About this file

This is a Draft Statement of Work (SOW) for snow and ice removal services at the Central Iowa VA Health Care System located at 3600 30th Street, Des Moines, Iowa 50310. The contractor shall provide all personnel, equipment, tools, supervision, and materials necessary to remove snow and ice from roadways, parking lots, sidewalks, steps, ramps, landings, crosswalks, and entryways using plowing, blowing, brushing, sweeping, shoveling, or other suitable methods that do not damage traffic surfaces, landscaping, or structures. The contractor must mobilize and report within one hour of notification by the Contracting Officer's Representative (COR) at any time, 24 hours a day, seven days a week, including holidays, and continue work until treatment is no longer necessary. The contract requires an initial clean sweep of the campus within three hours and mandates that the contractor coordinate with the Grounds/Transportation Supervisor during a pre-award walkthrough to identify priority areas and designated snow placement locations. Upon completion of each snow event, the COR must inspect and accept the work before payment authorization; excessive salt and debris buildup must be removed within one hour of notification, and all fire hydrants and fire lanes must remain clear at all times.

The estimated staffing requirement is four to five individuals, with equipment including four to six pickup/dump trucks with seven to ten-foot blades, one to two utility vehicles with 54 to 60-inch blades for parking ramp use, and comparable equipment to what the VA has previously used (such as an 18-horsepower tractor with rotary broom and front blade, and a 44-horsepower uni-loader). The contractor must complete a time sheet documenting equipment used, time spent, and personnel involved for each snow event, which will correspond to invoicing. This is a fixed-price, multi-year contract with a one-year base period from date of award plus four option years. Performance standards require 100 percent compliance with response time and snow removal requirements, with customer complaints not to exceed two per month during snow months. The contractor must develop and submit a quality control plan addressing service standards and procedures to identify and prevent defective services.
