VA Section 508 Remediation Services Questions
Question
Answer
Section / Reference
Page(s)
Does the VA plan to release a pricing template document or a pricing Excel file?
No, the requirement is to complete section B and fill in the pricing info on the CLINs.
Will the contract awardee be required to certify at time of award that they are still within the $24.5 million size standard given some vendors may have sized out, but still hold a GSA contract as a SDVOSB?
Yes
General
N/A
The RFP calls for the development of a Quality Assurance Surveillance Plan (QASP) in section 9.1. Is the outline of the contractor's QASP a response requirement?
A general plan is expected in the response. However, specifics cannot be determined until specific workflow is discussed upon award.
9.1 Contractor’s Quality Control Program
18–19
For Audio Transcriptions (and expedited requests), the government asks for price of one minute = one unit but estimates the quantity of “tasks” without specifying the estimated number of minutes per task (page 17). Can the government estimate the number of minutes per task?
We have no way of predicting upcoming tasks but historically, video content is 60 minutes or less.
B.3 Price/Cost Schedule
26–44
For Professional voice narration, the government asks for a price per word but estimates the quantity of tasks, not words (page 17). Can the government estimate the number of words per task?
We have no way of predicting what will be requested. Tasks can vary from approximately 100 - approximately 5,000 words. Historically, the average is 2000 words.
B.3 Price/Cost Schedule
26–44
For Live (real time) captioning (and expedited requests), the government asks for price of one minute = one unit but estimates the quantity of “tasks” without specifying the estimated number of minutes per task (page 17). Can the government estimate the number of minutes per task?
We have no way of predicting upcoming tasks, but live captioning requests are typically 60 minutes or fewer.
B.3 Price/Cost Schedule
26–44
For Follow-on Captioning (and expedited requests), the government asks for price of one minute = one unit but estimates the quantity of “tasks” without specifying the estimated number of minutes per task (page 17). Can the government estimate the number of minutes per task?
We have no way of predicting upcoming tasks but historically, video content is 60 minutes or less.
B.3 Price/Cost Schedule
26–44
For Professional voice narration, the government asks for a price per word but this is not an industry standard for pricing? Would the government consider a price per minute?
Yes, so long as average number of words spoken per minute is included in the justification of the by-minute charge.
B.3 Price/Cost Schedule
26–44
The RFP states the technical section must include documentation demonstrating the contractor possesses a DHS certified Trusted Tester and two examples of past remediation experience. Is a more comprehensive technical response required?
Technical acceptability is based on the evaluation criteria stated in the solicitation
Instructions to offerors, 2. Volume II – Technical Capability
78
The government references “Attachment 1 of the Price Schedule” but did not include additional attachments in the solicitation notice. Will the government provide a pricing worksheet for this solicitation?
That was an error, there is no price schedule attachment
Instructions to offerors, 4. Volume IV – Factor III Price
80
PWS Section 7.3, Document Remediation, Complexity Level 1, says, "Reviewing and correcting spelling, punctuation, and grammar as needed." Traditionally, the accessibility test process does not include proofreading text for grammar and spelling errors. Is proofreading during document testing and remediation a requirement for this contract? If yes, please clarify what is meant by "as needed."
Yes. Misspelled words and typos negatively impact assistive technology, and correction of these issues is necessary for full compliance with Section 508. We expect final products to have no significant spelling errors or typos.
PWS Section 7.3
PWS Section 7.4 Audio Transcription describes simple and enhanced levels of transcription. Does the government expect different per minute quotes for simple and enhanced levels?
If there is a difference in price between simple and enhanced transcripts, please note the difference in your submission. Difference in price is not a requirement.
PWS Section 7.4
Section E, Instructions to Offerors, explains criteria for Factor 1: Technical Capability on footer page 79. Item ii requires “at least two but no more than four examples of documents in multiple document formats (format examples: Word, PowerPoint, PDF and 20 pages total, maximum).” Does the 20-page maximum refer to the total for all remediated documents together or just the maximum for any one document?
20 pages per sample document.
Section E, Instructions to Offerors
Typically, to determine the appropriate GSA Schedule, we first need to identify the corresponding SIN(s). How would you prefer us to go about identifying the GSA Schedule and SIN(s)?
The Government does not have an answer for this
B. Content Requirements
When does the government anticpate making an award for this effort?
The anticipated award date will be following the technical evaluations and the determination of a technically acceptable proposal.
General
In Volume IV-Factor III Price letter i.- the RFP references to Complete Attachment 1 of the Price Schedule. Was this an error? If not, can the government please provide Attachment 1?
Yes, it was an error and the amendment to the solicitation will remove the verbiage pertaining to the "attached price schedule"
Volume IV-Factor III Price
How do we show the complexity levels that were met in our remediated documents? Would the government like for us to write a statement in this volume explaining which complexity levels were included in our examples?
Please see the descriptions of each complexity level in the performance work statement, and then make sure your samples reflect each one of them.
Volume II Technical Capability- Factor I
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not new, please provide the current contract number?
This is not a new requirement and different government agencies have contracts for 508 remediation.
Can past performance examples be ongoing projects, or do they need to be completed?
Both ongoing and completed are acceptable, but must demonstrate successfully complete components.
Does each past performance example need to meet the $25K per year threshold? Such a requirement may significantly limit the number of small businesses able to respond.
Yes each example needs to meet the $25k threshold. Note that lack of past performance does not yield a rating of unacceptable.
Could the Government provide the anticipated labor categories for this work?
Including but not limited to: project manager, systems analyst/junion 508 specialist, voice actor, audio engineer, document editor/remediator, captioner, multimedia developer, transcriptionist.
How many FTEs does the Government estimate will be needed for this work?
The Government does not require any specific number of FTEs but does require adequate staffing to accommodate 5-15 tasks of varying types per week.
Is there an incumbent for this work, or is it a new requirement? If it is existing work, how many resources currently support it?
There is no incumbent. Historically, one prime and 2-3 subcontractors for different work types have been able to handle the workload.
What tools and technologies are currently used or permitted for remediation?
Any and all tools are permitted, so long as the final result meets the Government's requirements defined in the Performance Work Statement. We currently use CommonLook and manual efforts for document remediation, and the ANDI and Wave toolbars (plus manual testing) for course remediation.
Will any onsite work be required by the Government?
No.
What changes were made?
Documents were revised and updated. Please submit your proposal in accordance with the solicitation.
See Table.
