About this file
This document is a Frequently Asked Questions (Q&A) file for a VA (Veterans Affairs) solicitation for operational supplies across multiple CMOP (Consolidated Mail Outpatient Pharmacy) locations. The solicitation is unrestricted and covers a wide range of packaging and shipping materials including corrugated boxes, pallet stabilizing film, carton sealing tape, bubble mailers, plastic barcoded seals, zip ties, and medical pouches. Key details include specific requirements for box dimensions (single wall, corrugated, brown, 200 psi burst limit, 32 edge crush test), tape specifications (2 mil polypropylene, latex-free), and packaging materials.
Currently, existing Blanket Purchase Agreements (BPAs) cover most items at locations like Dallas, Leavenworth, Charleston, Murfreesboro, and Hines & Tucson, with the Chelmsford CMOP having no existing BPA. The solicitation allows electronic signatures, requires Excel-only pricing submissions, and will issue awards per CMOP location. Vendors receiving an award for a CMOP location will be required to supply all items for that location. Specific clarifications were provided on sample quantities, packaging specifications, and product requirements, such as machine-grade shrink wrap and clear medical pouches with specific inspection capabilities.

3. Question:
• Are electronic signatures acceptable for the required forms under Section D? Yes.
• Would you prefer the pricing schedule submitted in Excel format only, or in both Excel and
PDF? EXCEL only.
4. Question:
• Do you know if this solicitation will be unrestricted or set-aside? This will assist us in planning. Unrestricted.
5. Question:
For the 6” and 14” seals- Can you find out what type of strength are needed?
For the 6” plastic barcoded seal –
a. Light Duty Pull Tight
b. Medium Duty Pull Tight
c. One Piece Seal
For the Plastic Barcoded seals 14" long –
a. Heavy Duty Pull Tight
b. Fix Length Seal
• Barcoded Zip Ties

6. Question:
One question: are you referring to Shrink Wrap or Stretch film on the Shrink Wrap 20’’ x 1500.
Based on the description it looks to be stretch film and not shrink wrap, but they are right next to each other.
A: Answer is they are basically the same. Long answer:
Stretch Film- is used for hand wrapping of pallets to secure the load of the pallet or what is being wrapped Shrink Wrap- is for an auto wrapper where tension can be applied while wrapping to secure the load of the pallet to the bottom of the pallet for transport.
Stretch Film -hand held 18W" x 1500' roll, 20 MIC (80 Gauge), 3" core (**will also accept 70 gauge (17 mic))
Shrink wrap 20" x 1500'; Pallet stabilizing wrap; clear/translucent 3" core
7. Question:
Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services?
A: Currently we have the following BPA’s that contain most of the items that are on this new IDIQ requirement. You can get more information about the BPA’s in FPDS. The Chelmsford CMOP does not currently have a BPA:
1) 36C77020A0012 | Dallas Operational Supplies BPA | M-Pak, Inc.
2) 36C77020A0013 | Leavenworth Operational Supplies BPA | M-Pak, Inc.
3) 36C77021A0008 | Charleston Operational Supplies | Jemni, Inc.
4) 36C77021A0004 | Murfreesboro Operational Supplies | M-Pak, Inc.
5) 36C77021A0020 | Hines & Tucson New Operational Supplies BPA | M-Pak, Inc.
8. Question:
For the Child Resistant Clear Medical Pouches, a couple of the facilities are asking for a case for samples. In addition to these pouches being extremely expensive, the annual usage is very low. Being that these samples are for testing/approval purposes, and they are not being put into an automatic machine, is it possible to send 10 of each, instead of a case for those requesting a case?
Dallas is only asking for 3 each, Hines doesn’t need a sample, and Chelmsford needs 10 each.
Murfreesboro, Tucson, Leavenworth, and Charleston are all asking for the 1 case, can we reduce this to 10 each?
A: Yes, we can accept having 10 sent to each site.
9. Q&A:
1) Do the different locations have a loading dock for unloading pallets? Yes
2) On the clear medical bags, it mentions wanting "printed or labeled instructions". What instructions is this referring to? Instructions on using the bag? Yes, instructions on using the bag
3) Also asks for "brand name to be clear for pharmacist inspection", is this referring to the brand name of the bag manufacturer? No, this is stating the bag (brand name or equivalent) needs to be clear so a pharmacist can see through the bag to inspect the product without having to open the bag.
10. Q&A:
Line Item 48 – Sample Quantities & Pallet Count Line Item 48 requests 25 Gaylord boxes measuring 47” x 39” x 61” HSC. Due to the extremely large dimensions, these Gaylords will extend beyond a standard pallet footprint and are highly likely to be damaged during shipment.
a. These Gaylords are not a stock item and require custom production; samples must be fabricated by hand on a CAD table.
b. Would the government accept two (2) samples for fit-check purposes instead of the full 25? – yes 2 samples are fine
c. The solicitation also lists a pallet quantity of 750 per pallet, which is not feasible for Gaylords of this size. Please confirm the correct pallet count for this item. – 75 per pallet
Line Item 55 – Shrink Wrap Application Line Item 55 (18154) specifies 20" x 1500' shrink wrap; pallet-stabilizing wrap;
clear/translucent, 3" core; 1500'–6000' acceptable.
d. Rolls around 20" x 1000' are typically hand film, while 20" x 6000' is machine-grade film intended for a stretch-wrap machine.
e. Can you please confirm whether this application requires hand film or machine film so we can quote the correct product? – This is machine grade
Unit of Measure – Each vs. Case/Pallet – we would prefer to order these by the each
Please confirm that all items are to be quoted by the “each,” and that the case and pallet quantities provided are for reference only. 0- this is fine with the GL-CMOP
f. Case and pallet counts vary by manufacturer, so confirming the intended unit of measure is essential for accurate pricing.
11. Question:
Do you have any additional specs/requirements for this item? (Acrylic or Hot Melt? Mil Thickness?)
40 4400 Tape-clear 2" x 110'; 3” core; 328ft/roll 36 rolls/case, 30 cases/pallet 600 cases
Answer: MATERIAL:
• Backing: Polypropylene film
• Latex free
• 2 Mil
