1. Will building plans be provided?

Answer: Yes.

2. Will the estimated start Period of Performance be within 9 months?

Answer: The estimated start of the POP is end of FY24, subject to change. See CLINs for estimated POPs.

3. In the attached FFE list there are multiple JSNs that are not correct in the U category – Many of these should be corrected to follow the correct JSN in the MILSTD 1691– Are we allowed to correct the incorrect use of U JSNs? Example medication distribution – these would typically be M3150 and variations like M3150A etc.

U0000
Medication Distribution System, 3-Cell Main
U0001
Medication Distribution System, 1-Cell Aux

Answer: The AE has corrected JSNs and will continue to scrub the list. Yes, the contractor will be able to correct the JSN numbers.

4. Do you want us to add a percentage of the ROM pricing to allow for escalations so when the equipment is actually purchased it will be based on more realistic pricing instated of using current ROM pricing during the execution of this contract?

Answer: This will be discussed and determined after contract award. This does not affect the solicitation or pricing of this solicitation.

5. Will we be provided with Room Codes so we can incorporate the correct FFE into room typicals?

Answer: Yes. Room Codes have been updated to match the rooms and JSNs in the DD package.

6. Will we be provided with all the utility drawings in REVIT prior to the meetings with the end users?

Answer: Yes. REVIT drawings will be provided.

7. Is it our responsibility to first validate the FF&E list meaning we would work with the end users to identify manufacturers of the listed FF&E or will this be provided to use by the AE?

Answer: The contractor will work with the end users to obtain the specific item information.

8. Approved means we will finalize all the specifications of the validated FF&E is that accurate?

Answer: Yes. The contractor will finalize the FF&E specifications.

9. If the general contractor and dictate the timeline needed for all the MEP information if there is not enough time to complete this effort in time based upon the very intensive needs during user group meetings and time required for a project such as this what is the remedy?

Answer: If there is not enough time to complete PWS deliverables due to general contractor timelines, this will be discussed after contract award and/or during contract performance for a remedy.

10. When will we be provided design documents and will we be provided them in REVIT? Along with the utility drawing layers? And prior to meeting with the end users?

Answer: Yes. Documents will be provided per the Architect/Engineer Information and A/E Design Submission Requirements, PG 18-15 Version 1.0.

11. When we are provided drawings does that mean walls are not moving any longer? What happens if walls continue to move during our user group meetings and we are not provided with the latest information?

Answer: Once the contractor gets the drawings, the wall will not be moving.

12. Should we assume that all deliverable dates listed in the current PWS can move based upon what is really possible to complete? An example is 16.2.3 MEL due one month after effective date of contract. Unless there is a completed SEPS program for design and completed drawing showing at a minimum, room codes for the entire facility, or this MEL already exists or will exist by the time this contract is awarded how will we produce this within 30 days of the contract?

Answer: Deliverable due dates can be modified after award if approved by the COR.

13. 16.2.7 Are we to deliver to the COR a completed drawing showing locations for all FF&E per room typical?

Answer: Yes.

Answer: Yes. The drawings will be provided as required by PG 18-15.

15. Are the schematic drawings completed? Please provide these so we can review and see what is being provided to determine what is possible?

Answer: Yes. The drawings will be provided as required by PG 18-15 to the winning contract after award and when they are available.

16. Are we being tasked with determining the room codes? If so, are we to use the new room codes or the legacy room codes? Who will validate the room codes selected are accurate? If we are to use the new room codes will there be instructions on the crosswalk? Has SEPS been updated with the new room codes to determine the list of JSNs in these typical rooms?

Answer: The Room Codes have been updated to match the rooms and JSNs in the DD package.

17. 16.2.4 FF&E layouts – we are to meet with the end users to assist in the validation of the FF&E. Who is providing us the drawings and when because we will need to meet with the end users quickly after award to meet the contractual deliverables and dates.

Answer: CFM will provide the AE drawings.

18. We are directed to use REVIT to update design and to ensure all identified FF&E or architectural significant items are in accordance with the design documents. When will we be given these design documents in REVIT? Also are we to provide back to the government our updated REVIT model to be used by the AE?

Answer: The DD was submitted to the government 2/16/24 with a 90-day review period. The CD phase NTP project this month, 6/30/24 with a 9-month design period and 90-day review. The contractor will provide an updated REVIT back to the COR.

19. When are hard copies of the drawings due? How many sets? What is the purpose of these drawings? Are these drawings per room or per floor? If the scale requirement is ¼ inch, should we assume this is per room? Are these drawings only for room typicals or for every room? 20. Design Submittal 1: How much time must we deliver Design Submittal one prior to DD1? It will take a great deal of time for a project with this complexity to meet with all user groups and capture all the information typically required. Will we be afforded this time to complete this effort or has someone determined a timeline already for user group meetings?

Answer: DD was submitted to the Govt on Feb 16 with a 90-day review.

21. Design Submittal 1: For the requirement to provide generic cut sheets Deliverable (1) for all JSNs should we default to MILSTD specifications for all cut sheets if no information is provided by the government? There are about 500 cut sheets in this project.

