About this file

This document is a Solicitation Questions & Answers file for contract 36C77625Q0279, the El Paso Health Care Center IOT&A (Interior, Organizational Technology & Activation) project. It provides clarifications on various aspects of the Performance Work Statement (PWS) and associated attachments regarding comprehensive interior design, furniture fixtures and equipment (FF&E), space planning, procurement, warehousing, and activation services for a new VA health care facility.

Key clarifications address the provision of initial cut sheets at contract award; the Discrepancy Report comparing architectural engineer submittals to final IOT&A proposals; shared responsibility between onsite medical center subject matter experts and the IOT&A contractor for leased item procurement; OIT's direct responsibility for ordering IT-related equipment; approximately 500 cubic feet of IT equipment storage in the IOT&A warehouse; procurement and installation of durable and nondurable furniture, fixtures, and equipment only by the IOT&A contractor; no equipment relocation with all items being new except pharmacy items; a single occupancy date for VA personnel after all construction phases complete, though activation activities may begin at each phase's substantial completion; and reference to PWS Section 1.0 for the current Beneficial Occupancy Date. Additional answers clarify that VCS will procure Canteen Services equipment separately; delivery routing and vertical transport require USACE coordination; mock-ups shall be built using computerized design software for each typical and unique room type across phases unless material differences require additional versions; artwork programs shall align with VA regulations with no established quantity caps; no interior or exterior signage is included; existing infrastructure is established by the A/E of record with IOT&A coordinating by exception; FF&E deliverables are validation and coordination documents not requiring construction-level BIM LOD; the IOT&A contractor identifies and develops all procurement packages; and Interior Design team involvement during installation occurs at scheduled review points coordinated with the VA Project Manager.
