About this file
This is Amendment 0001 to a Request for Quotes (RFQ) issued by the Department of Veterans Affairs Network Contracting Office 23, Sioux Falls, South Dakota, for solicitation 36C26326Q0956, effective August 7, 2026, with a solicitation date of July 27, 2026.
The amendment adds a mandatory requirement for offerors to submit a letter from the Original Equipment Manufacturer (Stryker, the Vocera manufacturer) stating that the offeror is an authorized distributor. The amendment also provides answers to ten technical questions submitted by prospective vendors. Key clarifications include: (1) salient characteristics for evaluating "equal" products are detailed in Statement of Work section 1.2; (2) non-Vocera equipment must be compatible with existing Vocera systems and require a compatibility statement from Stryker, with failure to provide such documentation resulting in offer rejection; (3) equipment demonstrations will be conducted at VA Minneapolis Medical Center with a demonstration date to be scheduled upon request; (4) descriptive literature is required only for non-Vocera brands and does not count toward the 30-page offer limitation; (5) Fargo VA Medical Center (2101 Elm Street N., Fargo, ND 58102) is confirmed as a delivery location; (6) both V5000 and B7000 devices must be FIPS 140-3 validated with required documentation; (7) warranty coverage totals three years (one included year plus two-year extension); (8) the Government will accept only current market models with no provisions for model substitution; (9) the correct solicitation number is 36C26326Q0956; (10) paragraph 1.1.5 reference to "ventilation" is corrected to "nurse call"; and (11) all offerors must submit a signed Nonmanufacturer Rule certification from Section C.8 with no waiver available.

Answers to Technical Questions.
2. Basis for evaluating an "equal" product Reference: Section B.2, Statement of Work paragraph 1.2, pages 6–7; Section E.2, page 56.
The solicitation is designated brand name or equal and award is on price alone.
a. Will the Government identify the salient characteristics against which a proposed "equal" product will be evaluated, and confirm which solicitation provision governs that evaluation?
Salient characteristics are in the SOW section 1.2
b. Paragraph 1.2 requires that replacement badges not require additional or replacement servers, other IT components, or additional or replacement integrations, and that they utilize the current Vocera system including its existing servers and its existing integrations with nurse call and patient monitoring systems. Will the Government make available the interface specifications, protocols, or API documentation necessary for a non-Vocera device to register to and operate on those existing servers? If such documentation is not available to offerors, will the Government clarify how a brand other than Vocera would establish compliance with paragraph 1.2?
It is incumbent on the vendor offering another brand to show that their product will work with the current network to include a statement from Stryker, the Vocera manufacturer, that the equipment is compatible with their software and equipment. Failure to provide such documentation will result in the offer being rejected for award.
3. Compatibility demonstration Reference: Section E.1, Addendum, Offer Submittal Instructions, subparagraph (e), page 55.
a. Will the demonstration be conducted on site, and if so at which facility, or may it be conducted remotely?
An opportunity to demonstrate the equipment will be provided at the VA Minneapolis Medical Center. A time will be set up once a prospective vendor emails Ms. Kayla Shute and the CO, Curt LaRose, requesting a time.
b. What criteria will the Government use to determine whether a demonstration is successful?
The proposed equipment must function with the current software and IT set up. The vendor must provide a statement from Stryker that their proposed brand will work with the installed equipment and software.
c. Is there a date by which an offeror must request a demonstration slot, given that all demonstrations must be completed by 08/14/2026?
A date will be setup once an email is received requesting a demonstration.
d. Are offerors proposing the Vocera brand name required to demonstrate?
No, because Vocera is the system currently being used.
4. Descriptive literature and the page limitation Reference: Section E.1, Addendum, Offer Submittal Instructions, page 55; FAR 52.214-21, page 63.
The solicitation incorporates FAR 52.214-21, Descriptive Literature, and limits the offer to a single document not to exceed 30 pages.
a. What descriptive literature does the Government require, and is it required of offerors proposing the Vocera brand name?
