About this file
This is an Amendment to a Solicitation issued by the Department of Veterans Affairs (VA), Network Contracting Office 23, located in Saint Paul, Minnesota. The solicitation number is 36C26327Q0023, with an amendment number 0001 issued on September 25, 2026. The amendment extends the offer due date to October 16, 2026, at 12:00 PM CDT and provides responses to vendor questions regarding the solicitation.
The solicitation concerns SANIKILL water treatment system maintenance and monitoring at the Hot Springs Veterans Affairs Medical Center (VAMC). Key technical specifications include: Building 18 equipped with a 6-inch pipe system operating at 700-800 gallons per minute with one pump or 1,400-1,600 gallons per minute with two pumps; Buildings 10, 12, and 29 equipped with 2-inch, 2-inch, and 1-inch incoming water lines respectively, each with flow meters that send pulse outputs for automatic injection rate calculation. The contractor is responsible for adjusting SANIKILL system setpoints to ensure proper system performance in accordance with the Statement of Work, performing all necessary culturing and testing at contractor cost to meet performance requirements, and collecting monthly water samples from Building 29 and hot-water loops in Buildings 10 and 12. The VA will perform weekly water testing, and the contractor will adjust system setpoints based on those results. The contractor bears the cost of any additional cultures or testing deemed necessary to comply with the Statement of Work requirements.

***NOTE TO VENDORS: All responses to vendor questions are noted in RED.***
1. Could you please provide the system flow rates and pipe sizes for the SANIKILL systems in Buildings 10, 12, 18, and 29?
Building 18 is 6 inch pipe with a flow rate of 700-800 gallons per minute (one pump in operation) or 1400-1600 gallons per minute (two pumps in operation). The incoming water line for Building 10 has a 2 inch pipe, for Building 12 has a 2 inch pipe, and for Building 29 has a 1 inch pipe. Each unit in Buildings 10, 12, and 29 has a flow meter on the incoming water line that sends a pulse output to the unit, which the onboard computer uses to calculate the appropriate injection rate. The flow rates have not been tracked in the past.
2. The SOW states that Hot Springs VAMC personnel will perform the weekly water testing and that the contractor will adjust the SANIKILL system setpoints based on those results. However, another section states that the contractor is responsible for providing culturing and testing and for collecting monthly water samples from Building 29 and the hot-water loops in Buildings 10 and 12.
Could you please clarify whether any laboratory or field testing of these monthly samples is required to be performed by the contractor? If so, could you please provide the required tests/analytes, number of samples, exact sampling locations, analytical methods, testing frequency, laboratory certification requirements, holding times, turnaround times? Could you also clarify what is meant by “culturing” as referenced in
Section B.3 – Statement of Work, II. Scope of Work, A. SANIKILL Units, Item 1.
The Contractor is responsible for adjusting the SANIKILL system setpoint to ensure that the system performs the way it is supposed to in accordance with the
Statement of Work (SOW). There is no modification to the SOW to include any testing requirements other than the SOW already states. It is the Contractor’s responsibility to ensure they perform the requirements of the Statement of Work using whatever cultures or testing deemed necessary to do this. If the Contractor needs to take cultures or do any other testing deemed necessary to ensure they are meeting the requirements of the SOW, that is at the cost of the Contractor.
In the context of water testing, culturing refers to the microbiological process of growing specific microorganisms from a water sample in a controlled laboratory environment to detect, identify, or quantify them.
