QUESTIONS AND ANSWERS
1. How many of the listed 29 copiers are currently under warranty from the manufacturer.
None of the copiers on this potential contract are under factory warranty at this time.
2. RFP states in section 3.0 that provider must bid for following service:
On-site maintenance, all parts, labor and preventive maintenance. A four (4) work hour response time is required after Government notification. Cost to include travel fee (if any).
a. How much of the PARTS cost are we liable for as part of the annual maintenance agreement?
The contractor is responsible for all parts.
b. Will any existing warranty cover cost of replacement parts?
No.
c. Will the VA cover the cost of very expensive parts if they need to get replaced?
No, the contractor is responsible for parts.
3. The following FAR clause reference is included:
52.217-8 OPTION TO EXTEND SERVICES
We can find no further detail defining the nature and extent of any options.
Could you please clarify?
The Option to Extend Services is usually used if we need to extend services until a new contract can be put in place. It’s merely a safe guard that allows the Government to continue services (not to exceed 6 months), if they are needed if for some reason there was a delay getting a new contract in place. That fact that the clause is included does not mean it will be exercised, but gives us the flexibility to bridge a gap, with no break in service, between contracts. The full clause is listed below for your reference.
52.217-8 -- Option to Extend Services.
As prescribed in 17.208(f), insert a clause substantially the same as the following:
Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. [insert the period of time within which the Contracting Officer may exercise the option].
(End of Clause)
4. Can data collection software can be installed on the devices in order to retrieve the necessary maintenance information from the copiers?
Yes, it can be installed. The VA will keep the hard drives when the machines are replaced.
