About this file

This document is Amendment A00003 to Solicitation 36C77624Q0260 for the Department of Veterans Affairs (VA) to recompete the WMC Application Management System contract.

The amendment revises the requirements in Section E for the Application Management System (AMS) software-as-a-service (SaaS) solution. Offerors must now provide specific documentation to demonstrate the SaaS solution is FedRAMP approved, has VA Authority to Operate (ATO) or will be in progress, and is compliant with Section 508 accessibility requirements. The oral presentation requirements are also updated to focus on demonstrating the AMS solution's compliance with the Performance Work Statement process flows and requirements for the VA education assistance programs (HPSP, EISP, SELRP, RCSSP, VIOMPSP).

The amendment clarifies that the government will evaluate and confirm the offeror's AMS SaaS solution meets the required certifications. Responses to the solicitation with all required documentation are due by August 21, 2024 at 1:00 PM EDT. All other solicitation terms and conditions remain unchanged.
