Presolicitation Notice

Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC)

March 7, 2022

PRESOLICITATION NOTICE –Initial Outfitting, Transition, and Activation Services in support of the Bay Pines VAMC – Veterans Administration Bay Pines, FL Medical Campus.

100% SDVOSB SET ASIDE

This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Bay Pines VAMC in Bay Pines, Florida. This requirement supports VHA's mission by providing contractor support services for the activation of a newly renovated facility through a variety of tasks being executed simultaneously and to ensure that the facility is fully operational on “Day One”. This will be a firm-fixed-price contract with an estimated Period of Performance 01 June 2022 – 31 May 2024, with one (1) 12-month Option Year. The base plus one (1) Option Period will align with the major milestones in the construction contract. If there is a delay in the construction contract award, the performance dates will shift accordingly.

Bay Pines VAMC received approval for the major renovation of Building One, a five (5) story high structure with an attic, constructed in 1933 as the main hospital on the Veterans Administration Bay Pines Medical Campus. Building One renovation on the VAMC Bay Pines grounds will provide an additional 94,000 SF for use as a Primary Care Outpatient facility and office space. During the renovation, canteen services located on the first floor will remain open and operational. Exterior work will also be a part of the project. This project relocates the current non-PACT Primary Care from Building 100 to a PACT Compliant clinic setting on floors 2-5. Clinical services to veterans are estimated to commence in April 2024. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:

1) be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and

2) meet the small business size standard for NAICS 541614.

The solicitation is anticipated to be posted on Contract Opportunities for download on or about 18 March 2022. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation. Anticipated closing date of the solicitation will be 15 April 2022. Solicitation initial posting date and the closing date are subject to change as necessary.

Any questions for this Pre-solicitation notice should be sent via e-mail to Dawn.Schydzik@va.gov and Kathleen.Klotzbach@va.gov . No telephone requests/questions will be accepted.

This Pre-Solicitation notice does not constitute a request for proposals.
