About this file

This is a Notice of Intent to Sole Source and Sole Source Justification document for a federal procurement by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 23, at the Minneapolis VA Health Care System. The Government intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Vektor Medical, Inc. for the provision of Vektor VMap VMDISP2 Disposable Kits (disposable keys) required to operate the VMap system already installed at the Minneapolis facility. The requirement consists of 320 VMDISP2 disposable keys under a Base plus four option year contract. The contracting office is located in Saint Cloud, Minnesota (ZIP 56303), with the point of contact being Contracting Officer Traci Johannes at traci.johannes@va.gov. The solicitation number is 36C26326Q0821, classified under Product Service Code 6515 and NAICS Code 334510.

The Government has justified the sole source award under FAR 13.5 (Simplified Acquisition Procedures for Certain Commercial Items) based on the determination that Vektor Medical is the only responsible source capable of providing the disposable keys for the existing VMap system. Market research was conducted via VetBiz using NAICS 334510, which returned 430 SDVOSB results, but no alternative sources were identified. The solicitation is not requesting competitive proposals; however, all responsible sources may submit capability statements by the deadline of 16:30 PM CST on Monday, June 15, 2026, to traci.johannes@va.gov. Submissions must include the Unique Entity Identification Number (UEI) and Taxpayer Identification Number (TIN), documentation of authorized distributor status, and active System for Award Management (SAM) registration. The Government retains sole discretion to compete the contract based on responses received and will conduct future market research to identify additional authorized distributors to enable competition on subsequent acquisitions.
