1/22/24

General note H on GC001 states that we shall not carry loads over any occupied building unless the top two floors are vacated. Can the VA confirm that during steel erection activities Level 1 and Level 2 of the existing building 50 will be unoccupied?

The VA has anticipated this need and will work with the contractor to ensure building 50 is not occupied any time crane lifts are occurring over the building.

2.
1/22/24

GC001 provides for a location for construction dumpsters. On past Iowa City VA projects there have been communal dumpsters provided by the VA for waste, cardboard, and metal. Can the VA confirm if this project will have access to the use of those communal dumpsters?

Dumpsters are provided by the VA without any additional charge to the contractor. The dumpsters are located on the South side of the facility and waste is typically carted out to these dumpsters. If a Contractor requires the use of a chute for demo, a separate dumpster will have to be provided by the Contractor. Space is extremely limited, so the size and storage location of a Contractor provided dumpster will have to be coordinated with and approved by the COR

3.
1/22/24

Sheet GC211 identifies a section of exterior wall that is to be standard construction in lieu of prefabricated panels. It is our assumption that that work would fall under a specification section for Cold-Formed Metal Framing, the specifications don’t have that spec section. Can the VA please provide a specification section for Cold-Formed Metal Framing if that is what is meant to govern this section of wall?

Section 05 40 00 – Cold Form Metal Framing will be added to the Specifications

4.
1/22/24

It is unclear as to why the section identified as standard construction in lieu of prefabricated panels is identified as such. Can the VA provide clarification as to why this section cannot be completed as prefabricated panels similar to the rest of the building?

This section of the building exterior was designed as standard construction to match the existing floors below. Contractor shall follow the design as shown.

5.
1/22/24
Quality/Control, Testing & Inspection Note #2 on sheet S-002 states that the laboratory for material testing and the agency for testing services shall be selected by, engaged by, and responsible to the owner. Paragraph 1.1 of section 01 45 29 states that the testing laboratory is to be retained by the General Contractor. Section 01 45 35 states that the Special Inspector will be hired directly by the Prime Contractor. Can the VA please confirm that all 3rd party testing and inspections will be performed by entities engaged by the Prime Contractor?
The Contractor shall provide Quality/Control, Testing & Inspection, and the Special Inspector shall be hired directly by the Prime Contractor.
6.
1/22/24
Detail 2 on sheet S503 does not appear to be referenced anywhere else in the structural plans. Can the VA please provide clarification as to where this detail occurs?
Detail 2 is not specifically needed, but the contractor can use it as an option (the stacked portion) for sequencing and construction efficiencies.
7.
1/22/24

Sheet A104 contains notes in room 404 stating “Water activated flood control barrier by contractor.” There do not appear to be any details or references that clarify what is required at these locations. Basis of Design information provided along with clarification of placement is shown on sheet A-114.

8.
1/22/24

Keynote #3 on sheet A131 identifies a metal guard. There is very little information in the plans that identify what is wanted in this location. Can the VA please provide details for what is wanted, including dimensions, finish, attachment, etc.?

Basis of Design information provided along with clarification of placement.

9.
1/22/24
In room 404 on sheet A154 there are two FEBs identified, it is assumed these are fire extinguishers or fire extinguisher cabinets. Can the VA please clarify what they want installed at the locations marked FEB?
Room 404 should have (2) wall mounted Fire Extinguishers; they do not need to be in cabinets.
10.
1/22/24
Keynote #3 on sheet A513 points to galvanized steel guard in detail 5/A513. It appears that detail 5/A513 is incomplete. Can the VA please provide a completed detail that shows what is wanted for a guardrail at this location?
Detail 5 will be updated to show Guard.
11.
1/22/24
Detail 7/A521 identifies “Kicker Anchorage Detail at Composite”. It is not clear where this detail is referenced. Can the VA please provide clarification for where this detail is to be used?
This detail is not needed, refer to Detail 5/S-504
12.
1/22/24

Detail 4/A521 identifies metal trim at a transition in ceiling height between two sections of acoustical ceiling tile ceilings. There does not appear to be any specification for this metal trim in section 09 51 00. Can the VA please provide specifications on what is wanted for this metal trim?

