About this file
This is Amendment 0001 to Solicitation 36C26326Q1008, issued by the Department of Veterans Affairs Network Contracting Office 23 on August 18, 2026. The amendment provides responses to vendor questions submitted regarding the solicitation and directs offerors to use an updated solicitation document titled "S02 - 36C26326Q1008 - Updated 08-18-2026." The amendment is not extended, meaning the offer deadline remains August 21, 2026 at 12:00 PM CDT. Offerors must acknowledge receipt of this amendment prior to the submission deadline through one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.
The continuation pages contain twelve question-and-answer pairs addressing solicitation clarifications. Key responses include confirmation that there is no incumbent contractor or historical spend data; that the prime contractor may subcontract transportation and final disposal of Class 7 radioactive materials to qualified, independently licensed third parties with no percentage limitations; that a three-hour window is considered sufficient for unforeseen circumstances related to the on-site arrival requirement; and that qualified offerors can find detailed information about vials, ampules, radionuclides, and activity levels in the Statement of Work, Part II, Section 2.j. Additional guidance clarifies that offerors must return the completed SF 1449 cover sheet along with all other required solicitation sections and documentation, that SAM.gov registration status will be verified using the UEI provided with the offer, and that the solicitation deadline is firm with no extension available.

CONTINUATION PAGES
***NOTE TO VENDORS: All responses to vendor questions are noted in RED.***
1. Who is the Incumbent contractor?
There is no current or existing contract, and therefore no incumbent contractor.
2. What is the historical spend for the last 3–5 years?
There is no historical spend for the last 3-5 years to provide.
3. What is the number of service events or pickups based on historical usage?
There is not a number of service events or pickups to provide as there is no historical usage to provide.
4. What current disposal methods are being used?
This solicitation represents the only disposal method currently being considered.
There is no current or existing contract using any disposal methods.
5. Are there any anticipated changes in scope from the current contract?
There is no current or existing contract, and therefore no anticipated changes in scope.
6. 52.212-1 Instructions to Offerors, Volume I, bullet #1 requires Offerors to submit “a properly completed and signed solicitation document.” Should Offerors return the entire
40-page RFP with the SF 1449, or only the completed and signed SF 1449?
SF 1449 represents the cover sheet of the solicitation document, so Offerors need to return that properly completed first page as well as the other sections and documentation that are required based on the instructions given within the entire solicitation document. It cannot be stressed enough that Offerors should thoroughly read and follow all instructions in the solicitation document.
7. 52.212-1 Instructions to Offerors, Volume II, #9 SAM.gov registration – should the
Offeror provide proof of active SAM registration with its proposal?
It will be apparent to the Contracting Officer whether or not SAM registration is completed at the time of the offer when we look up the vendor’s registration with the UEI that is required to be provided with the offer. If an Offeror wishes to provide documentation, they can include it with their offer.
8. Please confirm whether the prime contractor may subcontract the transportation and final disposal of the Class 7 radioactive materials to a qualified and appropriately licensed third-party vendor, and whether there are any restrictions or specific requirements applicable to such subcontracting.
Yes, the prime contractor may subcontract the transportation and final disposal of
Class 7 radioactive materials. Any subcontractor must be fully qualified and licensed in accordance with the SOW and must comply with all NRC, DOT, and
EPA requirements. All regulatory duties listed in the SOW—such as leak testing, surveys, packaging, labeling, manifest completion, and final disposal documentation—apply equally to subcontractors. All documents that are required to be submitted as part of the offer per the solicitation document must be provided for any intended subcontractors as well.
9. Is there any possibility of extending the bid submission deadline, as we need some additional time to go through the clarifications and prepare the comprehensive proposal and the pricing.
The solicitation deadline is not being extended. Offers are due on 08/21/2026 at
12:00 PM CDT.
10. Are there any limitations on subcontractor use, including limitations on the percentage or specific portions of the work that may be subcontracted? If permitted, please confirm whether the subcontractor must provide its own applicable radioactive materials license, transportation qualifications, permits, radiation safety training, and other required credentials.
There are no limitations on the percentage of work that may be subcontracted under this requirement. The prime contractor may subcontract any or all portions of the transportation and final disposal work if they choose to do so. If subcontracting is used, the subcontractor must be fully qualified and independently licensed in accordance with the Statement of Work. This means the subcontractor must provide its own radioactive materials license, transportation credentials, permits, radiation‑safety training, and all other required certifications necessary to legally handle, package, transport, and dispose of
Class 7 radioactive materials. All regulatory duties described in the SOW—such as leak testing, surveys, packaging, labelling, manifest preparation, transportation compliance, and final disposal documentation—apply equally to the subcontractor. As previously stated, all documents that are required to be submitted as part of the offer per the solicitation document must be provided for any intended subcontractors as well.
11. The solicitation requires the contractor to arrive on site within three hours of the scheduled pickup time. Would the Government allow reasonable flexibility in the three-hour response requirement due to unforeseen circumstances such as traffic, weather, road conditions, or other circumstances beyond the contractor’s control?
A three-hour window is considered sufficient for unforeseen circumstances.
12. Could you please provide additional information regarding the vials and ampules listed in the radioactive waste inventory? Specifically, could you confirm:
a. What material or substance is contained in each vial and ampule?
b. If liquid is present, the approximate volume and chemical composition.
c. The radionuclide and activity level associated with each vial or ampule.
d. Whether the contents are considered mixed waste or contain any hazardous chemical constituents in addition to the radioactive material.
Qualified Offerors will be able to ascertain answers to all of these questions by looking at the list located within the Statement of Work, PART II, Section 2.j. within the solicitation document.
