Responses to Technical Questions
Lexington Minor Design - Construct Replacement CLC 596-334
Question 1:
For the referenced project, you listed the 541310 -Architecture Services NAICS code. In reviewing the scope, we believe the NAICS code for this procurement is 541330 - Engineering Services. A full design team is required to complete the project. Therefore, we recommend that the NAICS code be changed to 541330 because it best reflects the work required to perform this project.
As a multi-disciplined Engineering and Architecture SDVOSB our ability to self-perform engineering and architecture services enables us to deliver a project that encompasses complete coordination and communication during pre-design, design development, and construction phase services with minimum subcontractor support. We also provide cost estimating in house which allows us to execute a full QAQC review throughout.
By listing the NAICS code of 541330-engineering services, there will be more competition and therefore a better value to the government.
VA Response:
The VA has carefully considered this request and determined that 541310 Architectural Services is the appropriate NAICS code for this procurement. This project has a larger architectural design piece than engineering, with a heavy focus on space allocation and architectural requirements to meet design guides, as well as end user function. An Architectural Firm should be the “Lead,” as all early presentations should be handled by an Architectural Firm. Then they should lead a multi-discipline group of consulting engineers to reach our final goal of having fully coordinated construction drawings. This approach would be more efficient than working through an Engineering Firm that is subcontracting an Architectural Firm to do all the early work. All this early work will establish the basis for the project going forward. Therefore, it is our decision that the NAICS code for this procurement will not be changed.
Question 2:
In order for us to give the best response we were hoping to be able to have a Site Plan or Survey added to the Solication.
VA Response:
A Site Plan or Survey is not available at this time. Site documents/Government Furnished Information will be provided to the highest rated firm with the Request for Fee Proposal.
