About this file

This document is a Questions and Answers (Q&A) file for Solicitation 36C77625Q0028, related to medical gases for VISN 16, issued by the Department of Veterans Affairs Technology Acquisition Center Austin. The Q&A addresses several key points about oxygen cylinder specifications and contract requirements, including confirmation that vendors can offer aluminum-only oxygen cylinders with integrated valves, with the understanding that this may impact total pricing. The document also provides detailed flow rate requirements for different locations, noting that some sites (Houston and Alexandria) require a 0.25 LPM minimum flow rate, while others can accept 0.50 LPM, and clarifies that a new Rental Line Item Number (LIN) can be added pre-award through an RFQ amendment or post-award through a contract modification.

Q&A – 36C77625Q0028 - Part 1 of 4 - Responses

1. Is cylinder usage and cylinder balance information available by location?

Yes, please see the attached.

2. In the event supplier has a cylinder gas product that is not directly linked to the range of cylinders within an existing Rental LIN but shares the same pricing, can a new Rental LIN be established for that item?

Yes, a new rental LIN can be added. (Pre-award, through an RFQ amendment. Post-award, through a contract modification)

3. The solicitation provides an option for both steel and aluminum oxygen cylinders with integrated valve. Can we respond with aluminum only? It would be our recommendation, and I believe the facilities preference.

Yes, if the offeror prefers, they may respond with an aluminum only offer. However, the offeror should acknowledge that this may increase their total price. This being an LPTA solicitation, no preference will be provided for an aluminum only offer.

4. Under Section 5.3 of the RFQ – As a supplement, would an aluminum integrated valve package with a minimum flow range of .50 or 1.0 lpm be acceptable? The RFQ references a minimum of

025 lpm.

The following sites require 0.25 LPM Houston Alexandria (this location uses GFE)

The following sites can use 0.50 LPM Biloxi Fayetteville Jackson Little Rock New Orleans Shreveport

5. In Attachment D.1, what column would you like to see the “Description” of the item?