Answer: As required in the PG 18-15 version 1.0., cut sheets will be provided in the appendix volumes.

22. Design Submittal 1: Are we to provide cut sheets for CC items and L_RE items?

Answer: Yes.

23. Answer: Yes. The FF&E will need to be shown for all rooms.

30. Design Submittal 2: 16.2.9 – when will we be given the USACE equipment list to use as a tracking benchmark for equipment in each room? It will need to be before we meet with any users if we are to track all requested changes or are we do move through all user group meetings and then submit a list of requested changes and wait for an answer then go back and update our design submittal drawings to reflect the final answer? Or are we to provide a list of requested changes with each design submittal and wait for the approved vs denied then update that specific design submittal?

Answer: The Architect Design Development DD Equipment List is available.

31. Design Submittal 2: Based upon experience there will be a great deal of requested changes per room type, will someone be present during the user group meetings to approve or deny the requests or are we to submit requests after each department meeting has been completed? The time it takes to approve changes will greatly impact on the deliverable schedule I hope this was taken into consideration when the project plan was developed. Or is there a requirement that all changes must be approved or denied within a certain timeframe?

Answer: This is a new requirement.

39. Should bidders insert “N/A” for “Not Applicable” or any other annotation in CLIN 0003, or leave it completely blank?

Answer: Do not price. Leave the amount blank under CLIN 0003. Travel will be added at time of award based on the Government’s estimate. Also refer to the “Instructions to Offerors FAR 52.212-1” in the solicitation.

40. It can sometimes be difficult to assign professional designers/project personnel for a short duration contract of only 9 months, as most design professionals want long term job security. Can the Government comment at all on whether it might hire the Contractor personnel at the end of the 9 months of performance, or offer any insight about the contract possibly being extended or recompeted?

Answer: If additional time is needed to complete the contract, this will be discussed and decided on by the COR. (Question regarding job security is not relevant to this solicitation).

41. PWS Section 11.0, page 5: What types of travel are anticipated during this contract (for example, attendance at conferences, In-Process Review meetings, training, or other purposes) and what is the expected frequency of travel?

Answer: For the purpose of completing contract requirements, necessary travel is up to the contractor and the COR to decide and agree upon.

42. PWS Section 32.0, page 19: Will the Government supply Contractor personnel with secure laptops or workstations for use that connect to VHA networks, secure Internet connections or hot spots, and/or contractor email addresses?

Answer: It is not anticipated that the Government will provide any GFE. Contractors will need to submit VSC security forms for general clearances. PIV cards are not necessary for the performance of this contract.

43. PWS Section 32.0, page 19: If the Contractor must supply laptops or workstations for use by its personnel, what software packages must be installed on these laptops or workstations to meet Government requirements, and will these laptops need to connect directly to VHA networks?

Answer: No VA network connection is necessary. See section 18.2 Deliverable Formatting for software package information.

44. PWS Section 32.0, page 19: Will the Contractor have to provide its personnel with Internet hotspots and if yes, what are the technical and security specifications for hotspots?

Answer: TBD after contract award if a hotspot is necessary and if there are any security specifications. It is not anticipated that the contractor will need VA access.

45. PWS Section 32.10, page 20: At other California VAMC locations, it takes about 4 months after contract award to grant VHA network access privileges to Contractor personnel, and this contract is only 9 months long. Can the Government please specify how many weeks or months it will take for Contractor personnel to be granted the necessary IT and network access at the WEST LA campus of VAGLAHS after the contract award date?

Answer: To be determined based on facility processing. Unknown at this time. However, this contract does not require contractor network access or PIV cards.

46. PWS Section 35.10, page 24: In the recent past, it has taken the VAGLAHS Pass and Security Office about 2-3 weeks after our personnel are approved by our COR to finish all security, fingerprinting, badging, and PIV adjudication. Due to the short contract period of performance, can this timeline be accelerated in any way, such as by issuing temporary monthly visitor passes? If not, are all members of the Integrated Project Team aware that security processes on the VA side can take multiple weeks to complete, meaning Contractors may not report to work until 30 or more days after the contract award date?

Answer: Contractors will be given a “flash badge” for any on-site meetings, as there will be no issuance of any PIV cards.

47. PWS Section 35.3, page 25: The first sentence in this section states “The contractor shall prescreen all personnel requiring access to the computer systems to ensure they maintain the appropriate Background Investigation.” It is illegal under federal law for Contractors to prescreen and run a Background Investigation without first extending a contingent offer letter to prospective personnel and receiving their signed consent to run an Investigation in response. This means Contractors cannot run Background Investigations until after this other related requirement from PWS section 12.0 is fulfilled: “New personnel shall not commence work until all necessary security requirements have been fulfilled and résumé provided and accepted” by the Government. Contractors cannot run Background Investigations until offer letters are issued, yet offer letters cannot be issued until after the Government approves each potential candidate for hire. We wanted to make the Government aware of this legal concern that impacts the sequence of events in the hiring lifecycle and ask for the Government’s guidance on the matter—how best to proceed within this legal constraint.

Answer: Understood. Level 1 background investigations will be conducted by the Government after contract award.
