About this file

This document is a contract amendment/modification related to a federal contract opportunity. The purpose of this amendment is to provide answers to vendor questions regarding RFQ 36C77624Q0260 for the recompete of the Application Management System (AMS) contract. Key details include:

The current incumbent is HRWORX, LLC (DBA INTELLIWORX) under contract 36C77619C0022 valued at $1,062,970.10. This procurement is a 100% SDVOSB set-aside under NAICS 541511, with an estimated award around September 2024 for a 12-month base period and four 12-month option periods. Vendors are required to submit a full quote package to be eligible for award, as a previous RFI response is not sufficient. The Performance Work Statement details requirements including SaaS subscriptions, electronic signature capabilities, and user volumes, but does not provide an Independent Government Cost Estimate. The Government has no preference on the vendor's technical approach to meet the PWS requirements.

S05 - Vendor Questions AMS Recompete RFQ - FINAL 7.26.24

Michelle Rhodes Contracting Officer

AMS RECOMPETE QUESTIONS/ANSWERS:

1) Who is the current incumbent and what is the existing contract number?

ANSWER: Contract number 36C77619C0022 was awarded to HRWORX, LLC (DBA INTELLIWORX) on September 5, 2019 for a total of $1,062,970.10 for the base and four (4) option years.

2) What is the contract value of the existing contract?

ANSWER: See the answer to question 1.

3) Is there an ICE you can share with us?

ANSWER: There is not an Independent Government Cost Estimate (IGCE) that can be shared.

4) Are there any Agile specifics we can use to handle this effort efficiently? I believe this can improve the application process tremendously.

ANSWER: The Performance Work Statement (PWS) details the requirements for this effort including its scope, tasks, and deliverables. The vendor would be responsible for determining and proposing the best approach to meet these requirements as provided in the PWS.

5) I would like to confirm whether this procurement is designated as SDVOSB or any other set-aside category.

ANSWER: This procurement is designated as a 100% SDVOSB set-aside.

6) Are you folks looking for new solutions? Or are you just looking for updated support on the existing system?

ANSWER: See the answer to question 4.

7) From my understanding, this effort remains in post RFP, and solicited on 07/16/2024 as a 1 year base plus 4 x 1 year options SDVOSB with an estimated value of $1.6M task order on SAM.gov under NAICS 541511 with award likely around September 2024, but I’m just making sure that I’m correct on these details and am not behind the times?

ANSWER: This requirement is anticipated to be awarded around September 2024 for a base period (12-months) and four (4) 12-month option periods as a Firm-Fixed Price Purchase Order in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The RFQ is set-aside 100% for SDVOSB concerns under NAICS 541511. No estimated value has been published and cannot be provided.

8) On May 2, [VENDOR NAME REDACTED] a Service-Disabled Veteran-Owned Small Business (SDVOSB) received an invitation to submit our Performance Work Statement (PWS) regarding Application Management System; Notice ID 36C77624Q0260. We successfully submitted the PWS on May 8.

On July 16, [VENDOR NAME REDACTED] received a second email titled "Dept. of Veterans Affairs Solicitation posting notice re: AMS Recompete" which seems to be within the pre-solicitation phase.

I wanted to reach out to you this morning to see if our original response (PWS) was adequate and if anything further is needed from us at this time.

ANSWER: A response to a Request for Information (RFI) does not satisfy the requirements for submitting a quote in response to the Request For Quotes (RFQ). RFQ number 36C77624Q0260 posted on July 16, 2024. To be eligible for award, vendors shall submit a quote package as outlined in the RFQ. Section E provides instructions to offerors on quote submittal. Any previous response is not an adequate response to the official RFQ.

9) Section 3.7 Awards Management and Final Decisions of the PWS states “The system must provide electronic signature capability on all documents.” Would you please provide additional details regarding this requirement?

ANSWER: The vendor’s Software as a System (SaaS) must provide for participant login through ID.me for non-VA users and Single Sign On Internal (SSOi) for VA users. The eSignature component must allow for official forms to be rendered with the signature security validation. The Vendor’s Software as a System (SaaS) must include Electronic Signature capability to include the Signer’s Name, “Electronically Signed” verbiage, and System Date and Time Stamps.

10) Section 5.0 Specific Tasks and Deliverables: TASK 5.1 – SAAS SUBSCRIPTIONS (LICENSES) The Contractor must provide AMS subscriptions for 15 Global Users, 200 Manager Users, 8,000 Scholarship Applicants, and 300 Waiver Applicants annually.

0. Are there licenses currently owned by VA that would be considered for the COTS solution?

ANSWER: There are no licenses currently owned by the VA that would be considered for the vendor’s Software as a System (SaaS) solution. The Performance Work Statement (PWS) details the requirements for the contract. The vendor would be responsible for determining the best method to meet these requirements. The Government has no opinion on the vendor’s method for completing the contract requirements.

0. Is there an estimate of the volume of transactions for each applicant beyond the 8000 scholarship applicants and 300 Waiver Applicants?

ANSWER: The volume varies based on scholarship, length of time in school, length of service obligation period, and how many changes are made by recipients throughout the program. Estimated 15 documents annually per participant and 50 transactions over the life span on tracking the individual participant.

11) Is there a particular platform in place that VA would want to continue using in the new contract?

ANSWER: There is not a particular platform in place that VA would want to continue using. The Performance Work Statement (PWS) details the requirements for the contract. The vendor would be responsible for determining the best method to meet these requirements. The Government has no opinion on the vendor’s method for completing the contract requirements.

12) The RFQ requires eSignature as a component of the solution. E-Signature solutions are typically priced not on a per license basis, but rather on a per-transaction basis.

0. Can you please provide an estimate of the number of documents annually that will require e-Signature? 8000 applications are specified, but it is unclear whether each application consists of several documents requiring signature or just 1?

ANSWER: Refer to answer in question 10 b.

0. Does the eSignature component require PIV compliance?

ANSWER: The vendor’s Software as a System (SaaS) must provide for participant login through ID.me for non-VA users and Single Sign On Internal (SSOi) for VA users. The eSignature component must allow for official forms to be rendered with the signature security validation. The Vendor’s Software as a System (SaaS) must include Electronic Signature capability to include the Signer’s Name, “Electronically Signed” verbiage, and System Date and Time Stamps.