Descriptive literature is anything that provides proof that any other brand will work with the Vocera equipment and software. Descriptive literature is not required for Vocera brand products.
b. Do the signed SF 1449, the Section C.8 certificate, the Trade Agreements certificate, the price schedule, and any descriptive literature count toward the 30-page limitation?
The Signed SF 1449, Section C.8 certificate, Trade Agreements certificate, and price/cost schedule are not part of the descriptive literature and do not count against the 30-page limitation.
5. Delivery locations and quantity allocation Reference: Section B.2, Statement of Work paragraph 1.1.1, pages 5–6; Section B.4, Delivery Schedule, page 26.
The quantity breakdowns allocate equipment to Fargo, including 163 B7000 sync badges, 326 batteries, 24 eight-bay chargers, 8 clip packs, 163 FIPS device licenses and the associated warranty extensions. Fargo is not listed among the delivery locations in Section B.4.
Conversely, the Omaha VA Medical Center is listed in Section B.4 but appears in the quantity breakdowns only as "NWI." Will the Government confirm the complete list of delivery addresses and the quantities allocated to each?
Fargo is included in the delivery locations and the Fargo VA medical center address is:
2101 Elm Street N.
Fargo, ND, 58102
6. FIPS validation level and V5000 part identification Reference: Section B.2, Statement of Work paragraph 1.2, page 7; Section B.3, item 0004, page 20.
Paragraph 1.2 requires that badges be FIPS 140-3 validated. Item 0004 is identified as "V500, FIPS 140-2 Device License Ver 1.0," while item 0021 is identified as a B7000 FIPS 140-3 Device License.
a. Will the Government confirm the required FIPS validation level for the V5000 devices and their associated licenses?
Yes, both the V5000s and the B7000s are FIPS 140-3 validated. All proposed equipment MUST be FIPS 140-3 validated and all offerors MUST provide documentation in the descriptive literature showing such.
b. Will the Government confirm whether the reference to "V500" in item 0004 should read "V5000," consistent with the other V5000 line items?
Yes, V5000
7. Warranty coverage period Reference: Section B.2, Statement of Work paragraph 1.5.1, page 7; Section B.3, items 0012 and 0013, page 22, and items 0022 and 0023, page 24.
The badges are specified to include a one-year warranty, and separate line items provide two-year warranty extensions. Will the Government confirm whether the two-year extension is additive to the included one-year warranty, for a total of three years of coverage, or whether total coverage is intended to be two years?
It is additive for a total of three years of coverage.
8. Substitution of a newer model Reference: Section B.2, Statement of Work paragraph 1.1.1 (note following the item table) and paragraph 1.1.4, page 6.
The Statement of Work provides that if a newer model approved for VA use becomes available before the equipment is shipped, the Government requests the ability to upgrade and will be responsible for any price difference. Should offerors price only the models listed in the price schedule, with any substitution handled by contract modification after award?
This portion is to be deleted, the Government will only accept current models on the market.
9. Administrative corrections
a. Reference: Section E.1, Addendum, Offer Submittal Instructions, page 55. The instructions direct offerors to use the email subject line "Quote – Solicitation 36C26323Q0956." We believe this may be a typographical error, as the solicitation number is 36C26326Q0956. Will the Government confirm the subject line to be used?
The correct Request For Quotes is 36C26326Q0956.
b. Reference: Section B.2, Statement of Work paragraph 1.1.5, page 6. This paragraph refers to industry standards for ventilation system equipment. Will the Government confirm this is a typographical error and identify the industry standards intended to apply?
The word “ventilation” is to be changed to “nurse call”
10. Section C.8 of the solicitation includes the Nonmanufacturer Rule certification. Could you please confirm whether an SBA Nonmanufacturer Rule waiver applies to this procurement, or whether offerors are expected to comply with the certification without a waiver?
There is no NonManufacturer waiver and all offerors MUST submit a signed copy of the NMR certification located at section C.8.
Amendment to answer technical questions submitted to Contracting Officer by deadline.
