About this file
This document contains a presolicitation notice from the Department of Veterans Affairs Technology Acquisition Center Austin seeking Standard Form 330 submissions from architectural and engineering firms for a seismic correction and construction project at the Ralph H. Johnson VA Medical Center in Charleston, South Carolina. The project scope involves a second and third floor addition to an existing research building and has a projected construction value between $10-20 million. The notice specifies a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses and a North American Industry Classification System code of 541330 for engineering services. Responses are due by August 24, 2022 and will be evaluated based on experience with healthcare construction projects, seismic and structural design expertise, familiarity with VA requirements, and past performance. The highest rated firm may be invited to participate in discussions and will be selected for negotiations toward a fixed-price design contract with an anticipated period of performance of 180 days from notice to proceed.

36C77622R0132 2nd/3rd Floor Seismic Correction/Construction, Charleston, SC – Technical Questions.
QUESTIONS
1. Please confirm the correct NAICS code for this project, in the sam.gov header it states 541310, in the body of the solicitation it states 541330.
Answer: 541330
2. Do you anticipate the need for a medical shielding role?
Answer: It is not anticipated at this time. If it becomes necessary during design it will be discussed.
3. Structural and Seismic Engineer are called out as separated disciplines, but we would normally see them performed by a seismic trained structural engineer. Can the structural and seismic requirement be performed by the same individual?
Answer: This project is a seismic retrofit of an existing building as well as new construction, we would prefer separate engineers. However, if it is one person they have to be licensed as a Structural Engineer and have experience designing comparable buildings in high seismicity areas (D or E) or they will not be acceptable.
4. Due to the age of the building is it necessary to provide a role to address environmental hazards?
Answer: Yes. South Carolina state law requires an asbestos survey if there is not one less than three years old on file. The last inspection of the facility in January 2022 did not appear to have any record of ACM in the DD building, but that will have to be verified through a full records check by the successful designer. We fully comply with SC Regulation 61-86.1 and all requirements of this regulation are contract requirements.
5. The Solicitation says to utilize the attached PPQ form if no CPAR available, but no form was attached. May we use a PPQ response from another project?
Answer: The PPQ has been added as an attachment. You may also use a previous PCAC project
PPQ.
