Page 5 of the Presolicitation Notice specifies "Architect" (LEED certification / US Green Build Council Certification)". Is LEED or USGBC certification necessary, or is RA / AIA licensure sufficient?

Page 2 of the SOW states that "The Construction 'Prime Contractor' shall employ a third-party commissioning agent to meet Federal Mandates requiring whole building commissioning and enhanced commissioning requirements", but Selection Criterion 2 (page 5 of the Presolicitation Notice) states that required disciplines include a commissioning agent. Should this be interpreted to mean that the construction contractor will hire a third-party commissioning agent, so one does not need to be included on the A/E design contractor's team?

While we would like a standalone proposal from the selected AE for potential Commissioning services, VAPHS anticipates that funding will likely dictate that at minimum the construction contractor will be required to hire a third-party commissioning agent (so one does not need to be included on the A/E design contractor's team).

Is there a specific cost estimating certification required for this contract?

No specific requirements. Rather, it is for the candidate firm to illustrate expertise and past performance with VA and similar project types.
