answer: Currently BOD is 9/5/28 and First Patient Day is 3/5/29.

20. Question: General. Is there a construction timeline that can be shared?

a. Answer: Not yet, the project has not been awarded.

21. Question: General. Has the lease been awarded?

a. Answer: No, the expected award date is 11/3/25.

22. Question: General. Is this address of the new facility known? If so, can you please provide?

a. Answer: No, the expected award date is 11/3/25.

23. Question: Section; PWS, 16.6 Relocation. Page 23. Is there a specific number of boxes that should be provided for each person moving into the new facility?

a. Answer: See the answer to question #3.

24. Question: Section; PWS, 16.6. Can you confirm the number of people moving into the new facility and where they are coming from?

a. Answer: See the answer to question #2.

25. Question: Section; Can you please clarify when the submission is due? SAM.gov says 9/22, but the SF1449 lists 9/24. We are planning to submit on 9/24, but I thought I would let you know the discrepancy with the SAM.gov date.

a. Answer: Government does not see the date 9/22 you are referring to. The due date of the solicitation is 9/24/2025 at 10am ET as stated on the solicitation. Due to 3 published amendments, the due date now 10/16/2025, no later than 10 am ET.

26. Question: PWS Task 16.5 – Acquisition Packages Development: The POP for this task is listed in Period 3. However, the pricing worksheet calculates the associated hours and cost in Period 2. It seems more logical for this work to occur in Period 2, following completion of acquisition planning in Period 1 and to allow time for any long-lead items. In any case, there is a mismatch on the pricing sheet. Could you please clarify whether this is an error or intentional?

a. Answer: Attachment R – Pricing Worksheet has been revised, please see attached document.

27. Question: PWS Tasks 16.6, 16.7, and 16.8 (Relocation of Reuse and Personnel Files, Activation Services and Post Occupancy Support, and Staff Training and Orientation):

The POPs for these tasks span Periods 3 and 4, however, the pricing worksheet allocates all associated hours and costs solely to Period 3. Given the nature of these tasks (particularly PWS Task 16.7 and PWS task 16.8), it would seem appropriate to price them in Period 4 as they are likely to be completed closer to the end of the POP. Could you please confirm whether the current pricing allocations are correct?

a. Answer: Attachment R – Pricing Worksheet has been revised, please see attached document.
