About this file

This is a Special Notice of Intent for a sole source, firm-fixed price contract for arthroscope and centrifuge equipment for the Black Hills Healthcare System. The Department of Veterans Affairs, Network Contracting Office 23 (located in Coralville, Iowa) intends to award the contract to Arthrex Inc under the authority of 41 U.S.C. 3304(a)(1), which permits sole source procurement when only one responsible source can satisfy agency requirements. The justification for sole source award is that Arthrex Inc is the Original Equipment Manufacturer, and no other third-party vendor is authorized to install or service this proprietary equipment. The requirement is classified under NAICS code 339112 and Product Service Code 6515.

While this notice does not constitute a competitive solicitation, other vendors may submit a capability statement, proposal, or quotation within seven calendar days of publication to demonstrate their ability to meet the government's requirements. The government will review such submissions to determine whether to conduct the procurement on a competitive basis, though the final determination to compete or proceed with sole source award remains solely at the government's discretion. The response deadline is August 18, 2026 at 4:00 PM Central Time. Interested parties should direct inquiries to Contract Specialist Robert Bennett at robert.bennett8@va.gov or 319-339-7079.

It is not a request for competitive quotes.

The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole source, firm-fixed price contract to Arthrex Inc with 41 U.S.C. 3304(a)(1), as implemented by FAR 6.103-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements because this equipment is provided by the Original Equipment Manufacturer. No other third-party vendor is authorized to install or service this equipment. The North American Industry Classification System (NAICS) code for this requirement is 339112 and the product service code is 6515.

While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands the equipment Arthrex Inc provides is proprietary. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to Robert.bennett8@va.gov within seven calendar days after publication of this notice. Such documentation will be reviewed solely for the purpose of determining whether to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