The metal trim should be part of the ceiling system accessories. Basis of Design information provided.

13.
1/22/24
Keynote 12 on sheet A540 identifies firestopping system where the slab meets the prefabricated wall panels. Can the VA provide a detail for what is needed to achieve the appropriate fire rating at this location?
Detail will be updated with Basis of Design information for firestopping product and rating.
14.
1/22/24
Keynote #14 on sheet A540 identifies the existing wood parapet cap in place below the new prefabricated wall panels. In the demolition plans detail 2/AD511 identifies the parapet cap and the top track of the parapet stud wall to be removed. Can the VA please revise either the demolition plans or the architectural plans to eliminate this conflict?
2/AD511 is correct, the parapet cap should be removed. Keynote #14 on sheet A540 amended to ‘New wood parapet cap”
15.
1/22/24

Detail 6/A555 gives a section view of a proposed tie-off anchor. This detail seems to conform with the basis of design outlined in specification section 11 24 23. Detail 7/S502 details a tie-off anchor configuration that does not match the basis of design or the architectural detail. Can the VA please confirm which detail is to be followed for the installation of permanent tie-off anchors?

The specifications and basis of design govern. Installation should follow manufacturer’s recommendations.

16.
1/22/24

Detail 1/A611 details the SXA wall types. There does not appear to be any detail that distinguishes between wall type S3A and S3B other than the STC rating difference. Can the VA please provide clarification on the difference in construction between S3A and S3B?

All S3B partitions will be renamed to F3A. S3B will be removed from 1/A611.

17.
1/22/24
On Sheet A114 in room 442 there is a call out for a section view on the exterior wall that directs to detail 4/AI511. The referenced detail depicts a solid surface countertop, knee-wall, and GWB sofit. The various floorplans of this room do not show a countertop or knee-wall in this location. Additionally, the reflected ceiling plans do not show a GWB sofit in this location. Can the VA please clarify if the information shown on the floorplans and reflected ceiling plan are correct or the section view 4/AI511 is correct?
This detail cut is in the wrong location. The section cut should occur at partition between Corridor 4C06 and Procedure Room 432. Drawings will be revised to show section in the correct location.
18.
1/22/24

Detail 5/AI511 shows a wall protection detail. This detail does not appear to be referenced anywhere in the balance of the plan set. Can the VA please clarify where this condition occurs? Also, the scale on this detail appears to be incorrect.

Detail was updated, WP-1 locations are called out in Finish Schedule

19.
1/22/24
Detail 11/AI541 depicts a tile base detail that shows tile extending up 1’6” above finish floor. This detail does not appear to be referenced anywhere else in the plan documents. Can the VA please provide clarification as to where this detail is meant to occur?
Detail has been moved to AI222 and referenced from 4/AI222 for clarity
20.
1/22/24
Detail 12/A541 depicts 6” concrete base and references the finish schedule. In reviewing the finish schedule, there does not appear to be concrete base identified in any rooms and concrete base does not appear in the interior finish legend. Can the VA clarify where concrete base is meant to be installed on this project?
“SC” has been added to Finish Legend on Sheet AI641, Base was already identified in the Finish Schedule.
21.
1/22/24

Room 3C08 appears in the finish schedule for level 3 on sheet AI641, but it does not appear that any room on the floorplans is labeled 3C08. Can the VA please clarify what area is identified as 3C08?

3C08 is between Exam 338 and Exam 337.

3C08 surrounds Team Work Area – 317. Room tags have been added to A-103, A-113, A-123, A-153, AI143 and AI163.

