About this file

This document is Amendment 0002 to a federal solicitation (36C26326R0005) issued by the Department of Veterans Affairs, Network Contracting Office 23, located in Saint Paul, Minnesota. The amendment extends the hour and date for receipt of offers to 07-30-2026 at 10:00 AM CDT and posts Questions and Answers related to the solicitation.

The Q&A clarifies key requirements for medical physicist services at a VA facility: annual pricing should be 2,256 hours per physicist; the Junior Therapeutic Medical Physicist must be board certified (not board eligible); required equipment experience includes TrueBeam, RayStation, ARIA, and Canon CT Simulator; backup physicists must be fully credentialed and available within 30-60 days of contract start; the department currently has zero physicists on staff; the Chief Physicist will provide operational oversight of physics, dosimetry, and therapist staff; supporting staff includes 2 dosimetrists, 7 therapists, 2 Radiation Oncologists, and various nursing and support personnel; there are no new Linear Accelerator commissionings planned, though existing machines require full annual QA testing; the department operates 2 Truebeam linear accelerators and one Canon CT Simulator serving 10-25 patients per machine (approximately 450 patients annually); the contract performance period begins 09/16/2026; and all four Section D attachments (D.1-D.4) must be executed and returned with proposals.

1. Please confirm whether the annual hours should be priced as 2,256 hours per physicist as shown in the Schedule of Services, or based on the PWS reference to 80 hours every two weeks.

Answer: Should be 2,256 per physicist.

2. Please clarify whether the Junior Therapeutic Medical Physicist must be board certified, or whether board eligible is acceptable.

Answer: TMP must be board certified.

3. Please confirm the required equipment/software experience, since the PWS references

TrueBeam, RayStation, ARIA, Toshiba CT Simulator, while the evaluation language references

Varian IX, Variseed 8.0, Phillips Brilliance Big Bore CT, and ADAC Pinnacle 9.0.

Answer: TrueBeam, RayStation, ARIA, Canon (bought out Toshiba) CT Simulator, are our current equipment.

4. Please confirm whether the 2-hour replacement coverage requirement means backup physicists must be fully credentialed, privileged, and available prior to contract start.

Answer: This does not have to happen before the start of the contract – but we definitely need someone within 30 to 60 days of the start.

5. How many physicists are currently working in the department?

Answer: 0

6. Will the Chief Physicist supervise any additional contractors besides the medical physicist? if so appx how many(dosimetrist or therapist)

Answer: In the past, Dr. Qin didn’t supervise the junior physicist. Dr. Silva carries supervisory over both physics. I do their evals and timecards, etc. However, from an operational standpoint, physics must assume some oversight of physics, dosimetry and therapists. They can instruct, question, train, etc.

7. What support staff is currently in place?

Answer: 2 dosimetrists, 7 therapists, 2 Radiation Oncologists, 1 NP, 1 RN, 1 LPN, 2 MSAs, 1PSA, and 1 AO

8. Is there an anticipated commissioning of a new machine during the contract period?

Answer: No, not a new Linear Accelerator. However, the current machines have not been QA’s since November, which may require at least a full annual. It is also expected that the physicists would maintain all testing, procedures, and documentation to maintain IROC and ASTRO/Apex accreditations. Also, a CT simulator was installed and has yet to be tested and accepted by a

TMP per AAPM standards.

9. How many linear accelerators and simulators does the department currently utilize?

Answer: 2 Truebeam linear accelerators, and one Canon CT Simulator.

10. What is the average patient load per machine?

Answer: 10-25 patients per machine, +/- 450 patients per year.

11. Please confirm the correct period of performance, since Section B.1 references dates beginning in 2022, while the Schedule of Services begins 09/16/2026.

Answer: Start date is 09/16/2026.

12. Please confirm which Section D attachments must be executed and returned with the proposal.

Answer: All four attachments D.1 – D.4
