Proposal Volume I, Factor 3, Past Performance: Will the Government please consider allowing projects completed within the last seven (7) years of the date of issuance of this RFP?
We want offerors with more recent experience. Projects “completed within the past five years” essentially captures experience that is older than 5 years.
2
1.4.21
1.5.21
Proposal Volume I, Factor 3, Past Performance: Relevancy is defined as “New construction in an active campus or related environment involving all the work and progression of a multi-story building…”. Are projects submitted under this factor required to be multi-story
Single story buildings of $5M minimum might not have the same challenges that a multistory does unless the offeror could describe the complexity of their completed single story structure as being equally complex as the subject multi-story building B208.

1.11.21
Would the government amend the requirement for “new Construction” in the past performance to include “renovations”? Many VA projects include both renovation and addition (new construction) especially when discussing Seismic upgrades?
At this time we will not be amending past performance to reflect renovations.
4
1.5.21
1.11.21
In the solicitation, on page 10, the offeror is restricted to 3 emails, each of 5MB or less. This is restrictive to content including the schedule. Would the government allow for more than 3 emails with clear labeling if some of the volumes are more than 5MB?
The solicitation requirements will remain the same. 3 emails of 5 mb or less.
5
1.12.21
1.15.21
On Page 10 of 65 of the solicitation, Paragraph (2) Volume I, Sub-Paragraph (a) Format, says Volume I shall not exceed Twenty (20) pages. In Paragraph (5) Volume 1, Factor 3, Past Performance, it states to submit CPARS or PPQ's. Our CPARS and PPQ's could range up to (6) pages each, and could take up (18 pages total). Please confirm the CPARS and PPQ's don't count against the Twenty (20) page limit.
We have reviewed the required and will add and additional 5 pages which move the page limit to 25 pages max which will included cpars and ppq. Anything past the 25 page limit will not be considered.
6
1.12.21
1.15.21
In Paragraph (5) Volume 1, Factor 3, Past Performance, it states to submit CPARS or PPQ's. In addition to the CPARS and PPQ's, is the contractor to submit any additional project write ups/narratives, or will submitting the CPARS and PPQ's meet this Past Performance requirement?
Please refer to 2.7 proposal requiements (B)(4) of the solicitation. This section states what will need to be submitted.
7
1.14.21
1.15.21
If submitting an offer as a Joint Venture Mentor Protégé, will it be acceptable for one member of the Joint Venture to provide all three projects to satisfy the requirements under Factor 3, Past Performance?
If the Offeror is a Joint Venture (JV), relevant past performance shall be submitted for each JV partner and if applicable, the JV itself. Offerors who fail to submit past performance for each JV partner may be rated unacceptable.

Are you interesting in allowing other lighting manufactures with equals to bid on your project?
It is the responsibility of all bidders to meet the requirements in the specs. If there is a brand name or equal, it must meet the requirements and will be reviewed by the VA during the submittal phase after award of the project.
9
1.14.21
1.15.21
Do you have a specific substitution request form that you would like me to fill out? I am not seeing this on the Dodge Pipeline or is there a spec and AE should provide for this.
There is no specific form for substitution requests. Bidders may use their own form for substitution requests, which must show equivalency to all characteristics of the specified items. The official solicitation is on beta.sam.gov. We do not intend to verify what is or is not on other websites.

Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?
Procore is not on the VA’s VIP list for software, but Contractors/Designers have thus far been able to use it without it being stopped.

As a result of the effect of COVID-19 throughout the U.S., and the resulting Federal, State and local governments’ responses / requirements of safe distancing and potential advocations of working remotely and/or complete organization closures, please advise how the Government intends to address delays resulting there as it pertains to the current solicitation schedule for this and all future projects.
COVID-19 has provided both hindrances and opportunities for various projects throughout the VISN. The situation of COVID-19 and it’s impacts on supply chain are broadly known at this time. The askers “all future projects” is not applicable to this solicitation.

Can the area to the north (where a building was demolished) be used for additional laydown area?
Yes. Please see attached 692-349 B208 "Construction fencing and laydown area plan" which defines the additional area followed by some minor site work for this Contract.
26
1.19.21
1.21.21
The plans show a B220, but that building is gone now. Can that space be used as laydown area?
Any instance of B220 shown in the construction drawings (example L1.0, L3.0, L4.1) should be marked from such sheets, as this building has been demolished. See response to question above regarding laydown area.
27
1.19.21
1.21.21
During the walk through, the VA said it would provide a drawing showing construction area fencing.
Please see 692-349 B208 replacement - "Construction fencing and laydown area plan".

The COR in pre-bid walk-thru said that other piping replacement work would be happening around B208 during that project. How are we supposed to know the extents of that work and the approximate time frame?
See 692-349 B208 replacement - "Construction fencing and laydown area plan". Unfortunately, VA SORCC cannot give exact dates, but we have given the amount of time that the B208 contractor can expect other Contractor work adjacent to the building. B208 Contractor shall move fencing inboard to keep the other Contractor “out of B208 site” during these times. VA SORCC will keep the B208 Contractor informed, but as a minimum, give the notice indicated in 692-349 B208 replacement - "Construction fencing and laydown area plan

1.21.21
Does the “piping project” discussed in pre-bid mean that some of the B208 piping work is not needed?
That is correct. For sewer piping, delete the following work from Sheet C1.2: Keyed Note 1 which removes existing manhole, Keyed Note 3 which adds a new manhole, and Keyed note 2, that which installs new sewer line between Keyed Notes 1 and 3. Never-the-less, all utility laterals on C1.2 shall be installed, either to the existing or the new (by others) depending on timing.

1.19.21
1.21.21
Will there be an alternate fiber route for B208?
Fiber B208 will not come directly from the demark in B210, but rather it will splice to existing multi-144 count fiber in CC236 data room. From there, it will use existing ductbank only, until it reaches the manhole to the south of B207. From there, it goes north in the ductbank until it reaches the corridor between CC200 and B207, then it goes into innerduct in corridor(s) to the east to reach B208.

I apologize, but I do have another question about the asphalt shingles. Is there a particular reason they are calling out for the cool series? The only reason I ask is because we have done a couple buildings at the VA in White City and they were a.) not the cool series and b.) not the color weathered wood. The price difference between the the cool series and GAF Timberline HDZ will be a pretty big difference. Would you like me to just bid it both ways?
Use IKO Cambridge – Color: Vintage Green.

I am reviewing these plans for this project and I have a couple questions. In the spec book it calls out for PVC roofing in section 07 54 19 but then when you refer to the Schedule for Finishes 09 06 00 it is calling out for Built -up Bituminous Roofing. Can you please clarify what PVC Roofing manufacture is accepted
Use PVC per 07 54 19

A substitution request will not be reviewed at this time, please follow the specifications associated with the solicitation. This request will be part of the submittal review after the project is awarded. Thank you.
