5.2.2 What is the methodology and tooling used for this task.
In addition to the tools listed, there are VA-specific tools that the contractor will use. Orientation to these tools will be provided to the contractor.
18
PWS
Section 5.2.2
5.2.2 Does it already exist, and will the existing models and tools be transferred?
Existing models will be transferred, and new models that do not exist will have to be created. As described in 5.2.2, these models will be based on review of needs motivated by VA needs, such as those demonstrated through analysis of VA Health Factor use and representations.

These models are representable in a SNOMED compatible format, and will also be represented in the TINKAR format based on the HL7 Terminology Knowledge Architecture effort we are participating in (https://confluence.hl7.org/display/VOC/Standardized+Terminology+Knowledgebase+Project+Calls+and+Meetings).

Tooling for representing these models is currently using the TermSpace application as part of VA’s participation in Solar efforts at Logica Health, and may transition to the Tinkar reference implementation that is part of the HL7 Knowledge Architecture/TINKAR project.

Any SNOMED compatible editing environment that supports Owl Description Logic classification can be used for representing these models.

19
PWS
Section 5.2.3 (5)
5.2.3 (5) Can the government list the formats expected?
RF2 is an acceptable format, as will be the TINKAR format being developed at HL7.
20
PWS
Section 5.2.3 (9)
5.2.3 (9) This makes an XML constraint on the tooling which includes XMI as the XML rendering of UML models. What is the precise rendering of existing models?
Clinical Assertion Models are also known as Clinical Statement Models, are based on HL7 FHIR observations guided by the HL7 Analysis Normal Form informational ballot document.

The assertion model can be represented in XML per HL7 FHIR guidelines, and this is different than the SNOMED like concepts that may populate the topic of the Clinical Statement Model.

So, terminology that populates the statement models will be represented in SNOMED RF2 or HL7 TINKAR format, and statements that are represented using FHIR Observation resources can be represented using XML.
