STATEMENT OF WORK
Department of Veterans Affairs Performance Measure (ORYX) Vendor Support Services
1. TITLE OF PROJECT: Performance Measure (ORYX®) Vendor Support Services
2. BACKGROUND: The Department of Veterans Affairs (VA) Facilities have been accredited for over 30 years. The accreditation process is a complex system of related and dependent activities. It includes pre-survey activities (e.g., electronic application, periodic performance, orientation and summation), survey activities (e.g., on-site, off cycle, survey notification to Veterans Healthcare Administration (VHA) Contract Officer Representative (COR), survey validation system), post survey activities (CVS surveys, communication, and ongoing activities, data measurement submission, communication). Key to accreditation is participation in The Joint Commission’s (TJC) ORYX initiative that integrates performance measurement data into the accreditation process. VHA also has an active residency program, and the American College of Graduate Medical Education (ACGME) requires that health care organizations sponsoring or participating in GME programs be accredited by TJC (Contractor) or by another recognized body with reasonable equivalent standards. Maintaining VHA hospital accreditation is consistent with one of VHA missions to “provide the best outcomes for Veterans and their families.” Hospital accreditation confers recognition that health care organizations meet certain standards of quality and safety, and also confers deemed compliance with healthcare quality standards of payors, both public (e.g., Medicare) and commercial.
TJC’s ORYX® initiative integrates performance measurement data into the accreditation process. ORYX® measurement requirements are intended to support Joint Commission accredited organizations in their quality improvement efforts. Performance measures are essential to the credibility of any modern evaluation activity for health care organizations. They supplement and help guide the standards-based survey process by providing a more targeted basis for the regular accreditation survey, for continuously monitoring actual performance, and for guiding and stimulating continuous improvement in health care organizations. All VA accredited hospitals are required to submit performance measurement data on a specified minimum number of measures, as appropriate, to TJC through a TJC authorized performance measurement system.
VHA sought approval from TJC as a sanctioned ORYX® performance measure vendor in order to collect, store and transmit VHA data using internal staff and processes developed by the Office of Information Technology. However, VHA can not perform all functions of this ORYX ® initiative. As part of the accreditation process, once vendors transmit their data to TJC, TJC reviews the data, compares the data against other “like” hospitals, and posts the data for facilities and others to review. TJC also uses information from the data to focus accreditation review activities to the special issues of the facility. TJC invoices the vendor for the data transmission.
3. PERIOD OF PERFORMANCE: The performance period will be twelve (12) months from date of award. The VHA will retain the option to extend the contract an additional four (4) years, for periods of one (1) year at a time, subject to the availability of funds.
4. OBJECTIVE: The objective of this contract is to define expectations for TJC’s receipt of Performance Measurement data from the VHA Performance Measurement Vendor, an authorized performance measurement system for TJC. This ensures that our VHA facilities collect, store and transmit data securely to TJC for purposes of evaluation, benchmarking and ultimately to maintain accreditation status. More specifically, TJC uses this data for public display, pre-survey ORYX® reports (shared by way of the accredited hospital’s computer extranet sites, scoring of performance improvement standards and establishing foci for accreditation evaluations and surveys. Using our own VHA staff ensures that the data is collected, stored and transmitted under the purview of VHA staff using safe and secure processes established by the Office of Information Technology.
5. DEFINITIONS AND TERMS: As used throughout this statement of work, the following terms shall have the meaning set forth below:
ORYX® measurement requirements support Joint Commission accredited hospitals in their quality improvement efforts. TJC develops and validates Performance Measures for hospital participation.
· ORYX® fees for chart-based and electronic continuous quality measures (eCQM) for data submission. *While the HCO will be billed an annual fee though their accreditation contract; VHA will continue to serve as Vendor responsible for transmission fees for all VHA data to JC as a system.