Elevation pages A-211 and A-212 includes in the Legend a hashing that represents “Woodpecker Deterrent Coating on Existing EIFS (Add Alternate). Alternate No. 2: Recoat EIFS @ Levels 1 & 2”. It is unclear what the Government wants in regard to the existing EIFS. Alternate #2 in the specs does not mention a woodpecker deterrent or recoating of the EIFS. Alternate #4 seems to deduct the resurface of all EIFS on the existing floors. Can the VA clarify if they are wanting a resurfacing of the existing EIFS in the base bid of the project?
Resurfacing the existing EIFS is an alternate to installing the woodpecker deterrent on levels 1 and 2.
28.
1/22/24
There are discrepancies between Architectural and Structural drawings. Sto Panels require a steel angle at the edge of the floor and roof slab in order to attach the TSN DriftTrak…the Structural’s show this angle…the Architectural’s do not. Can the VA clarify that this angel is to be provided per the structural drawings?
The angle shown in 8/S-502 is to be provided by the wall manufacturer. The angle shown is schematic only. The edge of slab angle that forms the perimeter of the slab IS part of the structural design.
29.
1/22/24

Contractor shall provide a web based construction document management service at their own expense.
33.
1/22/24
Specification section 01 35 26 requires the contractor to designate a minimum of one SSHO at each project site and further requires that the SSHO maintains a presence on the site during construction operations. It is not stated if the SSHO must be a dedicated individual with no additional responsibilities or if the SSHO can be a “dual-hat” employee performing as SSHO and and Superintendent. Can the VA clarify if they require the SSHO to be a dedicated individual not performing other roles on the project?
Specification 01 35 26 1.7 C states

These Competent Persons can have collateral duties as the subcontractor’s superintendent and/or work crew lead persons as well as fill more than one specialized CP role (i.e., Asbestos, Electrical, Cranes, & Derricks, Demolition, Fall Protection, Fire Safety/Life Safety, Ladder, Rigging, Scaffolds, and Trenches/Excavations).

However, the SSHO has be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO

34.
1/22/24
Will sales tax exemption certificates be provided on this project?
Please see Special Notes regarding FAR 52.229-3; Federal, State and Local Taxes on page 57 of 87 of the solicitation.
35.
1/22/24

In reviewing Attachment 11 – Division Breakdown Pricing Sheet it appears the spreadsheet provided is set up as a full estimating spreadsheet for doing material and labor takeoffs for a project or task. The setup of this sheet is ill-suited for the communication of the cost breakdown from a prime contractor to an owner. Subcontractors will not share their full material and labor quantities and rates as that information is proprietary to their business operations and the volume of date that would need entered into the tabs of this spreadsheet serves as a severe deterrent to a prime contractor bidding this project. Furthermore, many of the material vendors will hold their bids until the last minute and entering this level of detail and still getting a bid submitted on time is not feasible. Can the requirement to submit Attachment 11 with the bid be eliminated?

The requirement for the Division Breakdown Pricing Sheet will not be eliminated.

36.
1/23/24
Page 13 of the solicitation identifies a date of December 1, 2023 as the date to use for the NTP for the purposes of our proposal. Can the VA please provide a new hypothetical NTP date for the purposes of the proposal schedule?
For purposes of the proposal submittal, assume a hypothetical NTP date of April 15, 2024.
37.
1/15/24
Since we generally work directly with the owner of the property, will this property need Abatement? At times the Demolition Contractor will reach out sometimes but not always.
We don’t anticipate any abatement at this time.
38.
1/24/24

Question on the acoustical ceiling, with Alternate # 7 Should rooms numbers 4c07, 4c11, and 4c12 also be part of the Alternate #7 deduct?

No, the corridors are not included in the Alternate.

39.
1/24/24

Will there be a duct pressure class schedule? I am currently having no luck of this being listed on the floor plans. Reference the below snap shot.

23 31 00 2.2 - HVAC DUCTS AND CASINGS

Specification section 23 31 00 - 2.2.B should read as follows:

B. Duct Pressure Classification (unless otherwise noted on plans):

1. Supply ductwork upstream of terminal units 6” wg.

2. Downstream of terminal units 3” wg.

Return, exhaust, and outside air ductwork 3” wg.

40.
1/24/24

41.
1/26/24
Detail 1/A540 appears to show traditional framing at the roof level to comprise the inner face of the parapet wall. Is there any reason this framing needs to be included; can the wall panel framing make up the entirety of the parapet wall?
To allow the work on the roof, including installation of the new membrane roofing system and rooftop equipment to commence prior to the installation of the prefabricated panels; the traditionally framed parapet also gives a continuous line and additional support for when the prefab panels are installed.
42.
1/26/24

In specification section 01 91 00 General Commissioning Requirements paragraph 1.7.B includes a table of all systems to be commissioned. Included in this table are several components that are not relevant to this project (foundations, material delivery systems, fire pump [existing], sanitary waste interceptors, cathodic protection systems, water utilities, energy distribution utilities, etc.). Additionally, many of the components included in the table may be components included on the project but have not typically been commissioned by the VA on past projects. To properly bid this project, we need to know the scope of the commissioning on this project. Can the VA please provide an edited list of systems that are going to be commissioned on this project?

The commissioning goes through the contract with the architect and does not require anything from the contractor. No list will be provided.

43.
1/26/24
When elevator extension work is taking place the elevators will need to be unavailable for staff use. Can the elevators be both shut down at the same time or does one elevator need to be available for staff usage at all times?
Both elevators can be shut down simultaneously to allow for construction as needed. Contractor shall coordinate with VA prior to shutdowns.
44.
1/26/24
Plumbing Demo do not exist in the current set of plans?
Correct. Please clarify the question and resubmit as needed. See clarification question and answer at 53.

Provide a cleanout as specified in specification section 22 13 00 – “Facility Sanitary and Vent Piping”.

47.
1/26/24
Page 10, Proposal Format under 2B, Volume I Technical, Section B. , states that “Text lines will be single-spaced” Page 12 under Section C – Factor 1, Technical Approach, it states “Double spaced,” Could you please confirm correct text spacing requirement
Please disregard the reference to double spaced, text lines are to be single spaced.
48.
1/26/24
Due to the Solicitation being postponed, would you still like us to use December 1, 2023 as NTP when creating project schedule?
For purposes of the proposal submittal, assume a hypothetical NTP date of April 15, 2024.
49.
1/26/24

Does the term “fixtures” in regard to alt #6 and #7 refer to all fixtures located on “plumbing fixture schedule” (P-601)?

“Plumbing fixtures” refers to the items listed on P-601 that are specified in specification section 22 40 00 – “Plumbing Fixtures”.

50.
1/26/24
Is this project using the Buy American Act?
Yes, per the solicitation, this project does require compliance with the Buy American Act. Please refer to Clause 52.225-11 and 52.225-12
51.
1/26/24

Yes, per the solicitation, this project does require compliance with applicable wage rate requirements.
52.
1/30/24
Our company is potentially looking at the Women’s Clinic project and we had noticed that Amendment 0002 moved up the proposal request date from 2/29/2024 (as stated in Amendment 0001) to a new date of 2/15/2024. Can you please confirm the correct bid date?
Proposal due date was intended to be Thursday, February 15, 2024 at 10:00 AM CST, however due to updates to the proposal documents, the due date for the proposals will be extended to Thursday February 22, 2024 at 10:00 AM CST.
53.
2/5/24 Clarification to 44 above

Current drawing does not show the removal of existing roof drain (if any exist) on current roof and the associated piping. It was mentioned at the walk through that work may be needed to be done on the second floor before continuing up to the new levels. Just wanted to make sure that the mechanical wasn’t responsible for removing any existing piping/fixtures since none are shown in the plumbing pages

There are no existing roof drains that will need to be demolished. The current two-story building utilizes scuppers and downspouts for roof drainage

54.
2/5/24 Clarification to 45 above

From the third-floor plumbing plans you can slightly see where the existing piping on the existing second for is located for the sanitary lines, but the exact connection, exact height of existing and fitting (tee’s, combo’s, 90’s) needed to do so is not specified. The assumption is like that for all piping (HWS/HWR, CHS/CHR, LPS/LPR) the notes say to connect to existing piping, but not exactly with out knowing the size/height of the existing, and what fitting will be necessary to connect.

Per general note B on PW113, field verify existing conditions of piping in the second-floor ceiling before proceeding with work (height, connection type, required fitting, etc.)

55.
2/6/24

Only plan MH113 has General Note D asking for the 2” insulation after the VAVs, plan MH114 does not have the same general note. Is the insulator to assume that the same insulation is to be used on the 4th floor as is used on the 3rd floor?

The insulation should be installed on the fourth floor as well. However, its usually called out in the spec rather the drawings, so it may be double specified.

See Question 40 for additional response information.
